DECISION OF THE PLANNING AND ZONING COMMISSION

Commercial Plat Request #PLAT-2025-0030 Matt Carpenter: The La Porte Planning and Zoning Commission held a meeting on September 18, 2025, to consider Commercial Plat Request #PLAT-2025-0030 for the proposed Carson La Porte
commercial plat, located in the Light Industrial (LI) and Business Industrial (BI) zoning districts, on approximately 55.02 acres of land, generally located on the south side of State Highway 225, and east of Sens Rd., (HCAD Parcels 0401770010002, 0231470000904, and 0401790000020), La Porte, Harris County, Texas. The Commercial Plat was denied by the City of La Porte Planning and Zoning Commission (“Commission”) on September 18, 2025, by a vote of five (5) in favor of denying and three (3) against denying the Commercial Plat. The plat was reviewed in accordance with the requirements of the Texas Local Government Code, Chapter 212 and the City of La Porte Subdivision and Development Ordinance. On this date, the
Commission found that the request does not meet the requirements set forth in Section 86-8 and Section 86-15 of the City of La Porte Zoning Ordinance for approval of a plat. Following review, the application is denied based on the findings below relating to provisions outlined in Section 86-8 and Section 86-15 of the La Porte Code of Ordinances:
• Plats are required to show and label all rights-of-way of all streets and alleys, either
existing or proposed, within the plat boundaries and immediately adjacent thereto. Indicate right-of-way width between points, curvature, tangency and at changes in width.
• Please provide a shared access easement agreement so that you are not land
locking adjacent properties. Include filing number for recorded easement on the plat.
• Plats are required to graphically “ensure compliance with City's Public Improvement
Criteria Manual (PICM), where applicable.” Additional requirements are included in Section 86-15 of the La Porte Code of Ordinances, which states, “Where adjoining areas are not developed, but may be developed, the arrangement of streets in a new development shall make provisions for the proper projection of streets into adjoining areas by carrying the new streets to the boundaries of the new development at appropriate locations. All such streets shall be designed in accordance with the PICM.”
• Per Chapter 6 of the PICM: "Commercial and industrial minimum pavement radii for the cul-de-sac bulb as measured to the face of curb shall be 60 feet."
