HomeMy WebLinkAbout02-21-08 Regular Meeting of the La Porte Planning and Zoning Commission PLANNING AND ZONING COMMISSION MINUTES OF FEBRUARY 21, 2008 Members Present: Pat Muston, Doretta Finch, Paul Berner, Nick Barrera, Hal Lawler (Alt 1), and Les Bird (Alt 2) Members Absent: Doretta Finch, Kirby Linscomb, Jr., and Dottie Kaminski City: Staff Present: Assistant City Manager, John Joerns; City Planner, Masood Malik; Assistant City Attorney, Clark Askins; and Planning and Zoning Secretary, Peggy Lee 1. CALL TO ORDER. Meeting called to orderby Chairperson Muston at 6:00 p.m. 2. ADMINISTER OATH OF OFFICE TO RE-APPOINTED MEMBER, DOTTIE KAMINSKI. Dottie Kaminski was not present at the meeting. 3. CONSIDER APPROVAL OF THE JANUARY 17, 2008, MEETING MINUTES. Motion by Paul Berner to approve the Minutes of January 17, 2008. Second by Nick Barrera. The motion carried. Ayes: Nays: Abstain: Muston, Finch, Barrera, Berner, Bird, and Lawler None None 4. CONSIDER APPROVAL OF A SUBDIVISION PLAT FOR TREDCO, CREATING A COMMERCIAL RESERVE TO BE LOCATED ALONG FAIRMONT PARKWAY IN THE BAYPORT INDUSTRIAL DISTRICT, EXTRA-TERRITORIAL JURISIDICTION OF LA PORTE. Mr. Malik presented staffs report. Century Engineering, Inc., on behalf of the owner Tredco, L.P., has requested plat approval for a commercial reserve located west of Bay Park Road and south of Fairmont Parkway in the Bayport Industrial District. Staff recommended approval of the plat with provisions. Motion by Hal Lawler to approve the subdivision plat for Tredco, located along Fairmont Parkway in the Bayport Industrial District. Second by Paul Berner. Amended Motion by Hal to approve the subdivision plat for Tredco, located along Fairmont Parkway in the Bayport Industrial District with the following provisions in place: . Approval of Industrial District Agreement (IDA) and water/sewer service agreement shall be required by City Council. . Landscaping/screening shall be required along Fairmont Parkway. The berm may be landscaped with a combination of trees, shrubs, and ground cover. Add a note on the plat that detention/drainage system maintenance shall be responsibility of the owner/developer. . . Site plan shall conform to Exhibit "C" of Industrial District Agreement and Exhibit "A" of the water/sewer service agreement. ADMINISTRATIVE REPORTS A. STATE HIGHWAY 146 OVERPASS UPDATE Assistant City Manager, John Joerns, provided a status update on State Highway 146 overpasses at Wharton Weems Blvd, Shoreacres Blvd., and Red Bluff Rd. There are not enough funds at this time for overpasses at all three intersections. Mr. Joerns provided additional information about plans for the Wharton Weems intersection. Letters of support for the overpasses are being forwarded from around the area to Congressman Nick Lampson's office. Motion by Nick Barrera to authorize the Chairperson to send a letter on behalf of the Commission to Congressman Lampson in support of funding for the State Highway 146 Overpasses. Second by Paul Berner. The motion carried. Ayes: Nays: Abstain: Muston, Finch, Barrera, Berner, and Lawler None None (Les Bird was unavailable for the vote) B. SYLVAN BEACH EROSION/RENOURISHMENT PROJECT Mr. Joerns provided an overview of the State funded Sylvan Beach Erosion/Renourishment Project planned for the waterfront. C. DRAFT REQUEST FOR QUALIFICATIONS FOR HOTEL DEVELOPMENT Mr. Joerns provided an update on the proposed hotel project at Sylvan Beach. A request for qualifications has been sent out for the hotel development with responses due by April 30th. The hotel would replace the Sylvan Beach pavilion, with there being no net loss of green space. D. BA YFRONT DEVELOPMENT/REZONING FOR COMMERCIAL RECREATIONAL DISTRICT Mr. Joerns spoke about the Commercial Recreational District (CR). Although previously designated as a zoning district, regulations were never developed to support the district. In the near future, the Commission will be asked to review and recommend zoning district boundaries and regulations. E. CITY WIDE MASTER DRAINAGE PLAN Mr. Joerns provided an update on what is being done to address drainage problems throughout the City. A combination of short term and long term projects are being developed. Planning and Zoning Commission Minutes of February 21, 2008 Page 3 of 3 Mr. Barrera inquired about the possibility of scheduling a workshop with the Commission, Council and Staff to discuss hotels along Fairmont Parkway. Mr. Malik reminded Commissioners about the Bayport Cruise Terminal tour next Thursday. 6. COMMISSION COMMENTS Chairperson Muston allowed a member of the audience to address the Commission. Kathryn Aguilar, a five year resident of La Porte, has been involved with restoration of several historic homes in the area. Ms. Aguilar is opposed to the proposed hotel replacing the Sylvan Beach Pavilion, due to the pavilion's historic nature. 7. ADJOURN Motion by Paul Berner to adjourn. Second by Les Bird.
