Commissioners absent: Commissioners Richard Warren, Steve Gillett, and Sean McCabe. City Staff present: Johnna Matthews, Planning Manager; Yvonne Briscoe, Planner II; Clark Askins, City Attorney; and Maria Peña, Planning and Development Department Coordinator. 1. CALL TO ORDER Chairman Victor Peres called to meeting to order at 6:16 p.m. 2. ROLL CALL OF MEMBERS: Commissioners Richard Warren, Steve Gillett, and Sean McCabe were absent. 3. CITIZEN COMMENT (Generally limited to five minutes per person; in accordance with state law the time may be reduced if there is a high number of speakers or other considerations) No Comments. 4. CONSENT AGENDA 4.a Consider Approval of the Meeting Minutes Approve the minutes of the October 16, 2025, regular meeting of La Porte Planning and Zoning Commission. Commissioner Nancy Ojeda made the motion to approve the meeting minutes; the motion was seconded by Commissioner Wayne Landin. The motion passed 6-0. 4.b Consider Approval of the Meeting Minutes Approve the minutes of the October 29, 2025, work session of the La Porte Planning and Zoning Commission. DISCUSSION AND POSSIBLE ACTION 5.a Major Development Site Plan #SP-2025-0051 Discussion and possible action concerning Major Development Site Plan #SP-2025-0051, a request by Hayden Besetzny of Kimley-Horn, applicant, on behalf of Carson TC, LLC, owner, for the proposed Carson La Porte Major Development Site Plan, located in the Light Industrial (LI) and Business Industrial (BI) zoning districts, on approximately 55.02 acres of land, generally located on the south side of State Highway 225, and east of Sens Rd. (HCAD Parcels 0401770010002, 0231470000904, and 0401790000020), La Porte, Harris County, Texas. Yvonne Briscoe, Planner II, presented the proposed Major Development Site Plan #SP-2025- 0051. The applicant was present and available for questions. Commissioner Nancy Ojeda made the motion to approve Major Development Site Plan #SP-2025-0051 with staff's recommended conditions; the motion was seconded by Commissioner Dewey Walls. The motion passed 6-0. 6. PUBLIC HEARING ASSOCIATED ITEMS 6.a Special Conditional Use Permit (SCUP) #SCUP-2025-0028 The Commission will hold a Public Hearing to receive input on Special Conditional Use Permit (SCUP) #SCUP-2025-0028, a request submitted by Terry Medders, applicant; on behalf of Medders Real Estate Services LLC, owner, for the development of off-site parking within the General Commercial (GC) zoning district on approximately 0.14 acres of land located at the southeast corner of West C Street and South 16th Street (HCAD Parcel 0241020890001), La Porte, Harris County, Texas. The public hearing was opened at 6:33 p.m. Johnna Matthews, Planning Manager, presented the proposed Special Conditional Use Permit #SCUP-2025-0028. Alton Ogden with Oakland Land & Development inquired about the planned surface material for the parking area, asking whether it would be concrete, asphalt, rock, or dirt. Chairman Victor Peres stated he believed rock or dirt is not allowed as a parking surface under current regulations. Alton Ogden with Oakland Land & Development stated there have been instances over the past year where rock or dirt surfaces were used in La Porte. Kevin King, 1395 Ford Avenue, Dayton TX, spoke on behalf of Mr. Medders, stating that concrete is planned for the parking surface and all parking and drainage requirement will be met. Jose Medina, 302 S. 15th Street, expressed concerns regarding the safety of children in the area and inquired whether vehicles could be required to turn left to avoid entering the residential neighborhood or whether an alternative exit onto S. 16th Street could be considered. Page 3 of 5 November 20, 2025 – P & Z Commission Meeting Minutes Chairman Victor Peres clarified that the plan shows a single entrance, with the parking lot entrance located on C Street. Commissioner Mark Follis stated that because the required minimum driveway distance from the intersection is 40 feet, a driveway on S. 16th Street would not be permitted. He suggested that a ‘Left Turn Only’ sign might help address safety concerns. He inquired whether a recommendation for a ‘Left Turn Only’ sign could be incorporated into the SCUP. Johnna Matthews, Planning Manager, stated that the SCUP only allows deviations from the zoning ordinance not the sign ordinance. Clark Askins, City