A LOU ANN MARTIN Commissioner At Large B /; ` m Commissioner District 5 NOLAN ALLEN CHRISTINA TSCHAPPAT Commissioner District 1 L., � Commissioner District RICHARD WARREN Commissioner District 2 ��✓ Vice Chairman MINUTES OF THE REGULAR MEETING OF THE LA PORTE PLANNING AND ZONING COMMISSION July 15, 2021 The Planning and Zoning Commission of the City of La Porte met in a regular meeting on Thursday, July 15, 2021, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 6:00 p.m., with the following in attendance: Commissioners present: Nolan Allen; Richard Warren; James Walter; Christina Tschappat; Mark Follis; Joe Mock; Donna O'Conner; and Chairman Hal Lawler. Commissioners absent: Commissioner Lou Ann Martin was absent. City Staff present: Teresa Evans, Planning Director; lan Clowes, City Planner; Chase Stewart, Planning Technician; and Clark Askins,Assistant City Attorney. 1. CALL TO ORDER—Chairman Lawler called the meeting to order at 6:01 p.m. 2. ROLL CALL OF MEMBERS: —Commissioner Martin was absent. 3. CITIZEN COMMENT (Generally limited to five minutes per person; in accordance with state law, the time maybe reduced if there is a high number of speakers or other considerations). • N/A 4. CONSIDER APPROVAL OF THE MEETING MINUTES: a. Approve the minutes of the meeting held on June 15, 2021. Commissioner Allen moved to approve the meeting minutes; the motion was adopted, 6-0. (Commissioner Follis was absent for this vote). 5. RESIDENTIAL REPLAT#21-97000002: Open a public hearing for Residential Replat#21-97000002, a request by Donna Eckels of PRO-SURV, applicant, on behalf of Mary Marguerite Holloway Revocable Trust, owner, for the proposed replat of a portion of Sylvan Beach Subdivision, a 0.7143 acre replat located in the 200 block of S. Bayshore Dr. and legally described as Lots 16-20, Block 13, Sylvan Beach, Harris County, Texas. City Planner Ian Clowes presented the residential replat and provided background information regarding the purpose of the replat. 6. ADJOURN PUBLIC HEARING: 6:13 PM. Commissioner O'Conner moved to approve the residential replat request #21-97000002; the motion was adopted, 8-0. 7. COMMERCIAL REPLAT#20-97000010: Consider approval of a Commercial Replat for Barbours Cut Terminal, a commercial development consisting of 8.2 acres, located at the southwest corner of North Broadway St. and North K St. and legally described as Lots 1-16 &28-32, Block 375, Town of La Porte and Lot 1, Block 1, Gulf Winds and being an abandoned alley and a portion of the abandoned R.O.W. of N J St. and N 1st St. Page 1 of 2 July, 15, 2021 - P&Z Commission Meeting Minutes City Planner Ian Clowes presented the commercial replat and provided background information regarding the purpose of the replat. Commissioner Warren moved to approve the commercial replat request #20-97000010; the motion was adopted, 8-0. 8. COMMERCIAL REPLAT #21-97000001: Consider approval of a Commercial Replat for Brookglen Section 3, Reserve K, a commercial development consisting of 2.55 acres, located at the northeast corner of W. Fairmont Parkway and Somerton Dr. and legally described as Brookglen Section 3, Reserve K, La Porte, Harris County, TX. City Planner Ian Clowes presented the commercial replat and provided background information regarding the purpose of the replat. Commissioner Allen moved to approve the commercial replat request#21-97000001; the motion was adopted, 8-0. 9. PRELIMINARY PLAT #21-97000004: Consider approval of a Preliminary Plat for Bay Creek Section 1, a single family residential development consisting of 28 lots on 5.091 acres, located at the northwest corner of McCabe Rd. and S. Broadway St. and legally described as Tracts A, 1A, and 2A,Abstract 30, WP Harris Survey. City Planner Ian Clowes presented the preliminary plat and provided background information regarding the purpose of the request. Commissioner O'Conner moved to approve the preliminary plat request #21-97000004; the motion was adopted, 8-0. 10. WORKSHOP: a. The Planning and Zoning Commission held an open session to discuss the findings of the Commission's subcommittee in regards to proposed changes to the City of La Porte's zoning map. The subcommittee is wrapping up their research and will be coordinating with staff to discuss future procedures. 11. ADMINISTRATIVE REPORT: a. Council Action Update City Planner, Ian Clowes, gave an update to the Commission regarding council action on items previously heard by the Commission. b.
