Hall, 604 [~iest Fairmont Parkway, La Porte, Texas. The purpose of the Public Hearing is to consider the request of Bruce Milculin for a ~Spec;ial Conditional Use Permit ~o allow for construction of a ___.._-- secondary dwelling on property zoned as R-1 Low Density Residential at 615 South Idaho, Lots 11-12, Block 7, Bayfront. A regular meeting will be held following the public hearing for the ~~ purpose of acting upon the public hearing item and conduct other matters pertaining to the Planning and Zoning Commission. Memb rs Present: Commissioners Charles Boyle, Jack Gresham Lola Phillips, Janet Graves, Inge Browder Members Absent: Commissioner Bobby Blackwell ~~y staff Present: Joel Albrecht, Director of Comm. Development; Mark Lewis, City Inspector; Ervin Griffith, Building Official/ Zoning Administrator; John Armstrong, Asst. City Attorney; Nina Dye, Inspection Secretary; John Joerns, Asst. City Manager • Others Present: Bruce Mikulin, Gerald Schlott, James Gee, Adair Sullivan, Janet Wahrlich and other interested citizens Public Hearing was called to order at 7:00 P.M. Mr. Mikulin told the commission that he visited the Code Enforcement Department to discuss .his proposed plans. He was told by Staff that his plans looked feasible but the final decisiCouncil~ be Mrade Mikulin Planning and Zoning Commission and City explained C. He stated that with the information he was given he purchased all the material for both the garage as well as the living quarters and proceeded to pour the slab and erect the garage structure without authorization or the knowledge of the Code Enforcement Department, the Planning and Zoning Commission or the City Council. Doug Latimer opened the floor to anyone wishing to speak for or against this request. They are as follows: Gerald R Sc~ 94U1 Belfast - He is asking the Commission to grant his a Special Conditional Use Permit to allow him to convert an existing accessory dwelling located on his property into a secondary dwelling. He has approximately 13,000 square feet. • James A Gees. 9417 Belfast - He is opposing this request because his original deed restrictions prohibits two family dwellings on a single family lot. Public Hearing closed at 7:20 P.M. There was a motion by Inge Browder and 1 $eCpublicy Hearing &rRegula~ approve the minutes from the November 19, 9 7 Meeting and the December 10, 1988 Public Hearing & Reg1987 changing There was an amendment to the minutes of November 19, David Brady's statement to opposing certain provisions but voicing support of others. The minutes were approved unanimously. The vote was 3 Ayes and 3 Nayes. Mr. Mikulin was informed that his request for a Special Conditional Use Permit would be forwarded to City Council for consideration with a split recommendation by Planning and Zoning. Staff is recommending the Special Conditional Use Permit for Gerald R. Shclott be granted. A conversion of this building to a dwelling unit appears to be compatible with the ordinance's requirements as they impact this neighborhood. Next, John Joerns, Asst. City Manager came to express Council's appreciation to Planning & Zoning for a job well done. John reported • on a presentation he made to Council regarding the status of the 6 month review and the expiration of the sign moratorium. John indicated that after considering their options Council expressed their desire to pursue an interim set of sign regulations, then have Planning and Zoning continue to develop comprehensive sign regulations. There was a motion by Inge Browder and a second by Lola Phillips to table the zoning text changes. The vote was unanimous. There was.a motion by Charles Boyle and a second by Jack Gresham to adjourn.
