INTENT TO DEVELOP JOINT USE PARK ON TAYLOR BAYOU
A JOINT RESOLUTION BY THE CITIES OF SHOREACRES, TEXAS AND LA
PORTS, TEXAS OUTLINING THEIR INTENT TO ACQUIRE AND DEVELOP A
NATURE=BASED PARK ON TAYLOR BAYOU
WHEREAS, the property located at Block 41 Lot I8B Shoreacres(proposed park)
provides access to two branches of Taylor Bayou for kayaking and other low impact
water recreation and can be connected by water with other parks along Taylor Bayou;
WHEREAS, the proposed park is one of the last natural pieces of property in the
Shoreacres and Shady River area for walking, bird watching, and other nature-based
activities;
WHERAS, the proposed park contains valuable wetlands along the Taylor Bayou
shoreline, necessary to maintain water quality and habitat along this important estuary;
WHEREAS, portions of the proposed park lie in both the Cities of Shoreacres and La
Porte and can accessed by citizens of both cities:
WHEREAS, the current owner of the proposed park is willing to sell the property for use
as a park with minimal disruption to trees, vegetation, and wetlands;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCILS OF THE CITIES
OF SHOREACRES AND LA PORTS, STATE OF TEXAS; THAT:
1. The cities jointly apply for a grant from the Coastal Coordination Council's Coastal
Management Program Cycle 11 for the purpose of purchasing the proposed park;
2. The cities develop a joint plan for the park over the next year that provides for
pedestrian access to the park from Shoreacres and appropriate park facilities, such as a
kayak dock.
AND IT IS SO ORDERED.

OCTOBER 7, 2004
1. CALL TO ORDER
The meeting was called to order by Chairperson Engelken at 3:10 p.m.
Members of the Committee Present: Chairperson Chuck Engelken and Councilmember
Mike Mosteit
Other Councilmembers Present: Mayor Alton E. Porter and Mayor Pro Tem Barry
Beasley
Members Absent: Peter Griffiths arrived during the meeting.
Members of City Executive Staff and City Employees Present: City Manager Debra
Feazelle and City Secretary's Office Secretary Susan Turner

2. CONSIDER APPROVAL OF MINUTES FROM THE JULY 7, 2004 BAYPORT
EXPANSION REVIEW COMMITTEE MEETING
Motion was made by Councilmember Beasley to approve the Minutes of the Baynort
Expansion .Review Committee Meetine held on July 7, 2004, as presented. Second by
Councilmember Mosteit. The motion carried.
3. FOLLOW-UP DISCUSSION ON THE IMPACT OF THE CITY OF LA PORTE
FROM THE CONSTRUCTION AND OPERTATION OF THE BAYPORT
FACILITY
The lawsuit filed on the Port of Houston Expansion was brought up briefly, with
acknowledgement of La Porte not participating in the lawsuit. La Porte realizes the
benefits from the Port, with all parties working together. Chairman Engelken stated some
of the citizens were very upset with the Bayport Expansion.
Mr. Engelken reported on the statistics of La Porte's EMS Services and Hospital
Statistics. The Community and surrounding area are in need of a trauma center and
another ambulance. Mr. Engelken questioned Mr. Burke if the Port would be interested
in assisting the area with this situation; Mr. Burke assured the Committee the Port is
interested.

The City previously met with Baytown regarding the lack of a trauma/hospital in Harris
County, Precinct 2, on the South of the Ship Channel. One of the goals is to have a
hospital with three trauma clinics and more EMS support, with possibly the Alliance, the
Port, the County and the City jointly engaged. Ms. Feazelle will pursue this area with
Precinct 2 Commissioner Sylvia Garcia.
Mr. Burke questioned the course of the plan and time frame for solution to the problem.
Mr. Burke commented he feels La Porte's Interlocal Agreement regarding EMS is
somewhat high in cost. Ms. Feazelle informed him that the City is pulling the costs,
along with the statistics. Mr. Burke stated his staff may probably be more on board than
he is aware of. Mayor Porter believes some of the numbers are off and this may be due
to the cruise lines. Additionally, Mr. Engelken commented how La Porte's paramedics
have superior training than Emergency Medical Technicians.
Mr. Griffiths infonmed the Committee and Port about the 2005 Youth Advisory Council
(YAC) Summit; stating that Mr. Burke was recommended by the Port's Tom Kornegay
for possible participation.
YAC is expecting 150 to 200 youth at the La Porte Youth Summit. The City received
$10,000 from the Texas Municipal League to support the Summit. YAC is planning to
have a luau at Seabreeze Park with barbeque, prizes and giveaways. Councilmember
Beasley questioned what the additional monies would be budgeted for. City Manger's
Assistant Crystal Scott is preparing the budget, with the costs being worked out.
Commissioner Burke will contact the Port's Community Relations Committee for
assistance for the Summit. The budget figures need to be forwarded to the Port by
January 2005 at the latest. Mail the information in December to Grace, the Port's
Community Relation Manager, to ensure Grace can forward the information to the
Committee by January.
Committee Member Mosteit asked Commissioner Burke about assistance with their
Community Relations Committee for Future Farmers of America (FFA) contributions
and a need for action within La Porte. Commissioner Burke responded that the Port does
not usually support youth groups due to there being so many of them. They usually
support more global groups. Committee Member Mosteit informed Mr. Burke that La
Porte Independent School District does not have a FFA barn; and questioned if the Port
had any land they were not going to use, that possibly LPISD could use for a FFA barn.
Mr. Mosteit is also going to check with the Railroad regarding any available land for FFA
use.
Commissioner Burke informed the Committee that H. B. Zachary, Industrial
Maintenance and Service Company on Underwood Road in La Porte is supportive of
small business and is involved within the community. Commissioner Burke will have the
Port's Small Business Development Director, Gilda Rameriz, contact the La Porte-
Baysliore Chamber of Commerce contact, Colleen Hicks regarding a Small Business
Development Seminar Program, with the Port, the Chamber and the City being invited.

There are complaints regarding the Barbour's Cut area, the construction may not be
complete until the end of 2005. The Committee was informed that the Port's Tom
Kornegay had planned to start the landscaping after the road is complete. The
landscaping is provided by the Port, not by the County.
The Port will have bike paths constructed over the culverts the County constructed in
Bayridge.
The Port will assist the City with the intersection at Barbour's Cut and State Highway
146. Commissioner Burke will support and file for part from TKDOT to landscape.
Committee Member Peter Griffiths asked about the "Keep La Porte Beautiful" program
with grants, etc. Mr. Griffiths asked Mr. Burke if the Port has volunteers who would be
willing to help plant trees and with landscaping. Mr. Burke responded the Port has many
willing people.
Mayor Porter feels, regarding the heavy truck traffic, that it would be best to extend Bay
Area Boulevard to State Highway 225, across State Highway 146, to Port Road. Hams
County and the La Porte could contribute funds. Mr. Burke stated that the Port should be
thrilled with this prospect.
Mr. Burke encouraged the Committee to phone if they need anything further.
4. COMMITTEE COMMENTS
The Committee had no further comments.
5. ADJOURNMENT
There being no further business to come before the Committee, this meeting was duly
adjourned at 4:15 p.m.