Attorney, stated he had no objection to adding the sign requirement, provided it does not conflict with the City’s sign ordinances. Johnna Matthews, Planning Manager, stated it is not contrary to any other rule. Commissioner Mark Follis stated that it would be reasonable to include the “Left Turn Only” sign recommendation. Commissioner Dewey Walls inquired about the location and width of the driveway serving the parking area. Johnna Matthews, Planning Manager, responded the driveway will meet all city standards, however the final design will be determined during the Site Plan Review process. Commissioner Follis stated the preliminary sketch indicates a 35-foot-wide driveway, which is the maximum allowed on that street, and it must be set back at least 40 feet from the property line at the intersection. Commissioner Dewey Walls inquired if any vehicles would be stored on-site for more than 24 hours. Johnna Matthews, Planning Manager, stated that the parking area is intended to serve the businesses at 311 and 313 S. 16th Street. While the specific use is not yet known, any permitted use would be required to comply with all applicable zoning and screening requirements. Commissioner Ojeda shared that she spoke with residents on 15th Street who expressed concerns about the impact of the development on the surrounding residential area. She appreciated the recommendation for the “Left Turn Only” sign but noted that, since the street is a two-way street, the sign might not be enforceable. Chairman Victor Peres stated having the left turn only sign would be a courtesy and benefit future residential development. Commissioner Nancy Ojeda inquired how many parking spaces are required at 311 and 313 S. 16th Street. Johnna Matthews, Planning Manager, stated that staff would need to know the NAICS code for the proposed use to determine the required parking requirement. For general contractors, the current code requires a minimum of four (4) parking spaces plus one (1) space per 1,000 square feet. Page 4 of 5 November 20, 2025 – P & Z Commission Meeting Minutes The public hearing was adjourned at 6:56 p.m. Chairman Victor Peres noted that many of the larger buildings along the street have limited parking and expressed interest in revising the parking requirements in Chapter 106 in the future. Commissioner Mark Follis made the motioned to recommend approval of Special Conditional Use Permit #SCUP-2025-0028 for off-site parking, including the recommendation for a “Left Turn Only” sign and all staff’s recommended conditions to City Council; the motion was seconded by Commissioner Nancy Ojeda. The motion passed 6-0. 6.b Street and Alley Closure (SAC) #SA-2025-0009 The Commission will hold a Public Hearing to receive input on Street and Alley Closure (SAC) #SAC-2025-0009, a request by Bryan Moore of Aspendora Contractors LLC, applicant, on behalf of Oakland Land and Development, LLC, owner, for the purpose of vacating, abandoning, and closing an approximately 24,000 square foot portion of the undeveloped sixty (60) foot 12th Street right-of-way between W. Tyler Street and Madison Street and an approximately 6,400 square foot portion of an undeveloped sixteen (16) foot alleyway between Lots 1-16 and 17-32, Block 649 of the Town of La Porte subdivision, Harris County, Texas. The public hearing was opened at 7:00 p.m. Yvonne Briscoe, Planner II, presented the proposed Street and Alley Closure #SAC-2025- 0009. The applicant was present and available for questions. No Comments. The public hearing was adjourned at 7:04 p.m. Commissioner Nancy Ojeda made the motion to recommend approval of Street and Alley Closure #SAC-2025-0009 as recommended by staff to City Council; the motion was seconded by Commissioner Wayne Landin. The motion passed 6-0. 7. MEETING SCHEDULE 7.a Cancel or Reschedule December Meeting Yvonne Briscoe, Planner II, informed the Commission that a residential replat must be considered by the Commission. A city-initiated Future Land Use Plan Amendment and Zone Change are also ready to move forward. No changes were made to the next regularly scheduled meeting on December 18th. (Note: Chairman Victor Peres is unable to attend) 8. ADMINISTRATIVE REPORTS Johnna Matthews, Planning Manager, provided updates on recent City Council actions. • October 27th City Council approved amendments to Chapter 106.
