HomeMy WebLinkAbout02-02-06 Special Called Meeting of the La Porte Planning and Zoning Commission SPECIAL CALLED MEETING OF THE PLANNING AND ZONING COMMISSION MINUTES OF FEBRUARY 2, 2006 Members Present: Pat Muston, Nick Barrera, Doretta Finch, Kirby Linscomb, Jr., Paul Berner, Hal Lawler (Alt. 1) and Les Bird (Alt. 2) Members Absent: None. City Staff Present: Planning Director, Wayne Sabo; City Planner, Masood Malik; Assistant City Attorney, Clark Askins; and Planning and Zoning Secretary, Trac; Koenig 1. CALL TO ORDER. Meeting called to order by Chairperson Muston at 6:00 p.m. 2. APPROVE MINUTES OF THE JANUARY 19, 2006, REGULAR MEETING. This item will be addressed at the regular meeting on February 16, 2006. 3. CONSIDER PRELIMINARY PLAT FOR "LAKES AT FAIRMONT GREENS, SECTION 1" TO BE LOCATED ALONG WHARTON WEEMS BOULEVARD AT STATE HIGHWAY 146. The Staff Report was given by Masood Malik, City Planner. The applicant, Arete Real Estate and Development, is requesting approval of the Preliminary Plat for the proposed Lakes at Fairmont Greens, a single-family residential development with 92 lots. Norman Reed, Project Manager and representative of Arete Real Estate and Development, addressed the questions of the Commission. He explained the drainage as well as the fencing. While the developer will be putting a wrought-iron fence in around the entire development, it is up to the homebuilder to fence each individual lot. Motion by Barrera to approve the Preliminary Plat with the following conditions: . Final Plat and construction drawings shall indicate all infrastructure and site drainage improvements to ensure adequate capacity and proper site drainage with minimal impact on the Golf Course. . Developer is responsible for installation of sidewalks along both sides of all right-of-ways within the subdivision. . Owndership of the detention ponds and maintenance thereof by the Homeowner's Association shall be stated on the final plat. . Furnish acceptance letter for drainage and sanitary sewer/ lift station easement shown adjacent to the Taylor Bayou. . Coordinate with the developer to the south for the construction of a trunk main and the portion of the lift station to be built southeast of the subdivision to handle both the north and south developments off McCabe Road. . Fencing standards shall be stated in the covenants and deed restrictions, to be approved by the City. Second by Paul Berner. The motion passed. ADMINISTRATIVE REPORTS Staff informed the Commission that they will be receiving their brochures in the coming week regarding the National APA Conference to be held in San Antonio. 5. COMMISSION COMMENTS There were none. 6.
