City Secretary
The Fiscal Affairs Committee of the City of La Porte met on July 28, 2025,
at the City Hall Council Chambers, 604 West Fairmont Parkway,
La Porte, Texas, at 4:30 p.m.
1. CALL TO ORDER - Chair Engelken called the meeting to order at 4:30 p.m.
2. CITIZEN COMMENT - There were no comments.
3. STATUTORY AGENDA
a. Presentation, discussion, and possible action to approve the minutes of the
March 10, 2025, meeting. [Lee Woodward, City Secretary/PIO]
Member Martin moved to approve items 3.a. and b. together, for both sets of
minutes; the motion was adopted.
b. Presentation, discussion, and possible action to approve the minutes of the
April 28, 2025, meeting. [Lee Woodward, City Secretary/PIO]
This item was considered with item 3.a.
c. Presentation, discussion, and possible action to receive and review the Third
Quarter FY2025 Investment Report. [Shelley Wolny, Asst. Finance Director]
Mrs. Wolny presented the report, noting the City's investments had earned 141%
of the interest budgeted and that, as of June 30, the City's portfolio totaled
$276,071,064.00. The Committee noted the City's triple A investment rating
updated recently.
d. Quarterly P-Card Report - Presentation, discussion and possible action to
receive and review March - May 2025 Procurement Card Reports. [Cherell
Daeumer, Purchasing Manager]
Mrs. Daeumer presented the report.
4. ADMINISTRATIVE REPORTS - Mr. Alexander expressed pride in the Finance team
and the increased rating.
5. SET DATE FOR NEXT MEETING - Without objection, the next meeting was set for
November 10.
6. COMMITTEE MEMBER COMMENTS - Committee members thanked the staff for
their work.
