Commission members present were;Ewell A. Bri~-•ham, Lois Compton, lair. V. I~. Calhoun, Mr D.0. Laird, N:r.H. E. Meeks, Mr. Bryan P•:oore, 2Srs Elsie Moore, Ns George I•torris, Ifs Jack Oliphant, Piss E. T. Preston, :t":r -~lalter Roberson, and I~~r Fred Ruff. Visitors present were: l~:rs H. D. Barnett, Mrs C. A. Bowen, i~ir H. D. Barnett, Mr C~. A. Bowen and i~ir Paul h~llltton~ and Prr. C. L. Pitman (City Attorney; N:r Paul Idhitton wanted to know what restrictions applied to installing a used Auta Parts Business across the street from Sharp Grain Company. Firs Elsie I:oore stated that there would be no restriction except ]!~ "dunk" or inoperative vehicles had to be maintained out of public view. This could be accomplished by building a fence around the area to be used to dismantle the vehicles. P:r and :ass Barnett and lrs and Piss Bowen wanted to knoti:~ t~rhat the restrictions ~vere pertaining to reopen'ng a Commercial "Drive In" at 516 N. Bayshore. This property is zoned for Single Family Duelling District. It was explained that the Zoning Ordinance prohibited the reopening of this establishments In order to reopen this establishment the ovrners would have to resort to the Board of Appeals. This interpretation of the Zoning Ordinance seas sustained by 2,Ir C. L. Pitman the City Attorney. The Secretary read the minutes of the February 14, X962 meeting. t~;r D. 0. Laird made a motion seconded by Mr George Norris that the minutes be approved. P•2otion passed. The Secretary read the minutes of the Alarch 12, 1962 meeting. R:rs Elsie r~:oore wanted added to the minutes that;• Pte' Price presented an Architect's Sketch prepared by Architect Frank C. Di11, showing the proposed project. t4'hen questioned by the Chairman, I:ra Elsie T~oore, about the construction he sated th^t the exterior v.*o::ld be of l~iexic~ n Brick and the Euilding will have fire t•:alls of bridle, eight inches thick. The prcposed project will co~rply Frith the Houston City building code. D~'. C. L. Pitman suggested that the Zoning Committee consider what should be done about the zoning of the area around 516 B. Ba~rshore as•well as the area around"Bob and N:aries" and "Fete's Place'. This area being Blocks 30, 31, 33, east half 305, and west half 294. ltilrs Elsie ~"_oore recommended that the members of the Zoning Commission should go look at the area and be prepared to make reco::mendations at the next meeting. i P~.r. Riotion passed. r~r. C. L. Pitman suggested t:~at the Zoning Commission consider rezoning the Navigation District Land between Broadway and Tenth Street, more specifically he ~•ras referring to La Porte Outlots 25, 26, 27, 22,23, 24, 9, 10, and 11. r1r Pitman feels that this property ought to be in some Commercial category. This subject eras discussed breifly with it being pointed out th:..t th's property had been considered before and that it had been recommended th~:.t it be honed for a Single Family Dwelling District in order to preserve it for future development. ins C. L. Pitman pointed out tl~a.t the west half of Plock 411 was left unzoned on the Zoning Map. C :~;r. Etaell A. Brigham made a motion seconded b~- Fred Ruff that: ~, The La Porte Planning and Zoning Commission recommend to the La Porte City Cor~,mission that the tirest ~.alf of Block ~~ 411 be '• zoned "B" Commercial or Loc21 Retail District. and that the west ~~ half of Block 417 be rezoned from "D" Single Family Dwelling District to "B" Co~:.mercial or Local Retail District. ~ • Motion passed. r,1r. Brigham made a motion seconded by Fred Ruff that: The La Porte Plann;ng and Zoning Commission recommend to the La Porte City Commission that the Zoning Ordi~~ance (Ordinance 620) be clarified to show the zoning as "B" Commercial or Local Retail District, t~.e west halves of Blocks 109, 132, 133, 156, 157, 180, 1109, 1123, 1158, 1432, and 1438 as indicated in the Official Approved P~inutea of the Septemter 28, 1960 meeting of the La Porte Planning and Zoning Co:;.mission. :~;otion passed. Elie Seaua and Associates would like to build an eight unit apartment project on this p~•operty. Pfr. Elie Seaux has cent the plans for the apartments to the Zoning Commission.
