MINUTES OF THE REGULAR MEETING OF LA PORTE
REDISTRICTING COMMITTEE MEETING
NOVEMBER 13, 2001
CALL TO ORDER
The meeting was called to order by Chairman Sidney Grant at 6:30 p.m.
Members of Redistricting Committee Present: Sidney Grant, Betty Stoumbaugh, Ed
Matuszak, Betty Waters, Bernard Legrand, Jesse Wilson and Claudia Zapata, Bob Capen
Members of the Redistricting Committee Absent: Claudia Zapata and Kirby Linscomb.
Staff Present: Attorney Clarke Askins and City Secretary Martha Gillett
Others Present: Jeff Litchfield and Justin Jenson
2. APPROVAL OF MINUTES OF MEETING HELD ON OCTOBER 15, 2001
A motion was made by Betty Waters to approve the minutes as presented. Second by
Jesse Wilson. The motion carried unanimously.
Ayes: Grant, Waters, Stoumbaugh, Wilson, Legrand, Capen and Matuszak.
Nays: None
Abstain:
3. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND
TAXPAYERS WISHING TO ADDRESS REDISTRICTING COMMITTEE
There were no citizens wishing to address the Redistricting Committee.
4. COMMITTEE REPORT FROM ED MATUSZAK ON REDISTRICTING
MAP #R-009
Ed Matuszak reported he and Jeff Litchfield had met to discuss the percentages
calculated as a result of the last meeting.
Jeff Litchfield reported when he verified the estimated calculations after the last meeting
that the percentages were slightly different. District 4 was short by I S people. Jeff
Litchfield and Ed Matuszak met and adjusted the lines to bring District 4 within the +/-
5%. Mr. Litchfield presented his worksheet outlining the new calculations and ethnic
breakdowns. In addition, he answered questions from the Committee.
Chairman Sidney Grant went around the table and to ask each committee member if they
had any concerns with the figures presented. All agreed the lines could not be drawn any
more cleaner without affecting incumbent Council Members.
Betty Stoumbaugh made a motion for the committee to accept Map R-009 as presented.
Seconded by Jesse Wilson. The motion was approved unanimously.

Chairman Sidney Grant requested the Committee provide a report for their Districts
during the Public Hearing.
The Committee discussed and agreed the focus of the November 27, 2001 Meeting
should be to prepare and review materials to be presented at the December 11, 2001
Public Hearing.
The Committee would like to have an old map with population numbers and a new map
with the new proposed population numbers per district and ethnic breakdown. In
addition, the Committee would like to have a map of each district reflecting the new
proposed district lines and population numbers.
5. DISCUSSION ON REPORT FROM BETTY WATERS ON ANNEXATION
ORDINANCES AND COMPREHENSIVE PLAN AND DISCUSSION ON EACH
COUNCIL DISTRICT
Betty Waters discussed the reports she provided to the committee and requested input.
Committee members agreed they would get any comments or changes they had to Ms.
Waters.
6. DISCUSSION ON POLLING LOCATIONS
City Secretary Martha Gillett informed the Committee the Council recently held a
workshop meeting to discuss reducing the number of polling locations. Any changes
would not take affect until the May 2003 General Election.
7. PREVIOUS BUSINESS
There was no previous business to be discussed.
8. NEW BUSINESS
There was no new business brought forward by the committee.
9. CALENDAR
Review Monthly Calendar/New Calendar Items and Deadlines/Discuss November
Meeting Schedule
The next regular meeting will be held on Tuesday, November 27, 2001.
A Public Hearing will be held on December 11, 2001 to allow the public to provide
comments on the proposed R-009 Redistricting Map.
Once the Public Hearing has been conducted and the comments of citizens have been
taken in consideration, the map can be presented to City Council for approval at the
January 14, 2002 City Council Meeting.

10. COMMITTEE COMMENTS
The Committee had no further comments.
11. ADJOURNMENT
Motion was made by Betty Stoumbaugh to adjourn the meeting. Second by Jesse
Wilson. The motion was carried unanimously.
Ayes: Grant, Waters, Stoumbaugh, Wilson, Legrand, Capen and Matuszak.
Nays: None
Abstain: None
There being no further business, the Redistricting Committee Meeting was duly
adjourned at 7:33 PM.
