Askins, City Attorney; Lee Woodward, City Secretary The City of La Porte Drainage and Flooding Committee met on October 13, 2025, at the City Hall Council chamber, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m. 1. CALL TO ORDER - Chair Martin called the meeting to order at 5:02 p.m. 2. CITIZEN COMMENT There were no comments. 3. Presentation, discussion, and possible action to approve the minutes of the September 8, 2025, meeting. [Lee Woodward, City Secretary] Member Engelken moved to approve the minutes of the September 8, 2025, meeting; Councilperson Williams seconded the motion; the minutes were adopted as presented. 4. 100-ACRE-FOOT POND - Presentation, discussion, and possible action regarding the status of the100-acre-foot detention pond project near the Pasadena Convention Center and Brookglen Subdivision, as established in amended interlocal agreement between the City of La Porte and the City of Pasadena. [Ray Mayo, Director of Public Works] Mr. Mayo provided an update, noting the contract was awarded and the project is expected to be completed within the next twelve months. Councilperson Engelken asked if the City could place a camera to observe progress. 5. HCFCD PROJECT UPDATE - Presentation, discussion, and possible action regarding Harris County Flood Control District (HCFCD) and Harris County Precinct 2 current and future plans related to Flooding in the City of La Porte. [Ray Mayo, Director of Public Works] Mr. Mayo said the HCFCD planned to break ground this year for the second detention pond at Brookglen. City Manager Alexander said the item for closure of a street will go first to the Planning and Zoning Commission on October 23 and then come to Council. On the F-101 Channel Improvements, Mr. Mayo said grant funding would require sending an RFQ and would delay the design slightly. 6. CURRENT DRAINAGE PROJECT UPDATE - Presentation, discussion, and possible action regarding the status of current drainage projects. [Ray Mayo, Director of Public Works] Mr. Appel said he had attended the Brookglen HOA meeting last Thursday, to good effect. Regarding Bayside Terrace, Chair Martin confirmed things had been almost wrapped up with the Environmental Allies punch list. He thanked PublicWorks for their work. 7. ADDITIONAL DRAINAGE CONCERNS - Presentation, discussion, and possible action to provide administrative staff of the City with direction, if necessary, regarding additional drainage concerns. [Ray Mayo, Director of Public Works] There were no additional concerns. 8. SET NEXT MEETING -The next meeting was set for November 10. 9.
