CALL TO ORDER Meeting was called to order by Chairman Waters at 7:03 PM. • II. APPROVE MINIJ'I'ES OF THE OCTOBER 21, 1993, REGULAR MEETING. A motion was made by Inge Browder to approve the minutes of the October 21, 1993, meeting. The motion was seconded by Eugene Edmonds. All were in favor and the motion passed. III. CONSIDER FINAL PLAT APPROVAL FOR THE GLEN MEADOWS SECTION V SUBDIVISION. Mr. Harrington reported that the Commission had previously approved the preliminary plat for the Glen Meadows Section V Subdivision. There were several items that had to be addressed prior to granting final plat approval. These items were: 1. Construction and City approval of subdivision infrastructure: (Streets, Utilities). These improvements have been completed and were approved and accepted by the City on October 25, 1993. 2. Submittal and approval of a street lighting plan: This plan has been submitted and was approved by the City of July 27, 1993. • Page 2 of 3 . Planning and Zoning Commission Minutes of November 18, 1993 LJ 3. Payment to cover street light installation and one year's service: The developer has submitted a check in the amount of $3,360.00. This amount, based on current H.L.& P. estimates is adequate to cover one year's operation of the fourteen street lights required for this subdivision H.L.& P's construction policies do not call for additional construction fees when fewer than twenty lights are being installed. 4. Payment for installation of street sigaage: The developer has submitted a check in the amount of $182.44. This is adequate to cover the cost of installing the two stop signs and four street identification signs required for Section V. 5. Plat review: Staff has reviewed the Glen Meadows, Section V Final Plat and found it to conform with all requirements established by Appendix D of City Development Ordinance # 1444. Staff has also found the plat to be in . conformance with the previously approved Preliminary Plat and General Plan. Mr. Harrington stated that based upon these facts and considerations, staff would recommend approval of the final plat. A motion was made by Wayne Anderson to approve the final plat of the Glen Meadows Section V Subdivision. The motion was seconded by Inge Browder. All were in favor and the motion passed. IV. STAFF REPORTS There were none. V. SUBDIVISION FINAL PLAT APPROVAL • • Staff Report C.K.L. Subdivision December 16, 1993 The proposed C.K.L. Subdivision is a 1.374 acre tract of property located at the northeastern corner of the West Main/Underwood Road intersection (see Exhibit "A"). The property is being platted as a single lot commercial subdivision and it is to become the site of a new Walgreen's store. Based on the acreage involved, C.K.L. is, under the terms of Development Ordinance No. 1444, classified as a minor subdivision. General Plan and Preliminary Plat submittals are not required for minor subdivisions. Given the fact that C.K.L. will be comprised of a single lot, a property owner's association will not be required. Neither will covenants or deed restrictions be necessary. Also, based on its designation as a commercial subdivision, dedication (or payment in lieu) of parkland will not be required. Appendix D of the Development Ordinance details the requirements that a final plat must satisfy. Exhibit "B" is a checklist of Appendix D requirements. Staff has reviewed this plat and as noted on Exhibit "B", found it to be in compliance with all applicable ordinance requirements. • Section 4.04B of the Development Ordinance states that within thirty days of the filing date, the Commission must take one of the following actions: 1. Approve the Final Plat as filed; 2. Disapprove the Final Plat as filed, provided the reasons for such disapproval are stated in writing and a copy of the statements is signed by the Chairman of the Planning Commission. Commission action shall be noted on three (3) copies of the Final Plat, which shall be distributed to the developer, Department, and official files of the Commission. 1. Avvroval of a Final Plat as filed and all accompanying documentation by the Commission, together with approval of Public Improvement Construction Documents by the Director shall result in issuance of a Development Authorization by the Department which permits the developer to begin construction of subdivision improvements. 2. Disapproval of a Final Plat requires filing of a new Final Plat. • Staff finds this plat to comply with all applicable ordinance requirements and, therefore, recommends approval of the C.K.L.
