PLANNING & ZONING COMIVIISSION MEETING
SEPTEMBER 15, 1994
Members Present: Chairman Betty Waters, Commission Members Chuck

I. CALL TO ORDER
Meeting was called to order by Chairman Waters at 6:00 PM.
II. APPROVE MINUTES OF THE AUGUST 18, 1994, PUBLIC HEARING AND
REGULAR MEETING.
A motion was made by Inge Browder to approve the minutes of the August 18, 1994,
meeting. The motion was seconded by Margaret Anderson. All were in favor and
the motion passed.
III. CALL PUBLIC HEARING TO ORDER FOR THE PURPOSE OF CONSIDERING
SPECIAL CONDITIONAL USE PERMIT #SCU94-001. THE PERMIT IS BEING
REQUESTED FOR AN APPROXIMATELY 87 ACRE TRACT OF PROPERTY
LOCATED IN THE 700 AND 800 BLOCKS OF NORTH 13TH STREET AND THE
900-1400 BLOCKS OF HIGHWAY 146 NORTH FOR THE PURPOSE OF
ALLOWING THE PROPERTY TO BE FENCED AND USED TO PASTURE
LIVESTOCK.
Chairman Waters called the Public Hearing to order at 6:00 P.M.
Mr. Harrington reported that several issues regarding the property were unresolved.
Staff has spoken with the applicant and both recommend that this item should be
deferred to the next regular meeting.

A motion was made by Eugene Edmonds to defer SCU94-001 until the next meeting.
The motion was seconded by Margaret Anderson. All were in favor and the motion
passed. Chairman Waters informed the audience that SCU94-001 would be deferred
to the September 29, 1994, Planning and Zoning Commission Meeting. The meeting
would again be held at 6:00 P.M. in the City Hall Council Chambers at b04 W.
Fairmont Parkway, La Porte.
Since there was a number of citizens present, Chairman Waters allowed anyone
wishing to address the Commission on this item the opportunity to do so.
A. PROPONENTS
Robert McDorman, of 710 N. 12th, is not opposed to having cattle at this
location but he does not want the area defoliated by means of aerial spraying.
Dennis Brooks, of 613 N. 12th, would not be opposed if he were assured this
would never turn into a stockyard.
• B. OPPONENTS
The following represents those who signed up to speak during the public
hearing:
Walter Miller, 714 N. 13th, lives in the middle of the block and claims this
would directly affect his living standards. Does not want to be subjected to
this.
Donna Lange, 513 N. 13th, does not want cattle in her neighborhood.
Marita Jackson, 708 N. 13th, lives approximately 25 feet from the pasture and
does not want cattle allowed.
Victoria Burns did not speak.
Julia Brooks did not speak.
John Walsh did not speak.
Richard Watkins, 804 N. 13th, does not want cattle allowed at this location.

David Lange did not speak.
Jean Guillory left the meeting.
Sabino Ornelas, 710 N. 13th, is opposed to cattle at this location.
Pablo Ruiz did not speak.
Lisa Honeycutt Cook, 630 N. 13th, is opposed at this time, but wants to keep
an open mind until she learns more about the situation.
The applicant, Harold Mathews, amved and addressed some of the citizen's
concerns. Mr. Mathews said he has spent a lot of time trying to clean-up the
property and in doing so has found it has been used as a dumping ground. In
answering several questions he noted the following:
• Intends to construct a five strand barbed wire fence.
• ~ Land [brush and scrub trees] too dense to hold two head of cattle per acre;
will not attempt to run two head per acre.
• Does not intend to build a barn.
• Water supply from 16th Street.
• No subleasing.
• No roping arena.
• No leasing of horse stalls.
• No aerial defoliation.
• Hay and feed will be brought in as needed.
• Entrance expected to be located off Crest Lane.
• Will not be a feedlot.
• Has a continuous lease with the railroad.

IV. CLOSE PUBLIC HEARING
Chairman Waters closed the public hearing at 6:42 P.M.
V. ~ CONSIDER RECOMMENDATION TO CITY COUNCIL REGARDING SCU94-001.
Item deferred to the September 29, 1994, meeting.
VI. CONSIDER FINAL PLAT OF THE ROPES & ROLEXES SUBDIVISION.
Mr. Harrington noted the consideration should be for a revised preliminary plat and
not a final plat.
Inge Browder commented that the Commission had, at an earlier date, asked that the
applicants get approval from the Rolex Corporation to use their name. Mr.
Harrington stated that he was not aware if permission had been received, but would
note that as an outstanding item.
A motion was made by Inge Browder to approve the revised preliminary plat of the
Ropes and Rolexes Subdivision, pending a name change. The motion was seconded
by Chuck Engelken. All were in favor and the motion passed.
VII. DISCUSS COMPREHENSIVE PLAN UPDATES
A. PEDESTRIAN PLAN
B. OPEN SPACE PLAN
Mr. Harrington reported staff review of the Open Space and Pedestrian Plan
components of the Comprehensive Plan revealed there have been many
accomplishments over the last ten years. In addition to the projects originally
outlined, the City has been able to provide numerous other amenities. Mr.
Harrington reviewed with the Commission, the original plans and their current status.
