NOTICE OF MEETING
Notice is hereby given that the La Porte Planning and Zoning
Commission will meet in Public Hearings and Regular Session on
the 20th day of August, 1987, in the Council Chambers, City Hall,
604 West Fairmont Parkway, La Porte, Texas, beginning at 7:00
P.M. A copy of the agenda for said meeting, showing the subjects
of such meeting, is attached hereto.
I hereby certify that I posted this Notice on the bulletin
board located at a place convenient to the public in the City
Hall of the City of La Porte, at 5:00 P.M. on the 13th day of
August, 1987, and that (1) said Notice was posted for at least 72
hours preceding the scheduled time of the meeting; or (2) if this
Notice was posted less than 72 hours but more than 2 hours before
the meeting is convened, I hereby certify that said meeting was
called because of an emergency or urgent public necessity limited
to imminent threats to public health and safety or reasonable
unforseeable situations requiring immediate action by the
Planning and Zoning Commission.

NOTICE OF PUBLIC HEARING
In accordance with Ordinance 1501, the City of La Porte Zoning
Ordinance, notice is hereby given that the La Porte Planning and Zoning
Commission will conduct a public hearing at 7:00 P.M. on the 20th day
of August, 1987, in the Council Chambers of the City Hall, 604 West
Fairmont Parkway, La Porte, Texas. The purpose of the Public Hearing
is to consider the request of Wayne Knox for a Special Conditional Use
permit under Section 10-302(10) of the Ordinance, in order to pasture
horses. A regular meeting will be held following the public hearing
for the purpose of acting upon the public hearing item and conduct
other matters pertaining to the Planning and Zoning Commission.
Citizens wishing to address this issue may do so in writing,
addressed to the City Secretary, P.O. Box 1115, La Porte, Texas 77571.
Citizens wishing to address the Commission pro or con during the Public
Hearing will be required to sign in before the meeting is convened.

In accordance with Ordinance 1501, the City of La Porte Zoning
Ordinance, notice is hereby given that the La Porte Planning and Zoning
Commission will conduct a public hearing at 7:00 P.M. on the 20th day
of August, 1987, in the Council Chambers of the City Hall, 604 West
Fairmont Parkway, La Porte, Texas. The purpose of the Public Hearing
is to consider the request of First Assembly of God Church for a
Special Conditional, Use permit under Section 6-600(F) of the Ordinance,
in order to allow joint parking. A regular meeting will be held
following the public hearing for the purpose of acting upon the public
• hearing item and conduct other matters pertaining to the Planning and
Zoning Commission.
Citizens wishing to address this issue may do so in writing,

LA PORTE PLANNING & ZONING COMMISSION
MINUTES
MEETING OF AUGUST 20, 1987
Chairman Doug Latimer called the meeting to order at 7:00 P.M.
Members Present: Chairman Doug Latimer, Commissioners Bobby
Blackwell, Lola Ohillips, Janet Graves, Inge Browder, Charles
Boyle, Jack Gresham
City Staff Present: Mark Lewis, City Inspector, Nina Bergeron,
Inspection Secretary, Joel Albrecht, Director of Community
Development, John Armstrong, Asst. City Attorney.
Others Present: Wayne Knox, Rev. Leroy Fleck, Janet Gray Warlick
Shawn Knox, H. P. Pfeiffer.
• Before beginning the public hearing, Mr. Latimer introduced Joel
Albrecht, Community Development Director, to the Planning & Zoning
Commission.
First order of business was the request of Wayne Knox for a Special
Conditional Use Permit under Section 10-302(10) of Ordinance ~~1501.
Mr. Knox ask the Commission to approve the request to build a barn at
10431 N. "P" Street, where in the future he also plans to build a home.
There being no one else wanting to speak on the above item, Mr.
Latimer closed the public hearing on Mr. Knox's request.
Next order of business was the request of First Assembly of God
Church for a Special Conditional Use Permit under Section 6-600(f) of
Ordinance #1501. Rev. Fleck is requesting the permit for joint parking
with the La Porte High School. The Joint Parking Agreement was signed
by all parties and submitted to the Commission.
At this time, Mr. Latimer closed the public hearing on the above
request.
Next item on the agenda was approving the minutes from the July 16,
1987 meeting. There being no correction on the minutes, a motion was
made and seconded to accept the minutes as read. Minutes were
approved.

Next item was to consider approving the Special Conditional Use
Permit for Wayne Knox. At this time Mark Lewis, City inspection,
presented to the Commission the facts concerning the request. Mr.
Lewis stated that the Staff recommends that this request be granted. A
motion was made by Inge Browder and seconded by Bobby Blackwell to
approve the request. Motion carried unanimously.
The First Assembly of God Church request was presented to the
Commission next by Mr. Lewis. Mr. Lewis said that the Church meets all
the requirements and again Staff recommends the permit be granted.
A motion was made by Jack Gresham and seconded by Charles Boyle to
approved the request of the Church. Motion carried unanimously.
Item No. 7 - Proposed sign ordinance was next on the agenda and was
presented by Joel Albrecht, Dir. of Community Development. Mr.
Albrecht, speaking on behalf of the City Manager and the City Council,
requested the P & Z Commission to initiate a study/draft for a sign
ordinance. Council feels that now is the time to start developing a
sign ordinance for the City of La Porte. This will deal with all types
of signs,(i.e., billboards, business, portable, advertising, commercial
• type). It was suggested that we try to obtain copies of sign
ordinances from other surrounding cities and use them as a guideline.
Next item was to begin discussion and the six (6) month review of
required updates to the Zoning ordinance, map and development
ordinance. Each member of the Commission was given a 13 page text of
the zoning ordinance review to read over and study. Mark Lewis went
over each item with the Commission and explained the changes necessary
or required, clarifications, and typos.
The Commission decided to review the text and be ready to start
making the corrections necessary at the next P & Z meeting on September
3, 1987.
Administrative Reports - Mr. Latimer addressed the land request
that was made by J.P. Jackson. He wanted to get the reaction of the
Commission as to how they felt on what City Council did by approving
the above mentioned request after they had turned it down. Most of the
members felt as if this was their obligation and that Council had over
turned their decision. They felt as if this was "spot zoning" and that
was something the Commission was trying to stay away from doing. The
Commission still felt that they did their job correctly and that was
all they could do.
John Armstrong, Asst. City Attorney, assured the Commission that
• the City Council felt that P & Z had done the right thing in their
decision.

At this point, Mr. Latimer recognized Janet Gray Warlick. Ms.
Warlick wanted to express Mr. Eddie Gray's and her apologies to the
Commission for the way the facts were presented to them on the J. P.
Jackson request. She also wanted to assure them that if another case
should arise, she would be well informed on the procedures and how to
go through the proper channels.
There being no further business, a motion was made and seconded to
adjourn the meeting. Meeting adjourned at 8:15 P.M.
