Minutes of January 27, 2010
Committee Members Present: Debbie WHmore, Chief Building Officiaf (fiHing in for Tim Tietjens,
Planning Director, the designated representative of the City Manager);
MarthaGHlett, City Secretary; and U. -Gary Rice (designated
representative of the Police Chief}
Staff Members Present: Clark Askins, Assistant City Attorney and Peggy Lee, Office Coordinator
1. Call to order.
Meeting called to order by Acting Chairperson Debbie Wilmore at 3:32 p.m.
2. Roll call of members.
Martha Gillett and Gary Rice were present for roll carr. Committee Chairman Tim Tietjens was
absent.
3. Consider approval of August 25,2009, meeting minutes.
Motion by Martha Gillett to approve the Minutes of August 25, 2009, as presented. Second by
Lt. Gary Rice. The motion carried unanimously.
4. Conduct public hearing to receive input on a request by Charlie Hinds Paint and Body, Inc. under
Section 78-297 of the La Porte Code of Ordinances.
A. Open public hearing.
Acting Chairman Debbie Wilmore opened the public hearing at 3:34 p.m.
B. Staff comments.
Building Official, Debbie Wilmore, commented the City has 15 emergency auto wrecker
spots, with 14 of the 15, currently filled.
C. Public comments.
The applicant, Charfje Hinds, owner of Charlie Hinds Paint and Body, Inc., addressed the
Committee. Mr. Hinds recently purchased a new wrecker that has the capability to
securely transport motorcycles. Mr. Hinds's storage yard is located on Sens Rd. Mr.
Hinds also spoke about how La Porte issues permits in comparison to neighboring cities.

Bobby Slocum, of La Porte Towing, expressed a concern that too many wrecker permits
have already been issued. Mr. Slocum noted Reliance Ford has been problematic by not
owning the wreckers they use and by not showing up in a timely manner.
Lt. Rice asked that the Police Department be notified when problems associated with
wrecker call-outs arise.
D. Close public hearing.
The public hearing was closed at 3:54 p.m.
5. Consider action to grant or deny an emergency auto wrecker permit to Charlie Hinds Paint and
Body, Inc., under Section 78-297 of the La Porte Code of Ordinances.
Motion by Lt. Rice to grant an emergency auto wrecker permit to Charlie Hinds Paint and Body,
fnc. Second by Martha Gillett. The motion carried with all in favor.
6. Administrative Reports
There were no administrative reports.
7. Committee Comments
Committee Members requested a workshop be scheduled for a comprehensive review of the
auto wrecker ordinance for possible updates.
Lt. Rice will provide Committee Members with copies of ordinances for the Cities of Pasadena
and Deer Park.

None.

The meeting adjourned at 4:00 p.m.
