Rs Work~rop -Discuss proposed changes to the land use & zoning maps
The October 17, 2002 meeting does not contain any action items for the Commission's consideration.
Nonetheless, we will continue our review of the Land Use and Zoning Maps.
Staff seated new land use and zoning maps based on the recommendations from the Commission
and the TIRZ boani. During the meeting, we can discuss the revisions and deade your next course of
action.
We will also disarss the Texas APA conference in EI Paso that Staff and Commissioners attended.
Please bring your materials to share with the full Commission.

PLANNING AND ZONING COMMISSION
MINUTES OF SEPTEMBER 19, 2002
Members Present: Betty Waters, Dottie Kaminski, Ross Morris, Hal Lawler, Doretta Finch
Members Absent: Pamela Baldwin, Ralph Dorsett
City Staff Present: Director of Planning Doug Kneupper, City Planner Gwen Goodwin, Planning
Coordinator Masood Malik, Planning Secretary Peggy Lee
I. CALL TO ORDER
Chairperson Waters called the meeting to order at 6:05 PM.
II. ADMINISTER OATH OF OFFICE TO RE-APPOINTED MEMBERS, BETTY WATERS
AND RALPH DORSETT.
Planning Secretary Peggy Lee administered the Oath of Office to Betty Waters. Mr. Dorsett was
not present.
III. ADMINISTER OATH OF OFFICE TO NEWLY APPOINTED MEMBER DORETTA
FINCH.
Planning Secretary Peggy Lee administered the Oath of Office to Doretta Finch.
IV. APPROVE MINUTES OF THE AUGUST 1sT SPECIAL CALLED MEETING AND AUGUST
15TH WORKSHOP.
Motion by Ross Morris to approve the minutes of August 1, 2002, and August 15, 2002.
Second by Dottie Kaminski. All were in favor and the motion carried.
V. REVIEW LAND USE AND ZONING MAPS.
Chairperson Waters suspended the agenda to hear Staff Reports.
The Commission reviewed and recommended changes to the Land Use and Zoning Map review
notes from the June 20`~ and July 18`h workshop meetings. The notes will be updated to reflect
changes suggested during this meeting.
VI. HEAR STAFF REPORTS.
City Planner Gwen Goodwin discussed the following with the Commission:
o Planning Commission/Staff Workshop hosted by HGAC in Houston on September
18`h, attended by Ms. Goodwin, Masood Malik, Betty Waters, Dottie Kaminski, and
Doretta Finch. Ms. Goodwin provided copies of the workshop material to those
who were unable to attend.
o Travel arrangements for the Texas APA Conference in El Paso, October 2-5.

SUBJECT: Monthly i hlights Report
For your information, I have attached a report highlighting major development,
personnel changes, and significant events that have occurred in the City of La
Porte between August 15 and September 15, 2002.
Several community events were held during this time. The Mayor held a
memorial ceremony on September 11, 2002 at the La Porte Community Library.
The Health & Safety Fair was held on September 13, 2002, and had a total of
199 employees and retirees who attended. The 10~' anniversary celebration of
the La Porte Recreation and Fitness Center was held on August 29, 2002 with
approximately 100-125 people attending.
This report gives you a snapshot of activity occurring within the City. I hope it will
assist you when responding to general inquiries from the public. If you require
more detailed information for any item in this report, please contact me.

City Secretary's Office
Redistricting map, polling locations, and extension of voting hours were approved by City Council. The map
and brief will be submitted to the Justice Department for approval.
The Mayor held a memorial ceremony on .September 11, 2002 at the La Porte Community Library.
Human Resources
The annual Health & Safety Fair was held on Friday, September 13, 2002. There were a total of 199 employees
and retirees who attended. Twenty-eight (28) vendors also participated.

There were approximately 100-125 people at the 10~' Anniversary celebration of the La Porte Recreation and
Fitness Center, held on August 29, 2002 with entertainment furnished by "Pick & Grin."
Staff has tentatively scheduled a dedication ceremony and swimming party at the newly remodeled San Jacinto
Pool on Sunday, September 22, from 12:00 unti14:00 pm. The public is invited. Police officers will serve hot dogs
and refreshments at no charge as part of their community service summer pool program.
