AT CITY HALL, COUNCIL CHAMBERS, 604 WEST FAIRMONT PARKWAY, LA PORTE, TEXAS.
1. CALL TO ORDER
The meeting was called to order at 3:07 p.m.
Attendees: Corby Alexander, Kenith Adcox, Michael Dolby, Matt Novosad, Marcus Upchurch,
Chris Paige, David Huckabee and Tom Barbee. Other attendees included: Steve Deardorff
(audience).
2. REVIEW AND APPROVAL OF MINUTES FROM April 25, 2013 MEETING.
Minutes were reviewed and a motion to approve was made by Ken Adcox to approve 2"d by
Matt Novosad, all attendees were in favor.
3. OPEN DISCUSSION RELATING TO ITEMS INTRODUCED BY THE POLICE ASSOCIATION AND/OR
THE CITY OF LA PORTE, REGARDING COMPENSATION, LEAVE PROVISIONS, WORKING
CONDITIONS, AND CIVIL SERVICE PREEMPTIONS.
The LPPOA was going to discuss a "Bill of Rights", but stated it was okay to not consider them at
this point.
The LPPOA discussed -the proposed revisions in the revised agreement and stated that they
discussed it with the membership during their meeting and there were no issues.
Chief Adcox walked through the highlights of the changes to the agreement:
Wording to state that the pay scales will be created by Finance and Human Resources each
April based on survey.
Article V, "Education", # 3, wording added to allow four or more full years of military service, in
lieu of 60 hours college requirement for promotional exam for Sergeant.
Article VI, "Promotion to Ranks of Sergeant and Lieutenant", chief reviewed the way seniority
points will be added, which are current under Civil Service (#2) and the components of the
leadership program (#4), and how points will be applied for participation, once the candidate
has successfully passed the promotional exam.
Review of addition of probationary period for newly promoted personnel to Sergeant or
Lieutenant (#5).
Item #.6 was not discussed in detail; only that this provision is added, as Civil Service Law in the
Texas Local Government Code Chapter 143, Section 143.035 allows for promotional test option
for alternative testing.
Schedule "A", was reviewed. It was stated that it will take 3 years to get changes implemented.
This year the changes allow to take everyone to market, next year they will look at collapsing
scales and the following year add additional steps for those previously discussed. Additionally,
as per contract, each year market will be looked at.
LPPOA called a caucus at 3:25 p.m.
Reconvene at 4:00 p.m.
LPPOA members presented that this year they would like to see the addition of a 15 year step
for Patrol (CS1) and collapsing'of Sergeant pay scale (CS2), in addition to market survey
changes. The following year they would like to see the additional of a 20 year step for Patrol
(CS1) and collapsing of the Lieutenant Scale (CS3), in addition to market survey changes. During
the 3`d year it would be market only, as it is in contract to review each year.
The City stated that the concept presented by LPPOA was okay. Mr. Alexander stated he will
have Mr. Dolby see how much it will impact the budget and when. The City will do calculations
and send to LPPOA. If there are no questions, then no further meetings will be necessary. If
there are questions, a meeting will be set.
