All agenda items are subject to action. f . Call to Order The Mayor will determine that a quorum of Councilperson is present and open the business meeting. 2. Invocation and Pledges of Allegiance INVOCATION - The invocation will be given by Reverend Jackie King of Victory Tabernacle. PLEDGES - Will be led by Chloe Skelton. Cltlzen Comment State law provides that members of the public may speak before the Council considers an item of business. Complete a sign up sheet before speaking. (Generally limited to five minutes per person; the time may be reduced if there is a high number of speakers or for other considerations.) Members of the Council may ask questions or make statements of fact in response to comments but are not obligated to respond and will not participate in debate or take action during this portion of the agenda. Items may be requested for future agendas in accordance with the adopted Rules of Procedure. 5. An item may be removed from the Consent Agenda and added to the Statutory Agenda for full discussion upon request by a member of the Council present at this meeting. 6.a Approve the minutes of the regular City Council meeting held on August 11, 2025. [Lee Woodward, City Secretary] 6.b Adopt Resolution 2025-21 approving the Assignment Agreement between the Southeast Texas Housing Finance Corporation (SETH) and Texas Department of Housing and Community Affairs (TDHCA). [Matt Daeumer, Assistant City Manager] 6.c Approve the Five Points Plaza Usage and Amplified Sound Policy. Members of the public may speak when the presiding officer calls for comments, without signing up in advance. Members of the Council may ask questions or make statements of fact in response to comments but are not obligated to respond and will not participate in debate or take action until the public hearing is closed and the item is placed before them for consideration. 7.a Ordinance 20254095 FLUP Amendment #FLOP-2026 -0012 The City Council will hold a public hearing to receive comments regarding a recommendation by the Planning and Zoning Commission to adopt Ordinance 2025- 4095 for approval of Future Land Use Plan (FLUP) Amendment #FLUP-2025-0012, a request by Jorge Moreno, applicant/owner, to change the designation in the FLUP from General Commercial to Low Density Residential on approximately 0.14 acres of land located at 514 N. 11th St. (HCAD Parcel: 0232130980009), La Porte, Harris County, Texas; followed by discussion and possible action to adopt Ordinance 2025- 4095 for approval of Future Land Use Plan (FLUP) Amendment #FLUP-2025-0012, a request by Jorge Moreno, applicanUowner, to change the designation in the FLUP from General Commercial to Low Density Residential on approximately 0.14 acres of land located at 514 N. 11th St. (HCAD Parcel: 0232130980009), La Porte, Harris County, Texas. Members of the public may be permitted to answer questions from the Council or provide information if requested by the Council (either without objection or on a majority vote in favor). 8.a HCAD Board of DirecbDm Presentation, discussion, and possible action to adopt Resolution 2025-22, nominating up to two (2) members to the Board of Directors of the Harris Central Appraisal District (HCAD), representing cities other than Houston, for a four-year term beginning January 1, 2026. [Rick Helton, Mayor] 8.b Recreation and Fitness Center Renovations Phase II Consbucton Presentation, discussion, and possible action to approve or deny construction award for the Recreation and Fitness Center Phase II and authorize the City Manager to execute a contract with Construction Masters of Houston, awarding a total bid of $2,564,000 with a construction contingency of $78,000.00 for a total amount of $2,642,000. [Matt Daeumer, Assistant City Manager] 8.d Ordinance 2D25-4097 Short -Term Rental Regulations Presentation, discussion, and possible action to adopt Ordinance 2025-4097, an amendment to Chapter 22 'Businesses" of the Code of Ordinances of the City of La Porte establishing regulations applicable to the operation of short -tens rentals. Items of Community Interest Page 3 of 5 Per Texas Gov't. Code Sec. 551.0415, the Council may receive from staff and/or may make a report about items of community interest during a meeting without having given notice of the subject of the report, if no action is taken and, except as provided by Section 551.042, possible action is not discussed regarding the information provided in the report. Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding specific factual information or existing policy from the Mayor, Councilpersons, and City staff, for which no formal action will be discussed. 11. Exeartive Session The portion of the Texas Gov't. Code known as the Texas Open Gov't. Act (TOMA, TGC Ch. 551) provides a limited set of circumstances that allow the Council to meet in a session closed to the public. The Council will first meet in an open session, announce the exception that allows it to meet in a closed session, and announce the time it is convening in closed session. The Council will post executive sessions it is aware of in advance, but may go into an executive session if a situation arises during a meeting that calls for an appropriate exception. The Council will convene in executive session without a vote unless an objection is raised by a member of the Council. If, during the course of the meeting and discussion of any items covered by this notice, City Council determines that a closed or executive session of the Council is required, then such closed meeting will be held as authorized by Texas Government Code, Chapter 551, Section 551.071 consultation with counsel on legal matters; Section 551.072 - deliberation regarding purchase, exchange, lease or value of real property; Section 551.073 - deliberation regarding a prospective gift, Section 551.074 - personnel matters regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; Section 551.076 - implementation of security personnel or devices; Section 551.087 - deliberation regarding economic development negotiation; Section 551.089 - deliberation regarding security devices or security audits, and/or other matters as authorized under the Texas Government Code.
