MINUTES OF AUGUST 15, 2002
Members Present: Betty Waters, Hal Lawler, Dottie Kaminski
Members Absent: Ralph Dorsett, Pamela Baldwin, Ross Morris
City Staff Present: Acting City Manager John Joerns, Director of Planning Doug Kneupper,
City Planner Gwen Goodwin, Planning Coordinator Masood Malik .
The meeting was called to order at 6:00 PM. The scheduled workshop to review the Land
Use and Zoning Maps was not conducted due to lack of a quorum.
- . Commission Members received information on land uses within the TIRZ from Acting City
Manager John Joerns. As a representative of the La Porte Redevelopment Authority and Tax
Increment Reinvestment Zone Number One, Mr. Joerns provided an. update on the TIRZ
Board's land use recommendation to resolve potential conflicts that may exist between goals -and
objectives of the TIRZ and the City's Land Use /Zoning Map. [ i.e.1:) The Zone's Project Plan
and revenue projections were based largely on the assumption that property on the east side of
SH 146 would be developed primarily for residential purposes and property on the west of SH -
146 would be developed primarily for light industrial and mixed commercial uses; and 2.) A
possible change to the Zoning Map for an area adjacent to the Golf Course currently zoned for
manufactured housing that maybe better represented as planned unit development, based on -
the surrounding planned unit development land use.] - .
Commission Members also received information regarding the American Planning Association
Conference to be held in October. ~ -

For your information, 1 have attached a report highlighting major development, personnel
changes, and significant events that have occurred in the City of La Porte between July
15 and August 15, 2002.
Cable Channel 16 is now running, 24 hours a day, seven days a week. The City is
working with the Chamber of Commerce and the La Porte Independent School District to
keep current information available for the citizens of La Porte.
On August 6, 2002, the Crime Prevention Division of the Police Department sponsored
"National Night Out" in La Porte. This is the first year the City of La Porte has been a
registered participant in this event.
This report gives you a snapshot of activity occurring within the City. 1 hope it will assist
you when responding to general inquiries from the public. If you require more detailed
information for any item in this report, please contact me.
