MINUTES OF THE SPECIAL MEETING OF THE LA PORTE PLANNING AND ZONING COMMISSION
OCTOBER 29, 2025 The Planning and Zoning Commission of the City of La Porte met in a special meeting on Wednesday, October 29, 2025, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 6:15 p.m., with the following in attendance:
Commissioners present: Chairman Victor Peres; Commissioners Wayne Landin; Richard Warren; Sean
McCabe; Steve Gillett; Joe Mock; Mark Follis; Dewey Walls; and Nancy Ojeda.
Commissioners absent: None
City Staff present: Ryan Hvitløk, Planning and Development Director; Yvonne Briscoe, Planner II; Clark
Askins, City Attorney; and Maria Peña, Planning and Development Department Coordinator.
1. CALL TO ORDER Chairman Victor Peres called the meeting to order at 6:15 p.m.

3. WORK SESSION
3.a Major Development Site Plan #SP-2025-0051
Work session concerning Major Development Site Plan #SP-2025-0051, a request by
Hayden Besetzny of Kimley-Horn, applicant, on behalf of Carson TC, LLC, owner, for the
proposed Carson La Porte Major Development Site Plan, located in the Light Industrial (LI)
and Business Industrial (BI) zoning districts, on approximately 55.02 acres of land, generally
located on the south side of State Highway 225, and east of Sens Rd. (HCAD Parcels
0401770010002, 0231470000904, and 0401790000020), La Porte, Harris County, Texas.

Yvonne Briscoe, Planner II, presented the proposed Major Development Site Plan #SP-2025-
0051.
Commissioner Mark Follis inquired about the landscaping, and whether any civil plans
addressed the finished floor elevation.
Yvonne Briscoe, Planner II, provided information regarding setback lines and landscaping,
The civil plans will be required at the permitting stage.

Commissioner Joe Mock inquired if the General Land Office (GLO) had reviewed the site for
potential wetlands.
Yvonne Briscoe, Planner II, stated she was not aware of potential wetlands on the subject
property.
Commissioner Steve Gillett inquired about the public and private water system connections.
Yvonne Briscoe, Planner II, stated that Public Works recommended meters with 4x4
easements and separate direct connections.
Dan Zoch, the developer, provided additional details. He explained that the water line on P
Street would be upgraded, and a meter and backflow preventer would be installed at the end
of the cul-de-sac to transition from private to public utilities. All utilities would have to be fully
designed to code and any concerns will be addressed during the permitting process.
Ryan Hvitløk, Director of Planning and Development, shared Public Works comments from
the review of the request.
Commissioner Wayne Landin inquired about the potential for future development and the size
of additional buildings.
Dan Zoch, the developer, stated that while future buildings would likely be similar in size,
there are currently no plans for additional construction.
Commissioner Wayne Landin stated that P Street is the only access point to the site and is
not a designated truck route.
Dan Zoch, the developer, stated a traffic impact analysis has already been approved.
Chairman Victor Peres inquired about the Fire Marshal comments regarding a single access
point.
Yvonne Briscoe, Planner II, replied that the fire review referenced Section D104 of the 2018
International Fire Code which states that if the eave height reaches 30 feet or greater, an
additional fire apparatus access point will be required. An Elevation Certificate will be required
prior to the issuance of a Certificate of Occupancy by the City.
Chairman Victor Peres inquired about the site plan timeline submission.
Yvonne Briscoe, Planner II, outlined the submission process.
Dan Zach, the developer, stated the process often requires significant collaboration between
city staff and developers unfamiliar with La Porte’s requirements.
Clark Askins, City Attorney, stated there are provisions in the City Code regarding standards
for site plan review and approval in Chapter 86, which is similar to plats.
Chairman Victor Peres inquired the maximum parking spaces allowed.
Yvonne Briscoe, Planner II, provided an example from the Code of Ordinances for parking
requirements. There is no maximum parking space requirement.
