The City of La Porte Drainage and Flooding Committee met on
September 8, 2025, at the City Hall Council chamber,
604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m.
1. CALL TO ORDER - Chair Martin called the meeting to order at 5:01 p.m.
2. CITIZEN COMMENT - There were no comments.
3. MINUTES APPROVAL - Presentation, discussion, and possible action to
approve the minutes of the August 11, 2025, meeting. [Lee Woodward, City

Member Engelken moved to approve the minutes of the August 11, 2025 meeting;
Councilperson Bentley seconded; the minutes were adopted as presented. Item 7a
was handled after this item.
4. 100-ACRE-FOOT POND - Presentation, discussion, and possible action
regarding the status of the 100-acre-foot detention pond project near the
Pasadena Convention Center and Brookglen Subdivision, as established in
amended interlocal agreement between the City of La Porte and the City of
Pasadena. [Ray Mayo, Director of Public Works]
Mr. Mayo provided an update, saying construction bids have been submitted and that
the City of Pasadena expects to issue an award in October.
5. HCFCD PROJECT UPDATE - Presentation, discussion, and possible action
regarding Harris County Flood Control District (HCFCD) and Harris County
Precinct 2 current and future plans related to Flooding in the City of La Porte.

Mr. Mayo provided an update on the F216 Project, saying HCFCD are working on an
ownership question for one tract in the project area.
6. CURRENT DRAINAGE PROJECT UPDATE - Presentation, discussion, and
possible action regarding the status of current drainage projects. [Ray Mayo,
Director of Public Works]
Jameson Appel provided an update, saying the City was working through a punch list
at Bayside Terrace, which he expects to take at least three weeks. On Brookglen, he
said the majority of the drainage north of Venture had been put in, with about half of
the overall project will be completed, with the new waterline fully installed and 120
homes to be connected. He added that the project is slightly behind schedule but
progressing well. Member Engelken asked for attention to driveways and thanked staff
and the contractor attending the HOA meetings.
7. ADDITIONAL DRAINAGE CONCERNS - Presentation, discussion, and possible
action to provide administrative staff of the City with direction, if necessary,
regarding additional drainage concerns. [Ray Mayo, Director of Public Works]
a. Public Improvement Criteria Manual (PICM) Updates - Receive report from
staff on recent updates to the Public Improvement Criteria Manual and
provide direction to staff.
This item was handled after Item 3. Candyce Ward of CobbFendley summarized
the proposed updates to the Public Improvement Criteria Manual (PICM) for the
committee. She clarified that home generator elevation height is set by city
ordinance, not the PICM. Mr. Alexander announced that the Texas Legislature
adopted a bill, effective September 1, that removes the City's ability to regulate
generator permitting outside the floodplain. Mr. Askins said the new legislation is
still under City review.
8. SET NEXT MEETING -The next meeting was set for October 13.
9. COMMITTEE COMMENT — There were no comments.
