Askins, City Attorney; Lee Woodward, City Secretary The City Council of the City of La Porte met in a regular meeting on August 25, 2025, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 6:00 p.m. 1. Call to Order - Mayor Helton called the meeting to order at 6:01 p.m. 2. Invocation and Pledges of Allegiance The invocation was given by Reverend Jackie King of Victory Tabernacle and the pledges were led by Chloe Skelton. 3. Recognitions a. Recognition of Employees for Years of Service T. J. Alessi, EMS Captain, 10 years Clif Meekins, Fire Marshal, 20 years Sam Bass, Street Maintenance Supervisor, 20 years b. Recognition of the Employee of the Quarter - Victor Delgado Martinez, Solid Waste Worker 4. Citizen Comment Douglas Miller asked to rename Texas Street in honor of the LPHS Bulldogs and the new stadium. Phillip Hoot thanked the police and fire departments for providing tours to their grandchildren last week. 5. Presentations a. Sherry Free, Executive Director of the Pasadena Livestock Show & Rodeo, to share information and invite the City Council to their events b. La Porte Boys Baseball update on financials and operations. [Stephen Bailey, La Porte Baseball Association] 6. Consent Agenda a. Approve the minutes of the regular City Council meeting held on August 11, 2025. [Lee Woodward, City Secretary] b. Adopt Resolution 2025-21 approving the Assignment Agreement between the Southeast Texas Housing Finance Corporation (SETH) and Texas Department of Housing and Community Affairs (TDHCA). [Matt Daeumer, Assistant City Manager] c. Approve the Five Points Plaza Usage and Amplified Sound Policy. [Matt Daeumer, Assistant City Manager] Councilperson Engelken moved to approve the consent agenda, Councilperson Bentley seconded the motion; the motion was adopted, 9-0. 7. Public Hearings and Associated Ordinances a. Ordinance 2025-4095 FLUPAmendment#FLUP-2025-0012 -The City Council will hold a public hearing to receive comments regarding a recommendation by the Planning and Zoning Commission to adopt Ordinance 2025-4095 for approval of Future Land Use Plan (FLUP) Amendment #FLUP-2025-0012, a request by Jorge Moreno, applicant/owner, to change the designation in the FLUP from General Commercial to Low Density Residential on approximately 0.14 acres of land located at 514 N. 11th St. (HCAD Parcel: 0232130980009), La Porte, Harris County, Texas; followed by discussion and possible action to adopt Ordinance 2025-4095 for approval of Future Land Use Plan (FLUP) Amendment #FLUP-2025-0012, a request by Jorge Moreno, applicant/owner, to change the designation in the FLUP from General Commercial to Low Density Residential on approximately 0.14 acres of land located at 514 N. 11th St. (HCAD Parcel: 0232130980009), La Porte, Harris County, Texas. [Ryan Hvitlok, Planning Director, Planning and Development Department] Mayor Helton opened the public hearing at 6:43 p.m. Mr. Hvitlok provided information on the proposal. Jorge Moreno, the owner/developer, said he planned to build a home for sale and purchased the property knowing it was zoned general commercial. Council discussion focused on seeing if the other properties on that block would also like that half of the block to be rezoned to residential and understand the potential impacts. Phillip Hoot shared his experience on another piece of property he owned. Mayor Helton closed the public hearing at 6:57 p.m. Councilperson McCaulley moved to postpone indefinitely the consideration of Ordinance 2025-4095 for approval of Future Land Use Plan (FLUP) Amendment #FLUP-2025-0012, a request by Jorge Moreno, applicant/owner, to change the FLU P from General Commercial to Low Density Residential on approximately 0.14 acres of land located at 514 N. 11th St. (HCAD Parcel: 0232130980009), La Porte, Harris County, Texas; Councilperson Williams seconded the motion; the motion was approved; 9-0. 2 b. Manor Helton closed the public hearing at 7:00 p.m. Councilperson McCaulley moved to postpone indefinitely the consideration of Ordinance 2025-4096 for approval of Zone Change #ZC-2025-0012 a request by Jorge Moreno, applicant/owner, for a Zone Change changing the zoning classification from General Commercial (GC) zoning district to Low Density Residential (R-1) zoning district, on approximately 0.14 acres of land located at 514 N. 11th St., HCAD Parcel: 0232130980009; La Porte, Harris County, Texas; Councilperson Guerra seconded the motion; the motion was approved, 9-0. 