Ordinance, 11501, and the City of La Porte Zoning Map. The review of the Zoning Map will specifically address the following: All of Block 93, Bayfront Addition to the Town of La Porte, Harris County, Texas. Requested change from R-1 to General Commercial. 2.984 acre tract out of the Gd. M. Jones Survey, La Porte, ~i Harris County, Texas, and being out of that 198.898 acres of land shown as Tract 3 on the plat of the Fairmont Par!< area by Shaner, Hicks & Cherry on December 3, 1978. The review of the text of the Zoning Ordinance will specifically address definitions; use table; landscaping requirements; parking requirements; accessory structure requirements; sign regulations; zoning procedures, including requiring three-fourths (3/4) vote of City Council to overrule decisions of the Planning and Zoning Commission; and correction of • typographical errors. Members Present: Commissioners Charles Boyle, Jack Gresham, Lola Phillips, Janet Graves, Bobby Blackwell and Inge Browder Members Absent: None ~y.Staff Present: Joel Albrecht, Director of Comm. Development; Mark Lewis, City Inspector; Ervin Griffith, Building Official/ Zoning Administrator; John Armstrong, Asst. City Attorney; Nina Dye, Inspection Secretary; Nina Bergeron, Comm. Development Secretary, Janie Luna, Asst. to the City Manager; Bob Herrera, City Manager; John Joerns, Asst. City Manager; Mayor Malone; Councilman Mike Shipp • Others Present: Interested Citizens First item on the agenda was to consider approving the minutes of the October 22, 1987 meeting. There was a motion made by Inge Browder and a second by Janet Graves to approve the minites as read. The vote was unanimous. The minutes for the November 5, 1987 meeting were not reviewed and will be ready for approval at the December 10, 1987 meeting. Next, Mark briefly read through the Zoning Ordinance Text Review, Sections 4-201, 4-202, 5-600, 6-400 and 7-500. Next Public Hearing was scheduled for December 10, 1987. Page 2 David Brady, President Elect Chamber of Commerce addressed the Sign Ordinance. He opposed certain provisions but voice support of others. (Minutes modified by motion from Inge Browder, a second by Janet Graves and approved unanimously. )~, ~ l ~~ ` 2. Gladys Rot Commonwealth opposing the setbacks. 3. Janet Wahrlich. Gray Ente she is opposed and is ask until the regulations and examine proper percentage Council. Title - addressed Sign Ordinance, she is rprises - addressed Landscaping Ordinance- ing Commission not to revise the text requirements have been written and also for landscaping before going on to City y., Adair Sullivan, Homeowner - Section 10-505, Fencing and Landscaping Requirements - when building fence, the best side face the street. 5. Bob Pizzatola ~ La Porte State Bank and representing La Porte and the Chamber of Commerce - he is opposing the setbacks and asking Commission to look at size in reference to life time use of sign. 6. Hugh Pfeiffer, Business and Personal - Owner of Block 92; Lots • 6-13; La Porte, asking Commission to consider this area as a map review item, changing it from R-1 to General Commercial, the same as Block 93. 7. Harold Pfeiffer, Homeowner and B needed on Landscaping Ordinance regarding lot size and rules and be more defined; opposed to size but supports removal of portable overturn Planning and Zoning. sinessman - feels further study disadvantage for redevelopment regulations in Section 5-800 A-(1) and setbacks on Sign Ordinate signs; opposing 3/4 vote to 8. Lindsey Pfeffer, Bus?nessman - feels we do need a sign ordinance but Commission needs to look at allowing more signs on buildings and sign permit fees should be eliminated. Landscaping - review use examples. He opposes the 3/4 vote to overturn Planning and Zoning. g. •r g Sills Owner Mr. Mercurv - feels the need for a Sign Ordinance but one that will be beneficial for both small and big businesses; more research. Stongly proposes majority vote instead of the 3/4 vote. 10. Fdd;e Grav ray Enterprises - Opposing the Landscaping Ordinance - not necessary. Opposing 3/4 vote to overturn Planning and Zoning. Opposed to current proposed Sign Ordinance • 11. Joe Camp Jr Joe Camn Ford - In favor of rooftop, stairway and and temporary signs. Linda Westergren, President Chamber of Commerce - Signs - give more consideration before excepting; Landscaping - prior ordinance okay, new one should be more defined. Service Center. 2. J P Jackson ~ J P Service Center - In favor of extending N.C to • J.P. Service Center. 3. Joe Shunta, Representing_Wharton Weems Estate - Opposes Sign and Tree Preservation Ordinances; R-1 zoning for Weems Estate unfit. This restricts building on the 10 acres between Golf Course and the bay. 4. Adair Sui~avan, Homeowner - Blks 36-40; Bayfront should be changed from R-2 to R-1. 5, Charl;P Young-214 Reynolds - Blks 36-40; Bayfront should be changed from R-2 to R-1. 6. Haro~d Pfeiffer-619 Brownell - favors extending Neighborhood Commercial from Fairmont Parkway and Underwood through J.P. Jackson Service Center. 7. Mr. Stewart - Property owner in Block 93 and want to see it be changed from R-1 to General Commercial. 8. Caryl Yan Deventer - letter received from him states he is in favor to rezone Block 93 to General Commercial. 9. Rob Schurller - Area Sign Co. - There should be permit fee for signs opposes billboard prohibition, nonconforming abatement. • Public Hearing closed at 8:45 P.M. Public Hearing - 11/19/87 Page 4 Commission has decided that before voting on the proposed amendments to the Zoning Ordinance and changes to the Zoning Map, more research is needed. Staff is recommending a change to the Use Table Numbers of the Zoning Ordinance to reflect the numbers in the new 1987 edition of the Standard Industrial Classification Manual. The revised proposed sign section was given to each Commission Member for review. The areas to be addressed at the next public hearing on December 10, 1987 are: 1. Signs in general 2. Map areas 3. 6~ landscaping requirements 4. 3/4 vote to overturn Planning & Zoning There being no further business, a motion was made by Charles Boyle and a second by Jack Gresham to adjourn.
