AT CITY HALL, COUNCIL CHAMBERS, 604 WEST FAIRMONT PARKWAY, LA PORTE, TEXAS. 1. CALL TO ORDER The meeting was called to order at approximately 6:04 p.m. 2. MEMBERS FROM THE CITY OF LA PORTE AND THE LA PORTE POLICE OFFICERS ASSOCIA nON (LPPOA) IN ATTENDANCE Ron Bottoms, City Manager John Joerns, Assistant City Manager Ken Adcox, Chief of Police Heather Weger, Human Resources Manager Matt Novosad, Patrol Officer - LPPOA Member Matt Daeumer, Patrol Sergeant - LPPOA Member Sherman Moore - Patrol Officer - LPPOA Member Audience: Gary Rice, John Blakemore, Marcus Upchurch, Mike Wood, Frank Fullbright, Mike Mosteit, Lia Merryman, Jesse Arenivas, Georgia Malone, Kyle Jones, Dan Hoffman, Lance Cook, Brian Larkey, Paul Whitchurch, Brion Boznango, Ms. Moore, Chuck Engelken, Robyn Gallion, Kevin Ancelet, Robbie James, Jeff Kominek, Rod Davis 3. MINUTES FROM FEBRUARY 10, 2009 WERE NOT APPROVED, A CHANGE IN ITEM 4A) WILL BE MADE AND SENT TO CITY AND LPPOA FOR APPROVAL. 4. OPEN DISCUSSION RELATING TO ITEMS PREVIOUSLY INTRODUCED BY POLICE ASSOCIATION AND/OR THE CITY OF LA PORTE a) Wages were discussed and the methodology used to obtain the salary figures proposed by the City was discussed. Two different scenarios were given to LPPOA for review. LPPOA questioned why they were only looking at the median for the beginning salary of each rank vs. beginning and top out of each rank. b) LPPOA brought discussed items they would be agreeable to should an amicable agreement be reached. c) LPPOA brought forth their salary survey and a proposal to the City. The City and LPPOA could not agree on methodology put into place to obtain figures and could not agree to commit to future years implementation as proposed by the LPPOA (Cost of increase over 2 year period, vs. one year since substantially higher impact on City). The LPPOA looked at the median for the beginning and top out pay for each rank and their proposal was based on that. d) The Association inquired as to if the City of La Porte was included when the City did the survey and were informed they were not. e) Mr. Bottoms indicated that, due to the current economic situation, he would be uncomfortable agreeing to specific pay increases for the next year, as the proposal the Association brought forth would require an agreement from the City to implement a set amount this year and next year in salary increases. f) After further general discussion in regard to the proposals, Mr. Bottoms indicated that since a compromise could not be reached, the two sides may be at an impasse. g) General discussion was continued, however, with Chief Adcox recommending that the Association discuss the City's proposal with its membership and the Association asking Mr. Bottoms to consider sharing the various proposals with the members of City Council, although the original agreement was to take only what was agreed upon to Council. 5.
