B Appointee ABBIE ALLEN District 1 Appointee MINUTES OF THE CITY OF LA PORTE, TEXAS, REDISTRICTING ADVISORY COMMITTEE MEETING JUNE 6, 2023 JOHN BLAKEMORE District 2 Appointee MARVIN RISNER District 3 Appointee ROBERT GUERRA District 4 Appointee LEE WALLACE District 5 Appointee The City of La Porte, Texas Redistricting Advisory Committee of the City of La Porte met on Tuesday, June 6, 2023, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 6:00 p.m. to consider the following items of business: Committee Members present: Edward Matuszak; Philip Dunn, Joe Mock, Abbie Allen, John Blakemore, Robert Guerra, Barry Beasley, Lee Wallace Committee Members attending remotely: None Committee Members absent: Marvin Risner Council -appointed officers present: Corby Alexander, City Manager; Lee Woodward, City Secretary; Clark T. Askins, City Attorney CALL TO ORDER — Mavor Riabv called the meetina to order at 6:00 D.m. 2. CITIZEN COMMENT There were no citizen comments. 3. STATUTORY AGENDA a. Welcome and presentation of charge to Committee. [Mayor Louis R. Rigby] Mayor Rigby welcomed and introduced the committee members and shared their charge to consider and make recommendations to the City Council for the proposed post -Census redistricting of the City of La Porte. b. Appointment of Chairperson. Member Blakemore nominated Member Beasley to serve as the Chairperson. There being no additional nominations, Member Beasley was elected without objection by acclimation. c. Presentation of initial assessment regarding redistricting of City of La Porte single - member city council districts based on 2020 U.S. Census data. Bob Heath of Bickerstaff Heath Delgado Acosta LLP presented the legal considerations for redistricting and the current map. d. Presentation of example in -balance redistricting plan. Mr. Heath and Sherri McCall of Bickerstaff Heath Delgado Acosta LLP presented the example in -balance redistricting plan. e. Consideration of redistricting plan changes and/or recommendations. The Committee discussed changes to the proposed in -balance redistricting plan submitted by Bickerstaff Heath Delgado Acosta LLP, especially with respect to keeping certain Large Lot -zoned areas within Council District 1. f. Discussion of meeting schedule or administrative items related to the Committee. The Committee agreed to meet next on June 28 at 6 p.m., with Member Wallace anticipating attending remotely. 4. COMMITTEE COMMENT — Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding specific factual information or existing policy from the Committee and City staff, for which no formal action will be discussed or taken.
