NOTICE FOR REQUEST FOR QUALIFICATIONS RFQ #24601 PROFESSIONAL ENGINEERING SERVICES FOR 2024 FUNDING OF HMGP, BRIC AND FMA PROJECTS The City of La Porte (the “City”) invites the submittal of responses to this Request for Qualifications (RFQ) from qualified firms interested in providing Professional Engineering Services for the City of La Porte for 2024 Funding of Hazard Mitigation Grant Program (HMGP), Building Resilient Infrastructure and Communities Grant Program (BRIC), and/or Flood Mitigation Assistance Grant Program (FMA). The City of La Porte plans to apply for available grant funding offered under HMGP, BRIC, and FMA. These services are being solicited to assist the City in applications and, if award-ed to support eligible activities. Accordingly, the City is seeking to contract with a qualified engineering team that can provide support to the City’s Grant Administrator and then sup-port the City with completing professional services associated with awarded grants. This Request for Qualifications does not commit the City to award a contract or lease, or to pay any costs incurred as a result of preparing such a response. NOTICE OF ORDER AND CONDEMNATION OF DANGEROUS BUILDING On June 24, 2024, the City Council of the City of La Porte, Texas, after holding a public hearing, adopted Ordinance 2024-3972, declaring that the single-family residential dwell-ing located at 114 South Iowa St., La Porte, Texas, and legally described as Lots 20 and 21, Block 197, Town of La Porte Addition to City of La Porte, Harris County, Texas, was unfit for human use or habitation or was obsolete, dilapidated, or substandard, in violation of the City of La Porte Code of Ordinances Sec. 82-476. The La Porte City Council found, determined, and declared such building to be a public nuisance, and ordered such building condemned. The La Porte City Council ordered the owner, mortgagee, and/or lienholder of the property to entirely remove or demolish such building, including all slabs, parking bays, and drive-ways, to commence such removal within ten (10) days from the effective date of Ordinance 2024-3972, and to complete said removal or demolition within forty-five (45) days from the effective date of Ordinance 2024-3972. The effective date of Ordinance 2024-3972 was June 24, 2024.
The City Council ordered the Dangerous Buildings Inspection Board of the City of La Porte to cause a notice of the dangerous, unsanitary condition of the building to be affixed in one or more conspicuous places on the exterior of said building.

APPLICATION AND PRELIMINARY DECISION. Foremark Performance Chemicals, Inc., 12511 Strang Road, La Porte, Texas, 77571, which operates Foremark Performance Chemicals, an organic chemicals production facility, has applied to the Texas Commission on Environmental Quality (TCEQ) for a renewal of Texas Pollutant Discharge Elimination System (TPDES) Permit No. WQ0004201000, which authorizes the discharge of cooling tower blowdown, boiler blowdown, water treatment waste, and peviously monitored ef-fluent at a daily average flow not to exceed 600,000 gallons per day via Outfall 001. The TCEQ received this application onJune 5, 2023.
The facility is located at 12511 Strang Road, in the City of La Porte, Harris County, Texas 77571. The effluent is discharged directly to the San Jacinto Bay in Segment No. 2427 of the Bays and Estuaries Basin. The designated uses for Segment No. 2427 are primary contact recre-ation and high aquatic life use.
The TCEQ Executive Director has completed the technical review of the application and prepared a draft permit. The draft permit, if approved, would establish the conditions underwhich the facility must operate. The Executive Director has made a preliminary decision that this permit, if issued, meets all statutory and regulatory requirements. The permit appli-cation, Executive Director’s preliminary decision, and draft permit are available for viewing and copying at the La Porte Branch Library, 600 South Broadway Street, La Porte, Texas.

