THE CITY OF LA PORTE MEET & CONFER COMMITTEE MET THE 10th DAY
OF FEBRUARY, 2009, 2:00 P.M. AT CITY HALL, COUNCIL CHAMBERS, 604
WEST FAIRMONT PARKWAY, LA PORTE, TEXAS.
1. CALL TO ORDER
The meeting was called to order at approximately 2:10 p.m.

3. MINUTES FROM FEBRUARY 3, 2009 WERE APPROVED.
4. OPEN DISCUSSION RELATING TO ITEMS PREVIOUSLY INTRODUCED BY
POLICE ASSOCIATION AND/OR THE CITY OF LA PORTE
a) The Association inquired as to if the City of La Porte was included when
looking at the median for the Cities. The cities that would be utilized for the
survey this year and are proposed to be utilized in the future (by the City)
are: Pasadena, Deer Park, Galveston, Texas City, Bay town, Missouri City,
Friendswood, League City, Sugarland and Pearland.
b) As previously discussed, the City utilized the median to obtain salary figures.
The "median" was derived from the middle of the pay scale from the cities
indicated above. The "median" is also referenced and defined as "market"
from a standpoint of the City looking at "market" value.
c) Mr. Bottoms indicated that the City's present proposal would allocate
approximately $160k for officer pay-raises and that any increase will have to
be approved by presenting to Council at this point.
d) The LPPOA proposal was reviewed from back to front:
#16 & 14, City clarified they are not in favor of; #15, Mr. Bottoms cannot
commit to a multiyear contract that would include automatic predetermined
pay increases not knowing what resources would be available (Associaiton
asking for a specified percentage increase each year); #13, 80% scale
bracket is what was proposed by LPPOA, City is looking at "median"; #12,
Current Practices and Procedures are too broad and need more definition to
look at; # 11, Comp Time - Mr. Bottoms indicated he would defer that to
the Chief, but he is in the opinion that he would rather pay the overtime
than utilize comp time; # 1 0 , Sick Time Incentive - The City is looking at
the policy; #9 , Schedules - Mr. Bottoms indicated that was a manager
decision. Chief indicated the he is not opposed to looking at other options,
but opposed to agreeing to a specified schedule in contract due to
budgetary factors, crime trends that would affect schedules, etc. The Chief
indicated that the Department needed to be able to be flexible in its
scheduling of officers and have the option to adjust schedules based on
evolving trends and changing needs; #8 , Longevity Pay, Is the same for all
City employees and should not be included in the contract as it is included
in City Personnel Policies; #7 , Hearing! Arbitration, Rules as established in
Chapter 143 Civil Service will be utilized vs. City proposal of 50/50 split
of costs, but language must be included in order to make these same
provisions applicable to grievances and disputes that might later arise
pertaining to a new Meet and Confer contract; #6 , Hiring Preemptions,
Leave on table. It was agreed that we do need lateral transfer option; #5,
Physical Fitness, More discussion is needed to establish the legality of a
"grandfather clause" as proposed by the Association and it will have to be
revisited; #4, Education - Association wants to look at data to support
college requirement.
e) Committee Comments
General comments on the progress of the Meet and Confer process were
made.
