In accordance with Ordinance 1501, the City of La Porte Zoning
Ordinance, notice i:s hereby given that the La Porte Planning and Zoning
Commission will conduct a public hearing at 7:00 P.P~, on tiie 5th day of
yNovember, 1987, in the Council Chambers of the City Hall, 604 ~~est
Fairmont Parkwa;-, La Porte, Texas. The purpose of the Public Hearing
is to consider the request of Bayshore P_erie fE2753,~Fraternai Order of.
Eagles, o rezone Block 149, Lots 17-32, Town of La Porte, from
Residential 1 (R-1) to General Commercial (GC), in order to allow a
_ parking lot (SIC Use ~~ 8541). A regular meeting will be held following
the public hearing for the purpose of acting upon the public hearing
item and conduct other matters pertaining to the Planning and Zoning
Commission.
Citizens wishing to address this issue may do so in writing,
addressed to the City Secretary, P.O. Box 1115, La Porte, Texas 77571.
Citizens wishing to address the Commission pro or con during the Public
Hearing will be required to sign in before the meeting is convened.

In accordance with Ordinance 1501, the City of La Porte Zoning
Ordinance, notice is hereby given that the La Porte Planning and Zoning

regular meeting grill be held following the public hearing for the

MINUTES
MEETING OF NOVEMBER 5, 1987
Chairman Doug Latimer called the meeting to order at 7:00 P.M.
Members Present: Commissioners Charles Boyle, Jack Gresham, Lola
Phillips, Janet Graves, Bobby Blackwell, and Inge Browder
Members Absent: None
Citv Sta~'f Present: Joel Albrecht, Director of Comm. Development;
Mark Lewis, City Inspector; Ervin Griffith, Building Official/
Zoning Administrator; John Armstrong, Asst. City Attorney;
A}ina Dye, Inspection Secretary
Others Present: Mr•. h}eDuff, Fraternal Order of Eagles; LeRoy
Applegate, Trustee for the Eagles; Rod Lind, Representative
for the Eagles; Jim Wheeler, McKey Construction; Tommy h}oser,
concerned area homeowner; Gary Groda, Groda Enterprises; Glen
Sander, interested citizen
First item on the agenda was to consider approving the minutes of the
October 22, 1987 meetir~g. There was a motion by Janet Graves and a
second by Charles Boyle not to approve the minutes and have more
detailed information included. The vote was unanimous and the motion
carried.
Next item was a request by tree Fraternal Order of Eagles to rezone Lots
17-32; Black 149; La Porte, from R-1 to General Commercial.
Those who spoke in favor of this rezoning were Dick McDuff, LeRoy
Applegate an was ointr oduced as th_e con t• pct ors for Jthe Eaglesr to laycthe

parking lot.
Tommy Moser who resides at 827 South 7th Street, spoke out in
opposition of this request.
Staff recommended this reauest be denied.

Janet Graves made a motion to deny the request to rezone Lots 17-32,
Block 149, La Porte, from R-1 to General Commercial. Lola Phillips
seconded. The vote was 3 ayes - 2 Hayes, the motion carried.
Next, is a request by Mr. H.R. Nickel/Mr. Gary Groda to rezone Lots
10-15; Block 305, Bayfront from R-3 High Density Residential to
Neighborhood Commercial.
Those in favor of the request were Mr. H.R. Nickel and Mr. Gary Groda
Those opposing the request was Glen Sandler, owner of Lots 1-3; Block
305. He is proposing that tY~e whole block be rezoned Neighborhood
Commercial.
Staff recommended request to be denied based on the fact it would
constitute spot zoning and is conflict with the City Council's intent
for this area.
There was a motion by Bobby Blackwell and a second by Lola Phillips to
deny request to rezone Lots 10-15; Block 305, Bayfront from High
Density Residential to Neighborhood Commercial. The vote was 5 ayes -
0 Hayes, and the motion carried.
The Commission discussed the possibility of reviewing Block 305 as a
map issue at the Public Hearing.
There was a motion by CY~arles Boyle and a second by Jack Gresham to
adjourn. The vote was unanimous. Hieeting ended at 8:05 P.M.
