MINUTES OF LA PORTE PLANNING
• AND ZONING COMMISSION
JULY 31, 1986
1. Chairman Doug Latimer called the meeting to order at 7:04 P. M.
Those Commissioners present: Chairman Doug Latimer, Commissioners
Charlie Doug Boyle, Karl Johnston, Lola Phillips, Janet Graves,
Bobby Blackwell.
City Staff present: Assistant City Attorney John Armstrong, Chief
Building Official/Zoning Administrator David Paulissen, Code
Enforcement Clerk Kelley Anderson.
Others Present: Decker McKim of Decker McKim Realtors, Janet Gray
Wahrlich of Gray Enterprises, Attorney At Law Bill Osborne,
numerous other citizens.
2. The motion was made by C. D. Boyle and seconded by J. Graves to
accept minutes of July 10.
The changes were made on the July 24 meeting as noted: John
Armstrong did attend the meeting held on July 24. It was also
noted that on page 3 of the minutes on July 24 meeting that the
• change be made on the 4th paragraph to read, "Doug Latimer
indicated to Janet Warlich that their and staffs map was pretty
well in agreement with the map submitted by Gray Enterprises Inc."
The motion was made by C. D. Boyle and seconded by J. Graves to
accept the minutes of July 24.
3. Discuss Area Map on Rezoning of Lomax Area and Old La Porte.
D. Latimer went over the area that would be discussed. Those
areas being the area north of the extension of Pasadena Blvd. and
from Underwood up to Sens Rd.
Chief Building Official/Zoning Administrator David Paulissen
stated that a thoroughfare between North/South pipeline on Spencer
Hwy. to State Hwy. 225 along eastern side of airport would not
materialize. He felt that the Neighborhood Commercial that was in
the heart of the Lomax, located along Sens Rd. He stated that
staff felt that Neighborhood Commercial be located at
intersections of thoroughfares so that they are easy to get to. It
was suggested, by David, that staff look at the Neighborhood
Commercial along Sens Rd.

David stated that after discussing with Director of .Community
Development John Joerns and Doug Latimer that they felt that a
little more attention be paid to Southern Pacific. The reason
being that members of staff and the Commission have voiced a
concern over the area east of Sens Rd. One of the reasons for
locating the Neighborhood Commercial in this areas is because of
the thoroughfare. It is really the only commercial of any sort
other than existing uses on Hwy. 225 that would have any type of
Commercial catagory within the heart of Lomax. This area in Lomax
has not traditionally been supportive of Commercial.
After a minor discussion of the Commission, it was brought up by
Doug Latimer that the location of the Neighborhood Commercial is
intended to tie in to a proposed street.
There was more discussion on this subject and a few citizens came
forth with their concerns and also had a discussion about the map.
John Armstrong emphasized that if La Porte continues to plan for a
sound planning basis, and provide a fair amount of Commercial
area, then Lomax will turn out the way we want it. The bottom
line is planning for the future, not necessarily what will happen
• right now.
Doug Latimer brought up a discussion about R-2 in the Lomax area.
There were some concerns brought forth about some property, that
was pointed out on the map, not being buffwered. That area being
along the 150' strip HL & P power easement along Underwood Road
north of "H" St.
It was decided that Neighborhood Commercial remain on the map for
further discussion by staff at a later date.
The difference between Light Industrial and General Commercial was
discussed about different areas on the map. Specifically the area
along Sens Rd. on the west side.
4. Decker McKim and Janet Gray Wahrlich discussed area maps that they
brought in.
The next discussion was about all of the Commercial area
surrounding Fairmont Park. The map was viewed and discussed.
It was decided that the General Commercial should be added and the
Neighborhood Commercial be done away with.

The map submitted by Gray Enterprises for the meeting of 07/24/86
was discussed by the Commission and tentatively approved with the
exception of the 18 acre Commercial reserve that is being studied.
5. With there being no further business, the meeting was adjourned.
