MINUTES OF THE LA PORTE PLANNING & ZONING
• COMMISSION
NOVEMBER '3, 1980
The meeting was called to order by Chairwoman Muston at
7:00 P.M.
Planning & Zoning members present: Pat Muston, Lindsey
Pfiffer, Walter Springall, Sidney Grant, R. J. Blackwell
Dallie Wright
Members of Planning & Zoning Absent: J. B. Womack
There was one guest present,Mrs. Velma Stansell.
Planning and Zoning considered the request made by Mr.
Stansell to place a mobile home on her property at R St.
and Old Highway 146. Mrs. Stansell presented her request
and discussion followed. A motion was made by Springll
to re~'ect the request as not in the best interest of the
City. The motion was second by Pfeiffer. The Motion
carried 4-ayes and 2 nays.
Ayes: Muston, Wright, Springall, Pfeiffer
.~ Nays: Grant, Bl.~.ckwell
Motion to adjourn by Pfeiffer, second by Blackwell, the
meeting was duly adjourned since there was no further
business to be brought before the Commission.
The meeting was adjourned at 7:45 P.M.

Dear Miss @laters ~
I am the owner of La Porte Outlot No. 449, con-
sisting of ten acres. This tract is now zoned as R-1 and
I would like to have the zoning changed to commercial, and
• I am making this my request for such purpose.
I acquired this property from several different
owners and I am enclosing a copy of each conveyance to
evidence my ownership. When these instruments are considered
together they will show that I own the entire tract of
La Porte Outlot 449, a subdivision in the Enoch Brinson
Survey, Abstract #5, according to the plat recorded_in
Volume 61, Page 3?4 of the Deed Records of Harris County,
Texas. I am also enclosing a copy of a survey plat made by
Coker Engineering Company, Inc., together with my.check
payable to the City of La Porte in the amount of X100.00,
which I have been advised is req~ared for the purpose of
changing the restrictions.

on this matter and if there is any further information

Dear Ms. Waters:
I own a tract of land approximately 420 feet North of the
intersection of Old Highway 146 and McCabe Road containing 2.8818
• acres. This property was re-zoned on the 6th day of March, 1978
in accordance with Ordinance No. 780-NN. The property was re-
zoned for a period of two years, which of course, has now expired.
We had intended to build 92 apartment units back at that
time, but were unable to secure sufficient financing because of
developments in the money market. Therefore, the project was
not constructed. We would like to attempt to reapproach the
project at this time and, therefore, request that the zoning
ordinance be renewed.
We believe that the uroperty's location and corresponding
value indicates that the highest and best use caould be for higher
density, such as apartments, etcetera. We therefore request
that the re-zoning of the tract be on a permanent basis. With
the money market so uncertain, we cannot be sure when all of the
elements allow us to commence construction. Therefore, we would
greatly appreciate the additional flexibility provided by such
permanent zoning.
If you would like to see the working drawings and specifica-
tions for the apartments, I would be most happy to supply same.
I enclose herewith a copy of the old Ordinance and a survey plat
along with the $100.00 Application Fee.

C AN ORDINANCE AMENDING ORDINANCE N0. 780, THE CITY OF LA PORTE
ZONING ORDINANCE, BY CHANGING THE CLASSIFICATION OF THAT
CERTAIN PARCEL OF LAND HEREIN DESCRIBED; AND PROVIDING AN
EFFECTIVE DATE HEREOF.
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LA PORTE:
Section 1. The City Commission of the City of La Porte
hereby finds, determines and declares that heretofore, to-wit;
on the 22nd day of February, 1978, at 6:00 o'clock P.M., a
joint public hearing was held before the Planning and Zoning
Commission, and the City Commission, of the City of La Porte,
• Texas, pursuant to due notice, to consider the question of
the possible re-classification of the zoning classification .
of the hereinafter described parcel ~of land. There is attached
.to this Ordinance as "Exhibit A," and incorporated by reference
herein and made~a part hereof for all purposes, a copy of
"Notice of Public Hearing" which the City Commission of the
City of La Porte hereby 'finds was properly mailed to the
owners of all properties located within two hundred feet (200')
of the properties under consideration.
Section 2. The Publisher's Affidavit of publication
of notice of said hearing is attached hereto as "Exhibit B,"
incorporated by reference herein and made a part hereof for
C all purposes.
• Section 3. Subsequent to such public hearing, the City
of La Porte Planning and Zoning Commission met in special
session on February 22, 1978, to consider the changes in
classification which were the subject of such joint public
hearing. The City Commission of the City of La Porte is in
receipt of the written recommendations of the City of La Porte
Planning and Zoning Commission, by letter dated February 23,
• 1978, the original of which letter is attached hereto as
"Exhibit C," incorporated by reference herein, and made a
part hereof for all purposes.

Section 4. Zhe City Commission of the City of La Porte
~. hereby accepts the recommendation of the City of La Porte
Planning and Zoning Commission, and the zoning classification
of the hereinafter described parcel of land, situated within
the corporate limits of the City of La Porte, is hereby
changed in accordance therewith, and the zoning classification
of said parcel of land shall hereafter be "District C--
Apartment and Commercial District," provided, however,~that
no commercial use of said property shall be allowed, and said
property shall be used for apartments only. The description
of said parcel of land re-zoned is as follows, to-wit: •
2.8818 acre tract, Tidewood Subdivision, 420 feet
North of McCabe Road facing Highway 146, Wm. P.
Harris Survey A-30, Harris County, Texas.

Dear Mrs. Waters:

The Glenor Corporation, along with its subsidiary, Trans-Continental
Services, Inc. , is hopeful of constructing and opening a complete trans-
portation terminal service at the intersections of State Highways 225 and
146.
We understand that the property is presently zoned for Light Industrial-
Commercial use. We feel that our project falls within the normal defi-
nition of light industrial-commercial use.
e further understand that the City of LaPorte Zoning and Planning
Commission must make a determination that the project is in fact light
industrial-commercial in nature.
We urgently request the privilege of making a complete presentation of
the project to the Planning and Zoning Commission at its next meeting
on the evening of December 1,•1980. .
We are prepared to present renderings and all aspects of the project,
as well as to answer any questions the Commissioners may have.
Please accept this letter as written notification of a request for a
special permit, issued by the City of LaPorte, on the project mentioned
above.
Should you or the Commissioners require anything additional, we will be
most happy to provide it.
