Sikes, Ph.D. Prrsirlr•nt On behalf of Containerhouse, I would like to take this opportunity to explain our company's interest in establishing a small business in La Porte. [wellington Trade Inc., is a Georgia Corporation doing business as Containerhouse. Containerhouse buys ocean freight containers, conducts minor repairs on them to make them watertight and structurally sound, and offers the boxes for sale to exporters who wish to purchase such shipping containers for storage overseas after the export cargo arrives in foreign countries. We have been doing business for five years. Our Texas customers include Fluor (in Deer Park and Galveston), Brown and Root, Houston Oil and Minerals, and other firms with exports from Houston, San Antonio, and Dallas. We have negotiated a purchase contract with Mr. Russell Shepherd and Mr. J. L. Thompson, to acquire Block One Hundred Ninety-five (195), in La Porte, with the purchase contract contingent on obtaining suitable written permission .from the appropriate City Authorities to use the subject property for our business activities. The property in question is the block facing on East Main Street where La Porte Lumber Company formerly did business. It is in an area zoned commercial. On the opposite side of_ Main Street, a block or so to the west is the office, shop, and storage yard of Modular Offshore Systems, a company with similar activities to those we propose. Our operations at the Main Street address will include the storage, repair, and sale of ocean freight containers and the related trailers used in hauling them. Gde plan to offer some storage for equipment owned by others, as is commonly done with container yards. This is being done in the immediate area at present. There will be no sandblasting done on the premises....Noise and air pollution will not present a problem. . T~de do not plan to stack container greater than seventeen feet high, although at other yards twenty-five foot stacking is common. At present we plan to use only the existing gates and fences around the property, with no access from the rear or east side. We plan to use the existing buildings presently on the property, with no bulldozier works now envisioned. Our business will initially employ four to six individuals with a payroll approaching $100,000.00 per year. In our opinion, the business use cae intend for the land is consistent with the character of commercial activity and with the present use of neighboring property. Before closing the purchase contract we wish to obtain a ruling from the City that our proposed use of the property is not in violation of City Ordinances. Consider rezoning request to rezone several tracts of land out of the W. M. Jones Survey, Abstract No. 482, Harris County, Texas (Eddie Gray Properties in Fairmont Park) from residential to "C' Apartment and Commercial. Motion to resubmit recommendation of June 4, 1979, meeting, stating our suggestion to the City Commis- _ sinners to grant the rezoning. Passed. 2. Consider request~to rezone Blocks 333 and 33~a, La Porte, from "C" Apartment and Commercial to Light Industry - Jack B. Kelley, Inc. • Motion to grant a special usage permit for industrial fabrication, repair, sand blasting, and painting of trailers with City and State Code approval. Passed. 3. Not on the agenda, but the commissioners discussed the need for rezoning Block 195 of La Porte for the retail sale of containers. P4. JONES SURVEY, ABSTRACT . NO. 482 (EDDIE GRAY PROPERTIES IN FAIRMONT PARIC) FROM RESIDENTIAL TO "C" APARTMENT AND COMMERCIAL The Planning & Zoning Commission made a recommendation concerning the above referenced property on June 4, 1979. Our recommendation at that time was to grant the rezoning request. After holding a public hearing on said property, we were asked to consider further. At our meeting last night, December 4, 1979, the subject was discussed again thoroughly. Our recommendation remains the same. We feel that peripheral • property surrounding a subdivision and abutting high traffic streets is ideal for commercial zoning. We therefore reiterate our earlier recommendation to rezone said property as requested,'and since the matter has been pending for six months, we also urge the Council to act promptly. LA PORTE, FROM "C" APARTD4ENT AND COMMERCIAL, TO LIGHT INDUSTRY - JACK B. KELLEY, INC. Planning & Zoning Commission met December 4, 1979, to consider the above request. The purpose of the request was to allow repairs such as sandblasting and spray painting to be done to trailers. The requirements of the State of Texas regarding such operations.are so strict that, if the process is in compliance with state regulations, there should. be no'noxious fumes, dust, or particles emitted from the facility. It would be policed by the State to insure compliance. The Planning & Zoning Commission does not recommend rezoning to our present industrial classification, because we feel that some uses • permitted in that classification are not suited to this location. Our recommendation is to issue a special use permit to allow repair, sandblasting and painting, fabrication, and storage~of trailers on Blocks 333 and 334, La Porte, subject to meeting State and City regulations. We request a joint public hearing regarding the special use permit. Hudgens SUBJECT: Ocean Freight Container Businesses This memorandum is in response to your request dated December 5, 1979, concerning a decision of clarification on the classification of Ocean freight container businesses.
