Members Attending Remotely: None Members Absent: Erika Mendez -Gutierrez, Vice Chairperson was absent. Alternate 1, Leticia Thralls presided in her absence. Member Michael Hanks was absent. Alternate 4 Allison Vickery-Fowle presided in his absence. Member Susie Burgess was absent. Staff Present: Matt Daeumer, Assistant City Manager; Tiffaney Bradley, Special Projects & Communications Manager; Tim Miller, Parks & Recreation Director Shaun Lundy, Parks Superintendent; Ray Mayo, Public Works Director The Keep La Porte Beautiful Committee of the City of La Porte met on October 21, 2025, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 5:30 p.m. 1. CALL TO ORDER — Chairperson Pierson -Turner called the meeting to order at 5:30 Pam 2. CITIZEN COMMENT - There were no comments. 3. APPROVE THE MINUTES — Member Gillett moved to approve the September 16, 2025. meetina minutes. Member Barnett seconded. The motion was adopted 8-0. 4. COMMITTEE CHARGE, DISCUSSION, AND POSSIBLE ACTION 4.a Presentation and discussion on the City of La Porte's Parks and Recreation operational processes, presented by Director Tim Miller. Parks & Recreation Director Tim Miller briefed the committee on parks, facilities, and programming operations. Chairperson Pierson -Turner and Member Nance expressed interest in the committee partnering on public education and future programming. No action was taken. 4.b Presentation, discussion, and possible action for the Texas Arbor Day tree planning event at MILK Park on November 7, 2025. Chairperson Pierson -Turner provided an update on the November 7 tree planting event and confirmed that Trees for Houston is donating 19 trees. A map of the tree plantings was provided to the committee. The Parks Department will deliver the trees and dig holes for the trees ahead of the event. Parks staff will also provide shovels and will mulch and stake the trees after planting.The City Manager's Office will provide a tent. Alternate Member Thralls will supply a water cooler and water. Committee T-shirts have been ordered, and the City Manager's Office will contact members to pick up their T-shirts from City Hall once they arrive. The City Manager's Office will invite the Mayor and City Council and assist with outreach by posting on the City's social media platforms and sharing the flyer with the local newspaper. 4.c Presentation, discussion, and possible action on updates from the Keep Texas Beautiful Research Ad Hoc Committee. Chairperson Pierson -Turner provided an update on behalf of Vice Chairperson Mendez -Gutierrez who oversees the ad hoc committee. The ad hoc committee is 80% complete with the application to become a Keep Texas Beautiful Affiliate. The next step is finalizing the budget components which Erika is working to complete. 4. d. Presentation, discussion, and possible action from Keep Texas Beautiful sub -committees incorporating landscaping priorities for city -owned facilities: Member Nance moved to approve three subcommittees: Parks, Main Street Enhancement and Fagade Grants, and Monuments. Member Gillett seconded. The motion was adopted 8-0. Chairs are needed for each subcommittee, and members will email their interest in serving as Chairs or Co -Chairs. City liaisons will support the subcommittees with coordination and data. Each subcommittee will prepare a short priority list (3-5 items) noting which projects require professional design and which can be handled in-house. Member Gillett moved to adopt the first three facility priorities for the City's landscaping consultant design work: the La Porte Public Library, the La Porte Police Department and Municipal Court Building, and Five Points Plaza. The motion was seconded by Alternate Member Vickery-Fowle. The motion was adopted 8-0. 5.
