All agenda items are subject to action. 1. Call to Order The Mayor will determine that a quorum of Councilpersons is present and open the business meeting. 2. Invocation and Pledges of Allegiance INVOCATION - The invocation will be given by Lanier Young, St. John's Episcopal Church. PLEDGES - Will be led by Drayden Isom. Ten citizens signed up for the course, which met every Thursday for ten weeks. In these gatherings, participants learned what it's like to keep a city of approximately 35,000 residents running smoothly on a daily basis. This unique program gives participants hands-on interaction with key City staff and a closer look at the services the City provides. Participants took tours of City facilities and had opportunities to ask questions about operations. The City U. Class of 2025 provides the City with citizen input. We hope they will continue to influence the organization by considering applying to serve on City boards, committees, and commissions. Congratulations to them all on completing the course, we look forward to working with them in the future. Citizen Comment State law provides that members of the public may speak before the Council considers an item of business. Complete a sign up sheet before speaking. (Generally limited to five minutes per person; the time may be reduced if there is a high number of speakers or for other considerations.) Members of the Council may ask questions or make statements of fact in response to comments but are not obligated to respond and will not participate in debate or take action during this portion of the agenda. Items may be requested for future agendas in accordance with the adopted Rules of Procedure. 5. Consent Agenda Approval of Consent Agenda items authorizes each to be implemented in accordance with staff recommendations provided. An item may be removed from the Consent Agenda and added to the Statutory Agenda for full discussion upon request by a member of the Council present at this meeting. 5.a Approve the minutes of the regular City Council meeting held on October 27, 2025. [Lee Woodward, City Secretary/PIO] Page 2 of 7 5.b Purchase of Neptune Meters Authorize the purchase of Neptune meters and parts from Core and Main of Houston, not to exceed the budgeted amount of $438,500.00.[Michael Dolby, Finance Director] 5.c Homeland Security Grant for Protective Barriers Approve a resolution authorizing the City Manager to approve and accept appropriations of a grant from the Urban Area Security Initiative (UASI) in the amount of $141,052.63 for the Mobile Barricade Project. [Johnny Morales, Emergency Management Coordinator] 5.d Homeland Securtly, Grant for Camera Trailer Approve a resolution authorizing the City Manager to approve and accept appropriations of a grant from the Urban Area Security Initiative (UASI), in the amount of $30,000.00 for the La Porte Police Department Surveillance Trailer Project. [Johnny Morales, Emergency Management Coordinator] 5.e Approve the FY 2025 AudWAsset Forfeiture Report Approve the Fiscal Year 2025 auditlasset forfeiture report and associated financial records of the La Porte Police Department as required by Chapter 59 of the Texas Code of Criminal Procedure. [Scott Pullig, Chief of Police] 5.f Bid #25020 - Mowing Contract Award Bid #25020 "PARD Mowing Services" and authorize the City Manager to execute a ten- (10-) month contract with option for two (2) one- (1-) year extensions to NeoGlobal Enterprises, LLC, d/b/a Horticare Landscape Management, for mowing of various City properties, not to exceed the annual budgeted amount. [Tim Miller, Director of Parks & Recreation] 5.g TIRZ Interlocal Agreement -Sylvan Beach Pier Authorize the City Manager to execute an Interlocal Agreement between the City of La Porte, Texas, and the Reinvestment Zone Number One, City of La Porte, Texas, to bid, construct and manage renovations and improvements to the Sylvan Beach Pier located at 636 Bayshore Drive, La Porte, Texas. [Matt Daeumer, Assistant City Manager] 5.1 TIRZ Interlocal Agreement - Piddeball Courts Authorize the City Manager to execute an Interlocal Agreement between the City of La Porte, Texas, and the Reinvestment Zone Number One, City of La Porte, Texas, to bid and construct new pickleball courts located at 600 Little Cedar Bayou Drive, La Porte, Texas. [Shelley Wolny, Assistant Finance Director] 5.j Cisco Smartnet FY26 Annual Renewal Authorize the purchase of hardware support and software support in the amount of $114,720.97 from DataVox through cooperative purchasing contracts DIR-CPO- 5347.[Darren Withers, IT Manager] Page 3 of 7 5A Intedocal Agreement with City of Motgan's Point for Emergency Management Services Authorize the Mayor to execute an Interlocal Agreement between the City of La Porte, Texas, and the City of Morgan's Point, Texas, for Emergency Management Services. [Johnny Morales, Emergency Management Coordinator] 5.1 Ordinance 2025-5010 Adopt Ordinance 2025-5010 repealing regulations pertaining to mobile food vendors as codified in Chapter 22 "Businesses" of the Code of Ordinances of the City of La Porte, Texas. [Ryan Hvitlek, Director of Planning & Development] 6. Public Hearings and Associated Ordinances State law provides for public hearings on particular items, such as the annual City budget, tax rate, and some land use decisions. Members of the public may speak when the presiding officer calls for comments, without signing up in advance. (Generally limited to five minutes per person, in accordance with state law, the time may be reduced if there is a high number of speakers or for other considerations.) Members of the Council may ask questions or make statements of fact in response to comments but are not obligated to respond and will not participate in debate or take action until the public hearing is closed and the item is placed before them for consideration. 