Special r:eeting La rte Planning and Zoning C~ission La. Porte Texas March 12, 1962--- 7;30 PM • Chairman 1~Crs Elsie 1•oore presided. Commission members present were; Ewell A. Brigham, Ruth HudC.leston, D. 0. Laird, Bryan 1voore, l~;ra Elsie Proore, George Norris, Jack Oliphant, h?re E. T. Preston, and t;'alter Roverson. Visitors present were; a'rank Boyle, Charles Hoyle, John Price, and Joe Huggins. The purpose of this meeting was to discuss and act upon a request made by br John Price and NIr Joe Huggins to rezone Block 11 lots 1-10 and 11-20 inclusive, Sylvan Beach Addition, from t'B" Sin le Family Dwelling District to "E" Apartment Buildings, Duplexes, and~or Any Other r~ultirle Dwelling District. I-?r Frank Boyle informed the Commission of the most recent developments which e.:ight affect the gro~,rth of La Porte. • He then introduced ~s Sohn Price t~rho rear. a letter requesting the Commission to rezone the above me~htioned property. ?fir Price divcussed his plans for an Apartment Building to be constructed upon this property and ansvrered questions pertaining to the pro,ect. Pfr Price presented an Architect's Sketch prepr~.rdd by Architect Frank C. Dill, showing the proposed project. 'r~'hen questioned by the Chairman, l~:rs Elsie E:oore, about the construction he sa:,~ ted that the exterior Vrould be of r:exic2.n Srick and the Building V~ill have fire vralls of brick, eight inches thick. Laird thst;• The La Porte Planning and Zoning Commission recommend to the Lei Porte City Commission that Block d~1, Iots 1-10 and 11-20 inclusive, Sylvan Beach Addition, be rezoned from "B" Single Family Duelling District to "E" Apartment Buildings, Duplexes, and/or Any Other r:ultiple Dwelling District. Kiibler being this date considered by the City Council of the City of LaPorte, the following data is submitted to the Council for its consideration: Proposed Development by John E. Price, Jr., Trustee of Lots One through Twenty, inclusive, in Block Eleven, Sylvan Beach Addition, Town of LaPorte, Texas, being approximately 22 miles southeast of Houston, Texas, said site having length boundaries of 500 feet and width boundaries of 266 feet, being bounded by Jefferson Street on the northeast, Bayshore Drive on the southeast, Sylvan Street on the southwest and Park Avenue on the northwest (Jefferson and Sylvan Streets being at this point designated but unimproved and Bayshore Drive and Park Avenue being asphalt-topped improved streets). It is proposed by Price, Trustee that this site be developed by the construction of apartment buildings containing thirty-sic units, which shall include twenty-four one-' bedroom units and twelve two-bedroom units under four roofs. The two bedroom units will contain approxiamate]y ]100 square feet each and the one bedroom units will contain approximately 730 square feet each, this development pro- posed to total in dollar expenditure between $300,000.00 and $500,000.00 and to consist of the following construction break-down: "A" Unit: 1020 square feet per apartment; 6530 square feet per building; total of 13,060 sq. ft. "B" Unit: 63o square feet per apartment; 7560 pqusre feet per building; total of 15120 sq. ft. Patios: 2600 square feet; Mechanical Bldg: 1000 square Peet; Wash, Dry, Storage: 35o square feet Carports: 17 000 square feet; Paved Walks: 760 square feet; Paved Parking: 6600 square feet. Upon the advent of the release of the plans for the $60 million manned spacecraft center by the National Aeronautics & Space Administration for the LaPorte area, a study wg,s conducted to determine if the area surrounding the Spacecraft Center provided adequate dwelling facilities for personnel of the Spacecraft Center and for potential personnel of presently-existing supporting industries in the area. Based on the information gathered as set out below, the LaPorte -Bay area was chosen for this apartment housing development. The following information regarding the present status of the area was compiled from various reliable sources interested in the area and include the LaPorte Chamber of Commerce, N.A.S.A. and existing industrial firms. ~~f ~ ~L o /! ~ • • The trade potential population of La Porte is 22,035• ~ 1950 there were 1168 gas connections for the City and by 1960 there were 7096. This emphasizes the rapid growth enjoyed by the area prior to the announcement of the Spacecraft Center location. The industrial development in the area includes the following firms; Celanese, Carwin, Texas Alkalies, Houston Lighting & Power, Tenneco, Standard Oil of Texas, S & W Chemical Filter, Southwestern Plastics and U.S.I., whose employment total exceeds 1000 presently with much expansion anticipated by such industrial firms to account for even larger employment figures in the future. Though the prospective developers of this proposed apartment housing site (the John E. Price, Jr., Trustee, group) are convinced of the potential offered by the La Porte Area for such development and submit that this and future developments of a similar kind proposed for the future will add materially to the financial advantage and healthy business atmosphere of LaPorte and its property owners and citizens, the Council will appreciate that ouch development is on],y possible if the prsently existing restrictions imposed on this site be removed by action of the City Council. Therefore, we respectfully request from the Council favorable action on the application of Mr. John S. Kiibler for such removal of restrictions. :. J 0.
