MINUTES - CALLED MEETING
OF THE
PLANNING & ZONING COMMISSION
LA PORTE, TEXAS - SEPTEMBER 14, 1977
7:00 P.M.
MEMBERS OF THE PLANNING & ZONING COMMISSION PRESENT:
Charles Christensen, Chairman; J. C. Hebert, Eugene Ybarra,
Joseph J. Ligi, and Wm. R. Shedelbower.

1. CALL TO ORDER - Meeting was called to order at 7:10 P.M.

2. APPROVAL OF MINUTES - J. C. Hebert made the motion to approve
minutes of last meeting seconded by Eugene Ybarra. Motion passed.

3. CONSIDER APPROVING PRELIMINARY PLAT OF OUTLOT 3, NEBRASKA
SYNDICATE - Carlos Smith and Brian P4oore talked to Commission
members about the preliminary plat of Outlot 3, Nebraska
Syndicate, located between 13th and 14th Street.
R. Shedelbower made the motion to ask the developer to resubmit
a preliminary plat and try to come up with an alternative to the
(• proposed lot size, seconded by J. C. Hebert, motion passed.

4. CONSIDER APPROVING FINAL PLAT, FAIRMONT PARK WEST, SECTION THREE -
Eddie Gray presented the final plat for Fairmont Park West,
Section Three.
Mr. Horacefield spoke to the Commission about the added load on
the sewage treatment plat in Fairmont Park if the Commission
approved this plat for 229 homes. Mayor J. J. Meza, Carlos
Smith and Eddie Gray helped explain further the capacity of the
treatment plant. Mr. Gray said the plant had a capacity of
580,000 gals. a day. Carlos Smith said this would accomodate
roughly 2,500 homes. Based on Mr. Horacefield figures the plant
would accomodate 1900 homes. The plant now serves nearly 1000
homes with an effluent of about 200,000 gal. a day as stated by
A4r. Gray. Todate the commission has approved final plats for
423 homes, this includes a 190 homes in Glenmeadows located
north of Fairmont Park. A total of a 1400 homes are committed
to service by the plant. Mr. Carlos Smith gave the Commission
members figures from City records on the sewage through put
for the last seven months (see attachment).
Joe Ligi asked that figures on the sewerage plant capacity be
submitted to the Commission by the next meeting. Make that
both plants.
Before approval of the final plat the Commission wanted to
hear about a park site for Fairmont Park West. Stan Sherwood
recommended to the Commission to accept the tax value of the
land which amounts to $4,000.00 an acre. Dedicated park land
would amount to 3.28 acres. A discussion ensued by everyone
present as to fair market value of the land in Fairmont Park
West.
This issue was tabled in order to consider Mr. Wolf's request
for a variance. Its 9:25 P.M.

5. CONSIDER REQUEST OF E.P. WOLF FOR A VARIANCE TO THE ZONING
ORDINANCE - LOTS 20 AND 21, BLOCK 34, BEACH PARK ADDITION,
HARRIS COUNTY, TEXAS - Mr. Tom Lewis represented Mr. Wolf
explaining the building plans and answering questions.
Joe Ligi made the motion to approve the request for a variance
to the Zoning Ordinance, Lots 21 & 21, Block 34, Beach Park
Addition, Harris County, Texas; seconded by Eugene Ybarra,
motion passed.

4. CONSIDER APPROVING FINAL PLAT, FAIRMONT PARK WEST, SECTION THREE -
(CONTINUED) - Back now to Mr. Grey and a park site or money.
J. C. Hebert made the motion to approve the final plat for.
Fairmont Park T9est, Section Three and recommend to the City
Council that a dedicated park site of 3.28 acres be set aside
in Fairmont Park West instead of accepting money for market value
of the property. Joe Ligi seconded the motion. Motion passed.
Charles Christensen said he would attend the City Council meeting
to further explain the Commission's position in regard to a
dedicated park site versus accepting the money.
When Fairmont Park West is fully developed, a 7.2 acres will be
dedicated for park site as pointed out by Eddie Grey.
J. C. Hebert asked that our City lawyer be contacted as to what
can be done to change property that has been zoned for trailer
parks & not developed north of La Porte back to R-1 status.

6. ADJOURNMENT - J. C. Hebert moved the meeting adjourn. Time

Subject:Park Sites in Fairmont Park.
It is my recommendation that at this time the City of La Porte
except the cash value of the land.Because of the location there is
no need for park sites in this area.
