AlOTICE OF MEETING
. i~lotice is hereby given that the La Porte Planning and Zoning
Commission will meet on the 17th day of September, 1987, in file
Council Chambers, City Hall, 604 West Fairmont Parkway, La Porte,
Texas, beginning at 7:00 P.M. A copy of the agenda for said
meeting, showing the subjects of such meeting, is attached
hereto.
I hereby certify that I posted this Notice on tiie bulletin
board lccated at a place convenient to the public in the City
Hall of the City of La Porte, at 5:00 P.t~[. on the 10th day of
September, 1987, and that (1) said Notice was posted for at least
72 hours preceding the scheduled time of the meeting; or (2) if
~ this Alotice taas posted less than 72 hours but more than 2 hours
before the rleetin~ is convened, I hereby certify that said
meeting was called because of an emergency or urGent public
necessity limited to imminent threats to public health and safety

F~tEETING OF SEPTEMBER 17, 1987
Chairman Doug Latimer called the meeting to order at 7:05 P.M.
Members Present: Chairman Doug Latimer, Commissioners Lola Phillips
Janet Graves, Inge Browder, Charles Boyle, Jack Gresham
Member Absent: Commissioner Bobby Blackwell
City Staff Present: Joel Albrecht, Director of Comrn. Development,
Mark Lewis, City Inspector, Nina Bergeron, Inspection Secretary,
John Armstrong, Asst. City Attorney
Others Present: hts. Janet Warlick, Gray Enterprises
First item on the agenda was approving the minutes from the August 20,
1987 meeting. There being no corrections on the minutes, a motion was
made and seconded to accept the minutes as read. Minutes were
approved.
• Next, Mr. Latirner• brought up the fact that the next planned meeting of
the P & Z Co-nmission was for October 1, with the following meeting on
October 15, 1987. I3e brought up the fact that- the October 1st meeting
was also the daL-e of the Chamber meeting and that at least 2 members
would be out. Because of this he reouested the meeting be moved to the
8th of October, with the second meeting being moved to the 22nd of
October. This was approved by the Board.
Discussion of six (6) month review on the Zoning ordinance (~~1501)
continued. Mark Letais began where he left off at the last meeting;
Item IJo. 8, page 4.
Section 5-600/6-400 - Residentia] & Commercial Use Ta'ole
Staff suggests the residential and commercial use tables be arr-ended
as follows: Breeding kennels for dog$ and cats in "R-1" as a
conditional use with (C,D); as a accessory use, requiring al_l
licenses requested by the City.
It was also noted that the footnote Baas numbered incorrectly.
The Ordinance Pdo. 158 should also be Ordinance No. 1358.
P~iark explained that anything dealing with kennels will be a new SIC
use in the ordinance. ICennels were left out and not dealt with at
all previously. Anything done now with the kennels will involve
inserting new SIC uses into the tables.

Janet asked a question concerning birds - as to whether or not they
will be covered under this SIC use. Mark stated that the Animal
Control Ordinance deals strictly with dogs and cats and does not
address birds. SIC tdo. 0270 - does include aviaries.
Breeding b_ennels (0279) as a conditional commercial use, but after
more thought, felt that this was not necessary. It was decided
that it would be "C" in GC. (0279) and ~~' in NC.
Boarding Kennels (0752) as a conditional commercial use only.
Section 6-400 - Table A - Commercial
Duplicated numbers - Freight forwarding - No. 4712
Arrangement of passenger transportation - Ido. 4722
Staff suggest they delete the double entry and insert into Sect.
6-400 Table "A" only.
Section 5-701 - Table B Footnotes
Staff is suggesting a 3 ft. setback instead of the now required 10
ft. setback.; still requiring the 15 ft. rear yard. The easement
would be a rninimum of 3 ft.
Section 6-600 (E)(d) - Off Site Parlcin~
Staff is asking for a change in wording only in this case; should
read "this ordinance shall require a zoning permit, not a
certificate of occupancy. There will be no fee on this.
Section 7-500 - Table "A" Industrial-
Locating welding and machine shops - neither of these listings are
included in any of the ordinance's use tables. Staff is suggesting
these listings be included on the industrial use table in the
following rnanner:

hlark discussed the new listing added to the heading of the SIC Use
Table - P(ABC) - Permitted Uses (subject to designated criteria
established Section 5-800). This would keep some requests from having
to come before the P & Z Commission and could be handled by the Code
Enforcernerrt Department and Zoning Administrator. This is merely a way
to speed up the process and help the citizens.
Each change was gone over by Park at this time - changes made to
staff°s proposal were in the Daycare Centers;' changed from Permitted in
R-2, R-3, P•9H to Conditional. All others were discussed and okayed by
the Commission.
Everything was discussed with the exception of the landscaping and
screening requirements, which caill be discussed at the October 8th
meeting. l~Iext meeting any old business caill ~be discussed and an'~ one
wishing to make public comrnents can do so at the next meeting.
There being no further business a motion was made and seconded to
adjourn the meeting. The meeting adjourned at g:00 p.m.