PUBLIC COMMENT / PUBLIC MEETING. You may submit public comments or re-quest a public meeting about this application. The purpose of a public meeting is to provide the opportunity to submit written or oral comment or to ask questions about the application. Generally, the TCEQ will hold a public meeting if the Executive Director determines that there is a significant degree of public interest in the application or if requested by a local legislator. A public meeting is not a contested case hearing.
OPPORTUNITY FOR A CONTESTED CASE HEARING. After the deadline for pub-lic comments, the Executive Director will consider the comments and prepare a response to all relevant and material, or significant public comments. The response to comments, along with the Executive Director’s decision on the application, will be mailed to ev-eryone who submitted public comments or who requested to be on a mailing list for this application. If comments are received, the mailing will also provide instructions for requesting a contested case hearing or reconsideration of the Executive Director’s decision. A contested case hearing ¡is a legal proceeding similar to a civil trial in a state district court.
TO REQUEST A CONTESTED CASE HEARING, YOU MUST INCLUDE THE FOLLOWING ITEMS IN YOUR REQUEST: your name, address, phone number; applicant’s name and proposed permit number; the location and distance of your property/activities relative to the proposed facility; a specific description of how you would be adversely affected by the facility in a way not common to the general public; a list of all disputed issues of fact that you submit during the comment period; and the statement “[I/we] request a contested case hearing.” If the request for contested case hearingis filed on behalf of a group or association, the request must designate the group’s representative for receiving future correspondence; identify by name and physical address an individual member of the group who would be adversely affected by the proposed facility or activity; provide the information discussed above regarding the affected member’s location and distance from the facility or activity; explain how and why the member would be affected; and explain how the interests the group seeks to protect are relevant to the group’s purpose.
Following the close of all applicable comment and request periods, the Executive Director will forward the application and any requests for reconsideration or for a contested case hearing to the TCEQ Commissioners for their consideration at a scheduled Commission meeting.
The Commission may only grant a request for a contested case hearing on issues the re-questor submitted in their timely comments that were not subsequently withdrawn. If a hearing is granted, the subject of a hearing will be limited to disputed issues of fact or mixed questions of fact and law relating to relevant and material water quality concerns submitted during the comment period. TCEQ may act on an application to renew a permit for discharge of wastewater without providing an opportunity for a contested case hearing if certain criteria are met.
EXECUTIVE DIRECTOR ACTION. The Executive Director may issue final approval of the application unless a timely contested case hearing request or a timely request for reconsideration is filed. If a timely hearing request or request for reconsideration is filed, the Executive Director will not issue final approval of the permit and will forward the ap-plication and requests to the TCEQ Commissioners for their consideration at a scheduled Commission meeting.
MAILING LIST. If you submit public comments, a request for a contested case hearing or a reconsideration of the Executive Director’s decision, you will be added to the mailing list for this specific application to receive future public notices mailed by the Office of the Chief Clerk. In addition, you may request to be added to: (1) the permanent list for a specific applicant name and permit number; and (2) the mailing list for a specific county. If you wish to be placed on the permanent and the county mailing list, clearly specify which list(s) and send your request to TCEQ Office of the Chief Clerk at the address below.

NOTICE OF CITY COUNCIL PUBLIC HEARING REGARDING THE LA PORTE FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT ADOPTED BUDGET FOR FY 2024-2025 Notice is hereby given that the City Council of the City of La Porte, Texas, will a hold a public hearing on the La Porte Fire Control, Prevention, and Emergency Medical Services District Board of Director’s adopted budget for the 2024-2025 fiscal year on the 22nd day of July 2024, in the Council Chambers of the City Hall, 604 West Fairmont Parkway, La Porte, Texas, beginning at 6:00 p.m. The purpose of this hearing is to provide citizens with the opportunity to comment on the adopted budget.
The City of La Porte City Council must, by requirements of Texas Local Government Code Section 344.205(d), adopt or reject the La Porte Fire Control, Prevention, and Emergency Services District’s adopted budget not later than the 30th day before the date the fiscal year begins. Copies of the adopted budget will be available for public inspection and copying at City Hall, 604 West Fairmont Parkway, La Porte, Texas, during normal business hours.