6.a Dangerous Building -114 S. Iowa SL The City Council will hold a public hearing to receive comment on the adoption of Ordinance 2025-4092 ordering the condemnation of dangerous/substandard structures located at 114 S. Iowa St., La Porte, Texas; followed by discussion and possible action to adopt Ordinance 2025-4092 ordering the condemnation of dangerous/substandard structures located at 114 S. Iowa St., La Porte, Texas. [Richard Glass, Chief Building Official] 7. Statutory Agenda Councilpersons will engage in debate in accordance with their adopted parliamentary authority. Members of the public may be permitted to answer questions from the Council or provide information if requested by the Council (either without objection or on a majority vote in favor). 7.a Ordinance 2025-4065 Presentation, discussion and possible action to adopt Ordinance 2025-4065 amending Chapter 50 "Parks and Recreation" and Appendix A "Fees" of the Code of Ordinances of the City of La Porte, Texas, by revising regulations applicable to the operation of city parks and related facilities. [Tim Miller; Director Parks & Recreation] 7.b Construction Manager at Risk for Public Works Phase III & IV Presentation, discussion, and possible action to award Public Works Facility Improvements Phase III & IV Construction Manager at Risk to Comex Corporation and authorize the City Manager to execute said contract, providing for an award of an $8,000.00 preconstruction services fee to be used during the design phase, a future cost of $637,250.00 for general conditions, and a profit and overhead rate of 2.95%, both to be included in the guaranteed maximum price (GMP). [Jameson Appel, Assistant Director of Public Works] 7.d Cast Ctty's Ballot for HCAD Board Presentation, discussion, and possible action to cast the City of La Porte's ballot for person(s) to be appointed to serve on the board of directors of the Harris Central Appraisal District, for a term beginning January 1, 2026. [Lee Woodward, City Secretary] 7.e Chapter 172 Committee Insurance Recommendations Presentation, discussion, and possible action to approve recommendations from the Chapter 172 Employee and Retiree Insurance Advisory Committee regarding Dental, Vision, Life, AD&D, and Disability lines of coverage. Items of Community Interest Per Texas Gov't. Code Sec. 551.0415, the Council may receive from staff and/or may make a report about items of community interest during a meeting without having given notice of the subject of the report, if no action is taken and, except as provided by Section 551.042, possible action is not discussed regarding the information provided in the report. Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding specific factual information or existing policy from the Mayor, Councilpersons, and City stall, for which no formal action will be discussed. 10. ExecuWe Session The portion of the Texas GovY. Code known as the Texas Open GovY. Act (TOMA, TGC Ch. 551) provides a limited set of circumstances that allow the Council to meet in a session closed to the public. The Council will first meet in an open session, announce the exception that allows it to meet in a closed session, and announce the time it is convening in closed session. The Council will post executive sessions it is aware of in advance, but may go into an executive session if a situation arises during a meeting that calls for an appropriate exception. The Council will convene in executive session without a vote unless an objection is raised by a member of the Council. Page 5 of 7 If, during the course of the meeting and discussion of any items covered by this notice, City Council determines that a closed or executive session of the Council is required, then such closed meeting will be held as authorized by Texas Government Code, Chapter 551, Section 551.071 consultation with counsel on legal matters,, Section 551.072 - deliberation regarding purchase, exchange, lease or value of real property, Section 551.073 - deliberation regarding a prospective gift; Section 551.074 - personnel matters regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; Section 551.076 - implementation of security personnel or devices; Section 551.087 - deliberation regarding economic development negotiation; Section 551.089 - deliberation regarding security devices or security audits, and/or other matters as authorized under the Texas Government Code. If a closed or executive session is held in accordance with the Texas Government Code as set out above, the City Council will reconvene in open session in order to take action, if necessary, on the items addressed during executive session. Texas Government Code Sec. 551.087(2) - DELIBERATION REGARDING ECONOMIC DEVELOPMENT NEGOTIATIONS. The City Council will meet in closed session with the city manager and city attorney to deliberate the offer of a financial incentive to a business prospect that the City Council seeks to have locate in the City of La Porte. 11. Reconvene The Council will reconvene in open session and consider action, if any, on item(s) discussed in executive session. Only action of the Council decided on in an open session is legal. The Council will announce the time it reconvenes before resuming consideration or adjourning. 12. Adjourn Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services are requested to contact the City Secretary's Office (281-470-5021), three working days prior to the meeting for appropriate arrangements. Pursuant to Texas Government Code Sec. 551.127, on a regular, non -emergency basis, members may attend and participate in the meeting remotely by video conference. Should that occur, a quorum of the members will be physically present at the location noted above on this agenda.
