The Keep La Porte Beautiful Committee of the City of La Porte met on
August 26, 2025, at the City Hall Council Chambers,
604 West Fairmont Parkway, La Porte, Texas, at 5:30 p.m.
1. CALL TO ORDER — Chairperson Pierson -Turner called the meeting to order at 5:30
P.M.
2. CITIZEN COMMENT - There were no comments.
3. APPROVE THE MINUTES — Member Gillett moved to approve the July 31st meeting
minutes with an edit to include Alternate 1 committee member Letitia Thralls
attendance in the absence of At-Larae B Rep. Frank Nance. Vice Chairperson Erika
Mendez -Gutierrez seconded. The motion was adopted, 9-0.

Presentation, discussion, and possible action to make a recommendation to the
City Council for the Parks & Recreation 2025-2026 draft budget options for City
facilities and park landscaping.
Chairperson Pierson -Turner introduced Tim Miller, Director of Parks and
Recreation, who gave a presentation outlining four draft budget options for the
2025-2026 city facilities and park landscaping budget. In the presentation, Mr.
Miller provided four options:
• Create a landscape division within Parks Maintenance at a cost of
$881,916
• Outsource landscaping services with no professional design at a cost of
$500,000
• Outsource design and landscaping services at a cost of $500,000
• Create a landscape design position with Parks Maintenance and
outsource landscaping services at a cost of $620,000 to $700,000
Member Burgess moved to approve a motion to recommend outsourcing
design and landscaping services at a cost of $500,000. Member Nance
seconded the motion. The motion was approved by 7-2, with Chairperson
Pierson -Turner and MemberAntone in opposition.
4.b Presentation, discussion, and possible action on a report from the Keep Texas
Beautiful research ad hoc committee.
Vice Chairperson Erika Mendez -Gutierrez provided an update on the ad hoc
committee meeting with Keep Friendswood Beautiful. Mendez -Gutierrez
announced plans to meet with other cities. Mendez -Gutierrez discussed
completing the checklist to become an affiliate of Keep Texas Beautiful and
providing an update at the upcoming meeting on September 16th.
Member Antone invited members to attend the Keep Texas Beautiful upcoming
volunteer database Zoom training.
4.c Discussion and possible action for future Keep La Porte Beautiful Committee
priority projects and initiatives.
Chairperson Pierson -Turner and members held a discussion and finalized a list
of priorities that members will rank before the ur)comina meetina for additional

5. ADJOURN — Without objection, Chair Pierson -Turner adjourned the meeting at 7:59
p.m.
