IN THE COUNCIL CHAMBERS OF CITY HALL, 604 WEST FAIRMONT PARKWAY, LA PORTE, TEXAS, REGARDING THE ITEMS OF BUSINESS ACCORDING TO THE AGENDA LISTED BELOW: 1. CALL TO ORDER 2. ROLL CALL 3. CONSIDER APPROVAL OF DECEMBER 2, 2004, MINUTES. 4. DISCUSSION AND POSSIBLE ACTION REGARDING A FORMAL RECOMMENDATION ON THE CREATION OF REGULATIONS FOR A PROPOSED LARGE LOT DISTRICT. 5. DISCUSSION AND POSSIBLE ACTION REGARDING A FORMAL PRESENTATION TO THE PLANNING AND ZONING COMMISSION ON THE CREATION AND REGULATIONS FOR A PROPOSED LARGE LOT DISTRICT. 6. ADJOURN A QUORUM OF CITY COUNCIL AND PLANNING & ZONING COMMISSION MEMBERS MAYBE PRESENT AND PARTICIPATE 1N DISCUSSIONS DURING THIS MEETING; HOWEVER, NO ACTION WILL BE TAKEN BY THE COUNCIL OR PLANNING AND ZONING COMMISSION. Tom Rawls, and Tim Carter MEMBER ABSENT: Chris Santiago, Wayne Knox MEMBERS OF THE AUDIENCE: CITY STAFF PRESENT: Interim Planning Director Wayne Sabo and Planning & Zoning Commissioner Nick Barrera serving as Meeting Facilitator CALL TO ORDER Meeting called to order by Chairperson Turner at 7:07 p.m. 2. ROLL CALL Roll called by Chairperson Turner. 3. CONSIDER APPROVAL OF NOVEMBER 4, 2004, MINUTES Minutes of November 4, 2004, were approved as presented. 4. DISCUSSION AND POSSIBLE ACTION ON THE FORMAL RECOMMENDATION FOR THE CREATION OF A LARGE LOT ZONING DISTRICT. No action was taken on this item; will be discussed at a later date. 5. DISCUSSION AND POSSIBLE ACTION ON THE FORMAL RECOMMENDATION FOR THE CREATION OF BOUNDARIES FOR A PROPOSED LARGE LOT DISTRICT. No action was taken on this item; will be discussed at a later date 6. DISCUSSION AND POSSIBLE ACTION ON THE FORMAL RECOMMENDATION FOR THE CREATION OF REGULATIONS REGARDING A PROPOSED LARGE LOT DISTRICT. It was the Committee's consensus to keep the following existing ordinance regulations: - minimum lot size -1 AC - minimum lot width -100 LF - minimum yard setbacks - 25-15-5 (F-S-R) - maximum height - 45 FT - minimum site area/unit -1 DU/A It was the Committee's consensus to make the following changes to the current ordinance regulations: - maximum lot coverage - 40% (encompasses all below) - accessory buildings - no size limits, no height limits other than 45 FT - accessory buildings - no maximum square footage, no minimum distance from lot lines (up to 40% coverage) - no limits to the number of accessory buildings (up to 40% coverage) - barns only on side and rear yards - eliminate controls on type of vehicle/equipment to be parked on land Rural, Large Lot Single-Fam~esidential District Committee • Minutes of December 2, 2004 Page 2 of 2 - eliminate section 106-742 (no control on number of animals) - eliminate maximum width on carports and where positioned - eliminate 106-773 exterior storage - allow street openings with asphalt and open ditch - allow shipping containers for storage 7. DISCUSSION AND POSSIBLE ACTION REGARDING A FORMAL PRESENTATION TO THE PLANNING AND ZONING COMMISSION REGARDING THE CREATION AND REGULATIONS FOR A LARGE LOT DISTRICT. I spoke with Ms. Turner and we agreed that it would be difficult to gather everyone on that date and I also wanted a chance to meet with Staff to go over the proposed changes agreed upon by the Committee to weigh and balance supportability. I will then schedule a meeting with the Committee to go over Staff concerns and issues prior to the Committee forming their formal recommendation to the P&Z/Council. W 12/29/2004
