Askins, City Attorney; Lee Woodward, City Secretary The City of La Porte Drainage and Flooding Committee met on November 10, 2025, at the City Hall Council chamber, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m. 1. CALL TO ORDER - Chair Martin called the meeting to order at 5:00 p.m. 2. CITIZEN COMMENT - There were no comments. 3. Presentation, discussion, and possible action to approve the minutes of the October 13, 2025, meeting. [Lee Woodward, City Secretary/PIO] Member Engelken moved to approve the minutes of the October 13, 2025, meeting; Member Bentley seconded; the minutes were adopted as presented. 4. 100-ACRE-FOOT POND - Presentation, discussion, and possible action regarding the status of the 100-acre-foot detention pond project near the Pasadena Convention Center and Brookglen Subdivision, as established in amended interlocal agreement between the City of La Porte and the City of Pasadena. [Ray Mayo, Director of Public Works] Mr. Mayo said he had not received an update from the City of Pasadena and could not locate any survey stakes on the site. He said SER Partners of Pasadena was the selected contractor but did not know if the contract has been completely executed after award. 5. HCFCD PROJECT UPDATE - Presentation, discussion, and possible action regarding Harris County Flood Control District (HCFCD) and Harris County Precinct 2 current and future plans related to Flooding in the City of La Porte. [Ray Mayo, Director of Public Works] Jeremy Ratcliff of the Harris County Flood Control District said the Brookglen south basin had been approved by the CoLP P&Z Commission and would be on the Council's December 8 meeting and that he expected a notice to proceed with construction would be issued in mid -February (after going through the Harris County Commissioners Court). Regarding F101, east of Valley View, Mr. Ratcliff said there was a new RFQ procurement process and was moving along. Member Engelken asked about limbs falling from dead trees along Gladwyne and damage to streets such as Ashwyne due to heavy equipment traffic. Mr. Ratcliff confirmed the letters in front of projects correspond to watersheds and detention basins that he will send to the City. 6. CURRENT DRAINAGE PROJECT UPDATE - Presentation, discussion, and possible action regarding the status of current drainage projects. [Ray Mayo, Director of Public Works] Jameson Appel, Assistant Director of Public Works, CIP, said the Bayside Terrace project was complete this week. He said Brookglen Phase I was proceeding with concrete pours and hoped everything would be completed north of venture soon, about two months ahead of schedule. Mr. Appel said the City was awarded a cost - share award from Harris County Precinct 2 for Phase II and hope to bring that to the Council in December, to bid in February. For 2026, Mr. Mayo and Mr. Appel said the Coupland Drive project in Lomax and Brookglen Phase II would begin. 7. ADDITIONAL DRAINAGE CONCERNS - Presentation, discussion, and possible action to provide administrative staff of the City with direction, if necessary, regarding additional drainage concerns. [Ray Mayo, Director of Public Works] There were no additional concerns. 8. SET NEXT MEETING -The next meeting was set for January 12. 9. COMMITTEE COMMENT -The Committee thanked Messrs.
