A cony of the agenda for said meeting, showing the subjects of such meeting, i.s attached hereto. Members Present: Commissioners Charles Boyle, Jack Gresham, Lola Phillips, Janet Graves, and Inge Browder Members Absent: Chairman Doug Latimer City Staff Present: Joel Albrecht, Director of Comm. Development; Mark Lewis, City Inspector; Ervin Griffith, Building Official/Zoning Administrator; Knox Askins, City Attorney; Nina Dye, Inspection Secretary; Nina Bergeron, Comm. Development Secretary Others Present: VFW Post 8251 Members; Russell and Rusty Reeder, Reeder Plumbing; Dick Gregg, other interested citizens First item on the agenda was approving the minutes from the September 17, 1987 meeting. There being no corrections on the minutes, a motion was made by Charles Boyle and a second by Lola Phillips to accept the minutes as read. The vote was unanimous and the motion carried. Second item was a request from the V.F.W. Post asking approval to allow all fraternal organizations in an R-3 zone. V.F.W. Representative, Ron Flood came forward to answer questions on ample parking, legal distance from schools and churches and building uses. After discussion, there was a motion by Charles Boyle and a second by Jack Gresham to allow this item to go before Council for final approval. The vote was unanimous and the motion carried. Mark discussed the Zoning Map input he has received concerning the six month review. East Main and currently zoned as R-1 residential and is immediately adjacent to G.C. Several property owners are requesting that this all be zoned as G.C. • • Planning & Zoning Minutes October 22, 1987 Page 2 The second area for discussion was acreage at the Intersection of Fairmont Parkway and Underwood, approximately 18.05 acres; see reference attached. There is a Neighborhood Commercial Zone presently at that corner and property owners are asking that the entire strip be zoned as N.C. The final area is located at Fairmont Parkway and Canada in Outlot 712, property owner is asking that it be zoned as N.C. The Commission has decided that Block 93 and acreage at the intersection of Fairmont Parkway and Underwood be considered for map review. There was lengthy discussion on the property at Fairmont and Canada. Mr. Dick Gregg, attorney for Mr. Millar, stated that supposedly a member of Council the night the map was adopted, made a motion for the Tract to be flagged as a map review and not a rezoning, there was a second made and the motion was carried. Mark Lewis said the written Council minutes did not reflect this motion. He will review the original tape of that meeting and if Council did give permission, the Commission will abide by it. If there is no such motion on the tape, the Commission will treat this as a rezoning. This issue could be addressed at the next Public Hearing on November 19, 1887 There was a motion by Inge Browder and a second by Charles Boyle to set the Public Hearing on Alovember 19, 1987. The vote was unanimous and the motion carried. Mlark read through each section of the Amendment to the Zoning Ordinance No. 1501. Section 10 - 1011 Prohibited Signs Staff discussed such signs as Garage Sale signs, elevated signs that must be as far off the property line as its heigth, billboards, signs that may be several miles away from the business - will this decrease revenues? Knox Askins noted that the purpose of the Ordinance is not to prohibit all signs, only to make the signs neater and our city more attractive. There was a motion by Jack Gresham and a second by Lola Phillips • to include this ordinance in the Public Hearing on November 19, 1987. There was no discussion and the vote was 3-2, motion carried. . • .~- Planning and Zoning Minutes October 22, 1987 Page 3 Charles Boyle made a motion to reconsider the proposed provisions of Zoning Ordinance requiring three-quarter vote of City Council to overturn a recommendation from P & Z. The motion died for lack of second. There being no further business, there was a motion by Janet Graves and a second by Lola Phillips to adjourn the meeting. All were in favor with no 'opposition and the motion carried. The meeting adjourned at 8:50 P.M.
