MEETING NOTICE
Notice is hereby given that the La Porte Planning and Zoning
Commission will conduct two public hearings at 7:00 P.M. on the 2nd day
of April, 1987, in the Council Chambers of the City Hall, 604 West
Fairmont Parkway, La Porte, Texas, in accordance with the City of La
Porte Zoning Ordinance, Ordinance 1501. A regular meeting will be held
following the public hearings for the purpose of acting upon the public
hearing items. A copy of the agenda is attached to this notice.
I hereby certify that I posted this notice on the bulletin board
located at a place convenient to the public in the City Hall of the
City of La Porte at 5:00 P.M. on the 26th day of April, 1987, that said
notice was posted for at least the three days preceding the day of the
meeting, that such notice was posted before the meeting was convened,
or called to order, and that said meeting was called because of an
emergency of urgent public necessity.

NOTICE OF PUBLIC HEARING
In accordance with the provisions of Ordinance 1501, the
Zoning Ordinance of the City of La Porte, a public hearing will be
held by the La Porte Planning and Zoning Commission at 7:00 P.M.
on the 2nd day of April, 1987, to consider a Special Conditional
Use Permit request from Fairmont Park Baptist Church to enlarge
said church in a residential zone.
This hearing will be conducted in the Council Chambers of the
La Porte City Hall, 604 West Fairmont Parkway. Letters concerning
this matter should be addressed to the City Secretary, P.0. Box
1115, La Porte, Texas 77571. Those wishing to address this
matter pro or con during the meeting will be required to sign in
• before the meeting is convened.

MINUTES OF LA PORTE PLANNING
AND ZONING COMMISSION
APRIL 2, 1987
P and Z Chairman: Doug Latimer call the meeting to order at 7:00 P.M.
Board Members Present were: Chairman Doug Latimer , Charlie D. Boyle,
Bobby Blackwell, Inge Browder.
Staff Present were: David A. Paulissen, Chief Building Official/Zoning
Administrator, John Joerns, Asst. City Manager, Leta Brown Inspection
Secretary. (John Armstrong, City Attorney,].
Others Present were: Maurice Pierre Goudeau, Nelda Anderson, La Porte
Rent-All, Wayne D. Spears, Pastor Fairmont Park Baptist Church, Don B.
Hill, Church Architect, 2 Church Members, 1 Interested Citizen.
Mr. Goudeau, spoke first on the Special Conditional Use Permit for his
Rent-All business at 108 S.Broadway. He stated they rent all types of
equipment for light construction, (generators, welding machines ) for
home owners and lawnmower repair.
Mr. Latimer, closed the Public Hearing on Maurice's request. Then
opened the Public Hearing for the Fairmont Park Baptist Church for
Special Conditional Use permit to en-large the Church in a Residential
Zone.
The Pastor Wayne Spears of Fairmont Park Baptist Church was there in
regards to the letter of March 2, 1987, that the City sent them with 9
items listed to be clarified.
Mr. Paulissen, spoke up and told the Board the only item important to
them would be the landscaping and fencing. They understand on the east
side of the parking lot there is a fence to be put up between them and
the residential housing. There are only 2 lots that aren't fenced and
they will do that.
Don Hill, the architect for the Church was introduced by the Pastor A
discussion was held on the parking lot fencing & screening. They were
concerned with the safety factor for night meetings and the Police
Department would have to go into the lot instead of driving by it.
A concerned Citizen spoke & stated that he has 2 Children that attend
the church and they are there many days of the week and he considers
the screening a safety factor.

Mr. Latimer closed the Public hearing and ask Mr. Paulissen, to explain
the new Ordinance. (S'pecial Conditional Use Permit). The Conditional
Use permits must meet some conditions required by the Zoning Ordinance
and if met permit should be recommended.
The church is an allowable use in a Residential Zone and the parking
screening is to make it have a little less impac on the neighborhood.
Mr. Paulissen, explained the Special Conditional Use permit for La
Porte Rental. He stated if they comply with the fence screening.
Staff's opinion is for the permit to be granted.
Mr Latimer said they could recommend a Special Conditional Use permit
based on the Ordinance and that would allow them to get in the
building. Any outside storage would have to be screened. The Board
would recommend to City Council and Council must have the final word.
Charlie Boyle moved to recommend the Special conditional Use permit for
• La Porte Rental-All and Inge Browder seconded the motion. All members
were in favor. Motion passed.
Mr. Paulissen,will schedule them for Council with the City Secretary.
It was recommended to Council that the permit for Fairmont Park Baptist
Church be granted and recommended to Council the required screening be
an evergreen variety. Bobby Blackwell made the motion the Board accept
the request for Conditional Use Permit and it was seconded by Inge
Browder. Members were all in favor. Motion passed. Now it will be
sent to City Council.
Any concerns or changes on the new Ordinance the Board feels should be
done at the 6 months review.
Last item discussed was the vacant position created by Karl Johnston's,
resignation. Replacement is unknown at this time.
Charlie Boyle , motioned for adjournment, Bobby Blackwell seconded it
and being no further business, the meeting was adjourned by Mr.
Latimer.