8. Statutory Agenda a. HCAD Board of Directors - Presentation, discussion, and possible action to adopt Resolution 2025-22, nominating up to two (2) members to the Board of Directors of the Harris Central Appraisal District (HCAD), representing cities other than Houston, for a four-year term beginning January 1, 2026. [Rick Helton, Mayor] The item was put before the Council and no action was taken. b. Recreation and Fitness Center Renovations Phase II Construction - Presentation, discussion, and possible action to approve or deny construction award for the Recreation and Fitness Center Phase II and authorize the City Manager to execute a contract with Construction Masters of Houston, awarding a total bid of $2,564,000 with a construction contingency of $78,000.00 for a total amount of $2,642,000. [Jameson Appel, Assistant Director Public Works] Mr. Appel offered a presentation. Councilperson Engelken moved to approve the construction award for the Recreation and Fitness Center Phase II and authorize 3 the City Manager to execute a contract with Construction Masters of Houston; Councilperson Guerra seconded the motion; the motion was approved, 9-0. c. Kultured Mindz Sponsorship Request - Presentation, discussion, and possible action to approve request of Kultured Mindz, Inc. for city sponsorship of the 2025 Kultured Mindz Gala in an amount not to exceed $5,000.00. [Matt Daeumer, Assistant City Manager] Mr. Daeumer provided a presentation. Councilperson McCaullev moved to approve the request of Kultured Mindz, Inc. for City sponsorship of the 2025 Kultured Mindz Gala in an amount not to exceed $5,000; Councilperson McLarrin seconded the motion; the motion was approved, 9-0. d. Ordinance 2025-4097 Short -Term Rental Regulations - Presentation, discussion, and possible action to adopt Ordinance 2025-4097, an amendment to Chapter 22 "Businesses" of the Code of Ordinances of the City of La Porte establishing regulations applicable to the operation of short- term rentals. [Ryan Hvitlok, Planning Director, Planning and Development Department] Mr. Hvitlok provided a presentation. Councilperson Engelken moved to approve Ordinance 2025-4097, an amendment to Chapter 22 "Businesses" of the Code of Ordinances of the City of La Porte establishing regulations applicable to the operation of short-term rentals (this is the version provided at the meeting, not the version in the posted packet); Councilperson Guerra seconded the motion; the motion was approved, 9-0. 9. Reports a. Report of the La Porte Development Corporation Board of Directors meeting held on August 25 [Councilperson Engelken] Councilperson Engelken said the committee met and approved a public notice comment period for the Northside Sound Wall project. He said no action was taken on an incentive payment for an economic development incentive agreement. b. City of La Porte Fund Balance Report [Michael Dolby, Finance Director] Shelley Wolny provided the report, noting the General Fund ended June with 533 days of working capital and the Utility Fund ended June with 171 days of working capital. c. Administrative Reports [Corby Alexander, City Manager] Mr. Alexander congratulated the Planning and Development Department for being recognized by the Texas Chapter of the American Planning Association for receiving a Richard R. Lillie, FAICP Planning Excellence Recognition Program award for excellence in community planning, one of only 49 in the state this year. 4 10.Items of Community Interest Councilpersons congratulated the service award recipients and the Employee of the Quarter; offered thanks to Sherry Free for her Pasadena Livestock Show and Rodeo update and to Stephen Bailey for the La Porte Baseball Association update; wished Mrs. Bowers good luck on her pending parenthood; noted the City had met with the Coalition Against Big Trucks and had the opportunity to share concerns with Congressman Babin; called attention to the City's recognition by Consumer Affairs as the fifth highest Coastal City to Live In; and lauded the Fire Department staff for mowing a citizen's lawn after he had a heart attack incident. 11. Executive Session a. Real Property - Texas Government Code 551.072 - Deliberation regarding purchase, exchange, lease, or values of real property: The City Council will meet in closed session with the City Manager and the City Attorney to discuss purchase of real property located in the City of La Porte, Texas. b.
