Minutes of August 21, 2014
Commissioners Present: Richard Warren, Mark Follis, Wyatt Smith, Doretta Finch, and Hal Lawler
Commissioners Absent: Phillip Hoot, Helen LaCour, Lou Ann Martin, and Les Bird

1. Call to order.
Meeting called to order by Chairman Hal Lawler at 6:00 p.m.
2. Roll Call of Members.
Commissioners Warren, Follis, Smith, Finch, and Lawler were present for roll call.
3. Consider approval of meeting minutes: July 17, 2014.
Motion by Commissioner Warren to approve the July 17, 2014, meeting minutes.
Second by Commissioner Smith. Motion carried.

4. Presentation of the Chapter 106 (Zoning) Subcommittee's Proposed Modifications to Chapter
106 (Zoning)
City Planner Eric Ensey presented an overview of the Chapter 106 subcommittee's
recommended modifications to the Zoning Ordinance. The proposed changes, which were
described in greater detail, pertain to the following sections:
• General modifications
• Definitions (Section 106-1)
• Board of Adjustment (Article II, Division 2, Subdivision III)
• Permits (Article II, Division 4)
• Nonconforming Lots of Record (Section 106-268)
• Commercial and Industrial Uses Table (Section 106-310)
• Visibility Triangle (Section 106-311)
• Table B, Residential Area Requirements (Section 106-333)
• Special Use Performance Standards for Residential (Section 106-334)
• Commercial Uses Table (Section 106-441)
• Commercial Area Requirements Table (Section 106-443)
• Commercial Performance Standards (Section 106-444)
• Main Street District With Overlay (Article III, Division 3, Subdivision V)

Upon conclusion of discussion, the Commission directed staff and the subcommittee to finalize
three items yet to be resolved involving nonconforming lots of record, freestanding signs in the
Main Street district, and design guidelines for the Main Street and Main Street Overlay District
relating to single family development.
A special meeting was scheduled for September 4, 2014, to finalize the document and set a
public hearing date.
Chairman Lawler suggested it may be time for the City to solicit development of a high quality
apartment complex and a KOA style recreational park, which are in demand given the current
and future abundance of jobs in our area.

There were no administrative reports.
6. Commission Comments on matters appearing on the agenda or inquiry of staff regarding specific
factual information or existing policy.
Commissioner Finch thanked the subcommittee for their time and dedication to the Chapter 106
update.
7. Adjourn
Motion by Commissioner Warren to adjourn. Second by Commissioner Finch. Motion carried.
