Notice is hereby given of a regular meeting of the La Porte City Council to be held on January 12,
2026, at 6:00 p.m. in the City Hall Council Chamber, 604 West Fairmont Parkway, La Porte, Texas,
for the purpose of considering the following agenda items. All agenda items are subject to action.
1. Call to Order
The Mayor will determine that a quorum of Councilpersons is present and open the business
meeting.
2. Invocation and Pledges of Allegiance
INVOCATION - The invocation will be given by Pastor Daniel Moore, Creekmont Baptist
Church.
PLEDGES - Will be led by Ozzie Gonzalez.

God, one and indivisible.
3. Cltlzen Commend
State law provides that members of the public may speak before the Council considers an
item of business. Complete a sign up sheet before speaking. (Generally limited to five
minutes per person; the time may be reduced if there is a high number of speakers or for
other considerations.) Members of the Council may ask questions or make statements of
fact in response to comments but are not obligated to respond and will not participate in
debate or take action during this portion of the agenda. Items may be requested for future
agendas in accordance with the adopted Rules of Procedure.
4. Consent Agenda
Approval of Consent Agenda items authorizes each to be implemented in accordance with
staff recommendations provided. An item may be removed from the Consent Agenda and
added to the Statutory Agenda for full discussion upon request by a member of the Council
present at this meeting.
4.a Approve the minutes of the regular City Council meeting held on December B, 2025.

4.b 2026 Joint Election Agreement and Election Services Contrail
Approve a joint election agreement and election services contract between the City of
La Porte, Texas, and La Porte Independent School District for the May 2, 2026,

4.c Animal Shelter Advisory Committee appointment
Appoint Emily Parsons to an open position on the City of La Porte, Texas, Animal

4.d Development Agreement Amendmerd for 9101 W. Feimwnt Pkwy.
Authorize the City Manager to execute an amended Development Agreement
between Barry Linn Seabranch/Storage Vault Self Storage, LLC and the City of La
Porte, Texas, for the development of a mini-warehouse/self-storage complex on real
property located at 9101 West Fairmont Parkway, La Porte, Texas. [Ryan Hvitlek,

4.e Field Lighting Project
Authorize the City Manager to execute a contract with Techline Sports Lighting LLC
in the amount of $776,475.00 for the purchase and installation of upgraded lighting
equipment for the Deotis Gay and Fairmont Sports fields under Buy Board Contract

4.f Award Bid #28004
Award Bid #26004 "Plant 4 Ground Tank Replacement Rebid" to S&S Bolted Tank,
LLC, for replacement of 425,000-gallon galvanized bolted tank and authorize the City
Manager to execute a construction contract in the amount of $516,765.00 and
provide a construction contingency in the amount of $50,000.00, for a total
authorization of $566,765.00. [Ray Mayo, Director of Public Works]
5. Public Hearings and Associated Ordinances
State law provides for public hearings on particular items, such as the annual City budget,
tax rate, and some land use decisions. Members of the public may speak when the presiding
officer calls for comments, without signing up in advance. (Generally limited to five minutes
per person; in accordance with state law, the time may be reduced if there is a high number
of speakers or for other considerations.)
Members of the Council may ask questions or make statements of fact in response to
comments but are not obligated to respond and will not participate in debate or take action
until the public hearing is closed and the item is placed before them for consideration.
5.a Ordinance 2026-6022 Special Conditional Use Permit (SCUP) #SCUP-20254=
The City Council will hold a public hearing to receive comments regarding a
recommendation by the Planning and Zoning Commission to adopt Ordinance 2026-
5022 for Special Conditional Use Permit #SCUP-2025-0028 for the development of
off -site parking within the General Commercial (GC) zoning district, with conditions,
on approximately 0.14 acres of land located at the southeast comer of West C Street
and South 16th Street, La Porte, Harris County, Texas; followed by discussion and
possible action to approve or deny Ordinance 2026-5022 for Special Conditional Use
Permit #SCUP-2025-0028 for the development of off -site parking within the General
Commercial (GC) zoning district, with conditions, on approximately 0.14 acres of land
located at the southeast corner of West C Street and South 16th Street, La Porte,

6. Statutory Agenda
Councilpersons will engage in debate in accordance with their adopted parliamentary

authority. Members of the public may be permitted to answer questions from the Council or
provide information if requested by the Council (either without objection or on a majority vote
in favor).
6.a Ordinance 2026-5025 - Street and Alley closures
Presentation, discussion, and possible action to approve Ordinance 2026-5025,
amending Chapter 62 "Streets, Sidewalks and Other Public Places", Article 11
"Vacating, Abandoning and Closing Streets and Alleys" of the La Porte, Texas, Code
of Ordinances by revising regulations related to applications for closure of rights -of -

6.b Receipt of certification of petition to order a consolidation election for consolidation of
the City of Shoreacres, Texas, with the City of La Ports, Texas [Lee Woodward, City
Secretary/PIO]
6.c Shoreacres Infrastructure and Financials
Presentation, discussion, and possible action to provide administrative staff direction
on the City of Shoreacres infrastructure and financial assessment. [Corby Alexander,
City Manager]
6.d Executive session regarding consolidation
Texas Government Code Sec. 551.071(2) - Consultation with Attorney: The City
Council will meet in closed session with the City Attorney and City Manager to
discuss legal issues associated with potential consolidation of the City of Shoreacres,
Texas, with the City of La Porte, Texas.
6.e Selection of consolidation election date
Presentation, discussion, and possible action to adopt Ordinance 2026-5027 to select
a uniform election date to hold an election for consolidation of the City of Shoreacres,
Texas, with the City of La Porte, Texas. [Lee Woodward, City Secretary/PIO]

8. Items of Community Interest
Per Texas Gov't. Code Sec. 551.0415, the Council may receive from staff and/or may make
a report about items of community interest during a meeting without having given notice of
the subject of the report, if no action is taken and, except as provided by Section 551.042,
possible action is not discussed regarding the information provided in the report. Hear
announcements concerning matters appearing on the agenda; items of community interest;
and/or inquiries of staff regarding specific factual information or existing policy from the
Mayor, Councilpersons, and City staff, for which no formal action will be discussed.

9. Adjourn
Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or
services are requested to contact the City Secretary's Office (281-470-5021), three working
days prior to the meeting for appropriate arrangements.
Pursuant to Texas Government Code Sec. 551.127, on a regular, non -emergency basis,
members may attend and participate in the meeting remotely by video conference. Should
that occur, a quorum of the members will be physically present at the location noted above
on this agenda.
