CITY OF LA PORTE, TEXAS-SEPT. 8, 1980
The meeting was called to order at 7:02 P.M. by Chairwoman Pat
Muston.
MEMBERS OF THE PLANNING & ZONING COMMISSION PRESENT: Chariwoman
Pat Muston; Commission members R. J. Blackwell, Sidney Grant,
J. B. Womack, Walter Springall, Lindsey Pfeiffer, and Dallie
Wright
MEn~BERS OF THE PLANNING & ZONING COMMISSION ABSENT: None
OTHERS PRESENT: Roy D. Kaylor, John Kiibler, Jr., Jim Chapman,
Fred Westergren, Jr., Joe M. Smith, Jim Hudgens.
Minutes of the meeting of August 4, 1980 were presented for
approval, motion was made by Grant to approve the minutes as
presented, the motion was second by Pfeiffer. The motion carried
6-ayes and 0-nays.

August 25, 1980 were presented for
by Grant to approve the minutes as
second by Pfeiffer. The motion carried
Womack, Springall, Pfeiffer and Wright
Commission heard a request for variance from Joe M. Smith to
place a mobile home on a tract of land owned by Smith on North
H Street in the Lomax Addition. Smith spoke in his own behalf.
Womack made a motion to grant the variance, second by Grant, the
motion carried 6-ayes and 0-nays.
Ayes: Blackwell, Grant, Womack, Springall, Pfeiffer and Wright
Nays: None
A proposed Ordinance concerning container storage was reviewed by
Planning and Zoning. P&Z heard comments from Westergren, discussion
followed. Motion was made by Blackwell to table further discussion
on the ordinance untill such time as the City Attorney could meet
with the Commission to shed light as to some definitions. The
motion was second by Womack. The motion carried 6-ayes and 0-nays.
Ayes: Balckwell, Grant, Womack, Springall, Pfeiffer and Wright
Nays: None
Commission heard a request from Roy Kaylor to amend the Zoning
• Ordinance #780 EE, Section 4, (C, (1), (2), (S)and (4).as it
applies to Block 1160. Westergren spoke in favor of the amendment.
Discussion followed, motion was made by Springall to omit from
Ordinance #780 EE items C-2, 3, 4, and 5. The motion was seconded
by Womack. The motion carried 6-ayes and 0-nays.

There being no further business to come before the Commission
the Chairman entertained a motion to adjourn. Motion to adjourn

SUBJECT: Variance to place mobile home in R-1 district -
• Joe Milton Smith
Mr. Joe Milton Smith appeared before Planning and Zoning on
September 8, 1980•with a request that he be allowed to place
a mobile home on a 1.185 acre tract which he owns in the Lomax
Addition. The property is located on Avenue H and backs up
to airport property. Mr. Smith indicated that he had spoken
to the neighboring property owners, and~had received no ob-
jections. Other mobile homes are located on the sparsely
settled street, which is in• the R-1 district. Mr. Smith also
stated that he could not afford to purchase a conventional
home.
Discussion of•the matter included favorable comments by two
of the Planning and Zoning members who live in the subject
neighborhood. Their position was that the placement of the
• mobile home would not be a detriment to that particular neigh-
borhood.
Planning and Zoning voted unanimously to recommend that the
variance be granted.

Re: Recommendation by Planning and Zoning Commission
to allow a mobil home to~be placed in 1~-1 district
of Lomax Addition.
Gentlemen:
I personally :vish to urge City Council to carefully consider
the above request. I feel such allowance ~~rould set a prece- _
dent ~•rhich could create havoc in the development of a ~vell-
planned city. i•Zany other requests for such a variance would
surely follow, and once the first is allo:ved, hot~~~ can others
be refused? Soon our R-1 districts which are not in subdivi-
• sions will be dotted ~~rith mobil homes.
It is my opinion that such housing is economically necessary,
but provisions should be made in an orderly manner. Certain
areas could be designated for such use by follo~•ring the pro-
per procedures, including public hearings and re-coning for
that specific use. I~Iy desire is for the City of La Porte to
maintain orderly growth, while providing housing opportunities
for all.
This letter contains my personal opinion, and is entirely
separate from the recommendation made by the Planning and
Zoning Commission of the City of La Porte.
