MEMBERS OF THE PI;ANNING•AND ZONING COMMISSION PRESENT: Chairman Pat Murton, Lindsay Pfeifer, Da11ie Wright, J.B. Womack, R.J. Blackwell, Sidney Grant. OTHERS PRESENT: Tony Accardo, Schlumberger Offshore Service; Rose Kau, Rogers Investments; Dorothy Fischer, Rogers Invest- ments; Robert Weathersby, Marco.Equipment; Elton R. ' The minutes of the previous meeting of September 8, 1980 were read, motion was made b.y Womack to approve. the minutes as pre- sented, motion was seconded by Grant. The motion carried 6- • ayes and 0-nays. AYES: Murton, Pfeiffer, Wright, Womack, Blackwell, Grant. NAYS: None. The request for re-zoning of 4.562 Acres out of the Richard Pearsall ll3 League from Commercial to Industrial was con- sidered. Motion was made by Blackwell to recommend to the City Council the re-zoning of the 4.562 Acre tract. The motion was seconded by Womack. The motion carried 6-ayes and 0-nays. AYES: Murton, Pfeiffer, Wright, Womack, Blackwell, Grant. Nays: None. The request for re-zoning of Outlots 450 and 451 La Porte Out Lots (formerly City of Lomax) from Residential to Commercial by the owners - Estate Administrator MichaJ.e Powers. After lengthly discussion by~the Commission, a motion was made by Blackwell to recommend to the City Council the Outlots 450 and 451 be re-zoned from R-1 to Commercial. The motion was seconded by Grant. The motion carried 6-ayes and 0-nays. AYES: Murton, Pfeiffer, Wright, Womack, Blackwell, Grant. Respectfully submitted; Secretary • Passed and approved this the 3rd day of November, 1980 Chairman LJ • October 7, 1980 MEMORANDUM TO: Mayor and City Council FROM: Planning & Zoning Commission • SUBJECT: Request to Rezone Outlots 450 and 451 in Former City of Lomax from Resdiential to Commercial - Michael Powers Michael Powers met with P & Z to request that Outlots 450 and 451 be rezoned to commercial classification in accordance with the original zoning in effect before the consolidation of La Porte and Lomax. The property is located at the corner of Underwood and Avenue H in the former City of Lomax. The purpose of the request is to allow construction of a restaurant. As you know, Planning & Zoning is working on a complete up- dating and revision of the zoning map and ordinances. The sub- ject property is in an area that we have tentatively considered light industrial. Planning & Zoning feels that this property is suitable for a classification other than residential, since it is located on • a high traffic street and is surrounded by commercial and light industrial use. We hereby request a joint public hearing on the request. Our preliminary recommendation is that it be re-zoned to commercial. Respectfully, Pat Murton, Chairman PM/cb MEMORANDUM • October 7, 1980 T0: Mayor and City Council FROM: Planning & Zoning • SUBJECT: Request to Rezone 4.562 Acre Tract from Commercial to Industrial - Marco Equipment Rentals, Inc., Robert Weathersby Mr. Weathersby's tract of land faces Fairmont Parkway, and is presently surrounded by industrially-zoned property. Mr. Weathersby has operated a heavy equipment rental company for two years at this site. That particular use is not in compliance with our present zoning ordinance (13-301(56), p. 22). Mr. Weathersby's purpose in requesting rezoning is to lease part of the property to an oil well servicing company which would store explosives and radio-active materials on the site. He and representatives of the Schlumberger Corporation have met with David Paulissen (Code Enforcement) and Paul Hickenbottom (Fire Marshal) to discuss possible problems resulting from their use. Correspondence from Hickenbottom and Paulissen indcates that the use would fall within the Code of the City of La Porte. • The lease in question is contingent upon re-zoning of the property. Such future use is not considered applicable to the request for rezoning. P & Z agrees that the property should be classified as light industrial, and has so recommended in the preliminary zoning map. The use intended by Schlumberger would fit into a light industrial classification. P & Z commends Mr. Weathersby for his openness in such request. We hereby request a joint public hearing to consider the request. Our preliminary recommendation is that the property be rezoned to industrial. Respectfully, Pat Muston, Chairman PM/cb s • MEMORANDUM October 28, 1980 TO: Mayor and City Council FROM: Planning and Zoning Commission SUBJECT: Request for Joint Workshop Meeting • The Planning and Zoning Commission feels that a joint workshop meeting with City Council is needed before our work can proceed. We need some feed-back on the proposals we have submitted thus far. If they are unacceptable, there is no need to continue on our present track. Some of the items we wish to discuss are as follows: 1. Updating of the P&Z Ordinance with detailed description of our duties. 2. Priorities on our work and setting of time goals for completion. • 3. Preliminary zoning map. 4. Mobile homes - locations of parks and subdivisions for mobile homes. Should they be allowed in residential districts at all? 5. Differences between commercial, light industrial, and industrial classifications. 6. Should we have additional classifications? For example, two commercial classifications? 7. Should we allow cumulative use in all districts? That is, allow a higher use in any district? 8. A&M Study: In what ways can we use the services of David Pugh, and what is the time schedule set up with A&M? This item definitely needs coordination. Dr. Pugh met with us on Oct. 20 for the first time. He will be back on Dec. 15. We wish very much to clarify and coordinate the goals of City Council and P&Z before his return. • We request a joint workshop meeting at the earliest date possible, on a Monday night, preferably.
