PUBLIC HEARING AND REGULAR MEETING OF THE LA PORTE PLANNING AND
ZONING COMMISSION TO BE HELD OCTOBER 30, 1984, IN THE COUNCIL
CHAMBERS OF THE CITY HALL, 604 WEST FAIRMONT PARKWAY, LA PORTE,

PUBLIC HEARING AND REGULAR MEETING OF THE
I.A PORTE PLANNING AND ZONING COMMISSION
OCTOBER 30, 1984
1. The meeting was called to order by Vice-Chairman Bruce Hammack
at 7:03 P.M.
Members of the Commiss,~on Present: Vice-Chairman Bruce
Hammack, Members Bobby Blackwell, Lola Phillips, Janet Graves,
Karl Johnston, and Charlie Doug Boyle

2. The Commission considered the approval of the minutes of the
Regular Meeting held on October 23, 1984.

6 ayes and 0 nays

3. Vice-Chairman Hammack called the Public Hearing to order to
consider the request of Winston R. DeBlanc to rezone a
5.019 acre tract of land on the east side of Highway 146
at the Highway 225 intersection from commercial to industrial.
A. Those wishing to speak in favor of the rezoning request:
Mr. Winston R. DeBlanc spoke in favor of his request stating
that the rezoning was in compliance with the ne~aly created
Master Plan. He stated that at the present time, there would
be no changes to the property and that there was no immediate
intent or probable use for the property at this time. He
stated that sometime in the future, the property could be used
as an auto storage yard. He stated that the property adjacent
to this acreage is currently used for :.auto storage and that

this rezoning would be in keeping with the land. usages in
the surrounding areas.
Mrs. Graves stated that she would like to see trees remain
to 15 feet inside the fence.
Assistant City Attorney Armstrong stated that this item would
be covered under the "special use permit" proceedings in the
future when Mr. DeBlanc decided what the property would be
used for.
Mr. Blackwell stated that in the Master Plan the property is
shown in the "light industrial" classification, not
"industrial" and asked cahether or not Mr. DeBlanc would need
to have the property rezoned.
Mr. Armstrong stated that Mr. DeBlanc would still need a
"special use permit" no matter what zoning took effect.
Vice-Chairman Hammack asked City Engineer Bob Speake for
Staff recommendation. Mr. Speake stated that the market may
have changed. The property is next door to Barbour's Cut
Auto Servicing business parking lot. He stated that the
potential use is the same for this property and that an
appropriate use would be handled in the "special use permit".
He recommended that the rezoning be approved as submitted
since it was in keeping with the Comprehensive Master Plan.
Vice-Chairman Hammack then closed the Public Hearing and asked
the Commission for a motion to approve or disapprove this
item.
Motion_was made by Karl Johnston~Q_~gproyo_t~ie rezoning

Nays: None
Vice-Chairman Hammack stated that the Planning and Zoning
Commission would now request a public hearing of City
Council on this matter and would make their recommendation
in writing to the City Council.

4. The Commission reviewed and discussed the proposed subdivision
ordinance and related elements of the Comprehensive Plan.
City Engineer Bob Speake explained the new sectional plan
for the blue notebook containing all pertinent study
information concerning the proposed subdivision ordinance.
Mr. Speake stated that if anyone was having trouble organizing
the book, to please leave it with him and he would have his
secretary put each section in order and return at the next
meeting.
t~fr. Speake then lead a discussion on the general provisions,
key-word definitions, purpose, authority, and jurisdiction of
the Planning Commission in developing the subdivision
ordinance. Several key-words were added to the list of
key-word definitions and were shown as corrections notated
on the list. Mr. Speake stated that he would research the
definitions of these words and insert them accordingly during
the next few weeks. He asked members of the Commission to
offer ideas and/or comments to the reading materials presented
during this study .period.

5. There being no further business to come before the Commission,
the meeting was duly adjourned by Vice-Chairman Hammack at
