• PLANNING & ZONING COMMISSION MEETING
APRIL 1, 1993

I. CALL TO ORDER
Meeting was called to order by Chairman Waters at 7:05 PM.
II. WORKSHOP ISSUES RELATING TO THE REGULATION OF
• A. PORTABLE SIGNS
B. ON AND OFF PREMISE SIGNS
C. REAL ESTATE SIGNS
Mr. Harrington gave a brief overview of the existing sign ordinance. This included
a slide presentation which showed various signs found throughout the community.
Staff noted what was felt to be the weak areas of the ordinance and provided the
Commission Members with alternative suggestions.
A few goals the Commission Members would like to see realized are:
1. All businesses in town to feel they are getting equal treatment.
2. Tighter control and enforcement of maintenance. Owner of sign to
assume ultimate responsibility.
3. Improve aesthetics.

The following ideas were discussed at random and may or may not become part of
the final ordinance:
No grandfather requirement for portable temporary signage.
Certain terminology used in the sign ordinance should be clarified.
Classification for temporary signs which would include garage sale and political signs.
Only one (1) off premise sign allowed per each legally subdivided parcel of property.
Seasonable businesses, ie. deer processing, income tax preparation, etc.. -don't want
to create difficulties for this type of advertising.
Require permits for portable signs and impose time restrictions for the length of time
that may be used.
• A portable sign may not stand on any premise for more than 30 consecutive days at
a time or for more than 60 days in any calendar year without at least a period of 20
intervening days.
Portable signs that are not in compliance with the permitting process shall be
impounded by the City.
Portable signs may be located in R-3, Commercial and Industrial Zoning Districts.
All signs must be properly maintained. This would include painting and keeping the
area around the sign mowed and free of debris.
Clearly define the definition of a permanent sign.
A $300.00 permit fee will be required for real estate signs that are to be used for the
purpose of marketing a subdivision. The permit will be valid for 2 years and may be
renewed for an additional $300.00 fee.
Off premise signs will be subject to maintenance requirements, spacing distance of
1,000 feet, and maximum size limitations.

Illuminated off premise signs located within close proximity of residential
neighborhoods should shield light in an upward direction.
Attached signs must not be larger than 15% of the building face.
Another workshop meeting to discuss sign regulations is tentatively set.
III. ADJOURN
A motion to adjourn was made by Inge Browder. The motion was seconded by
Wayne Anderson. Chairman Waters declared the meeting duly adjourned at 9:55
PM.
