AT LA PORTE POLICE DEPARTMENT, TRAINING ROOM, 3001 NORTH 23RD STREET, 1A PORTE, TEXAS. 1. CALL TO ORDER The meeting was called to order at 3:01 p.m. Attendees: Corby Alexander, Traci Leach, Kenith Adcox, Katherine Anderson, Matt Novosad, Marcus Upchurch, David Huckabee and Chris Paige. Other attendees included: Tom Barbee and audience members Dottie Kaminski, John Zemanek, Rod Davis, Luis Gonzalez, Jeff Dalton, Traci Phelan, Jeff Plemons, Garry Rice, Matt Daeumer, Chad Burnett, Ed Swenson, Steve Deardorff, John Krueger, Jeff Tippit, Lee Stewart, Chris Sandavol, Justin Weaver, Nathan Gates, Yvonne Stanley, Cameron Briscoe, Jeff Kominek, Tammy McBeath, Paul Whitchurch, Richard Ayers, Scott Pullig, Alvin Goonie, Brian Larkey and Robyn Gallion. 2. REVIEW AND APPROVAL OF MINUTES FROM August 22, 2012 MEETING. Minutes were reviewed and a motion to approve was made by Ken Adcox to approve 2nd by Matt Novosad, all attendees were in favor. 3. OPEN DISCUSSION RELATING TO ITEMS INTRODUCED BY THE POLICE ASSOCIATION AND/OR THE CITY OF LA PORTE, REGARDING COMPENSATION, LEAVE PROVISIONS, WORKING CONDITIONS, AND CIVIL SERVICE PREEMPTIONS. Mr. Alexander discussed that during the last meeting the LPPOA was going to take back a draft of the contract that including language requiring a 70% score on the Civil Service Exam to pass before adding seniority points. This 70%was an issue. Mr. Alexander asked if this was accurate and Matt Novosad advised that yes, as it was changing Civil Service law and was an issue. Additionally, Matt Novosad had an issue with the language in regard to the LPPOA coming up with alternatives for testing that was in the contract. He read new language that the LPPOA prefers to utilize within the contract in regard to both parties working together before next Meet and Confer process that does not tie the issue to dollars and not putting the entire process on the LPPOA. In regard to the 70946 passing issue, Mr. Alexander stating that the City feels it is very important and that the City would like to offer an additional $500 per year to the existing physical fitness incentive and an additional $25 per month for education and certification pay in an effort to create a win/win situation. Approximately 60 of the 72 officers employed have some type of certification that this will apply to, and those without certification are newer officers who have not had enough training to achieve the certification to date. However, most of those that do not have certification do benefit from the physical fitness incentive increase. There is a potential for officers to receive an additional $1,100 per year on top of the market adjustment and step increases. At 3:17 p.m. the LPPOA called a caucus. The LPPOA returned at 3:43 p.m. and the meeting reconvened. Matt Novosad advised that after discussion the LPPOA representatives at the table felt they could take the proposal to the membership during the regular scheduled LPPOA meeting the same evening. They would be able to fully discuss the proposal before submitting it to the membership for vote. However, they feel they will be able to put the contract to vote next week and have the results by the end of the week. Mr. Alexander reminded the committee members and audience that the proposal does have to go to City Council for final review and approval. Should there be a problem with the vote of the LPPOA or Council does not approve the proposal then additional Meet and Confer sessions will be required and they will work in good faith to come up with a proposal. It was discussed that potentially the contract could go to council on the 24'h of September. Mr. Alexander advised the LPPOA members that he appreciated them working with the City and hope that they all feel the proposal is fair. 4. SET TIME AND DATE OF NEXT MEETING No meeting was set due to the pending results of the contract vote. 5. COMMITTEE COMMENTS None. 6.
