Chapter 172 Employee Retiree Benefits Board
Meeting held on November 6, 2023
1. Call to Order
The meeting was called to order at 2:00PM by Matt Hartleib
2. Member Roll Call
Present: Clark Askins, Aaron Corrales, Michael Dolby, Matt Hartleib, and Donna O'Conner.
Absent: Julie Graham & Charles Montgomery
3. Consider approval of minutes from the August 23, 2023 meeting
Clark Askins made a motion to approve the minutes as presented. Donna O'Conner seconded.
All in favor; motion passed.
4. Review, Discuss, and take possible action regarding the RFP vendor responses for Stop Loss
Insurance— HUB International
Julian Fontana from HUB International presented the RFP for Stop Loss Insurance, with the current
laser in place on one (1) claim from $700,000 to $500,000. Donna O'Conner made a motion to move
forward with incumbent, Stealth Partner Group, in the amount of $862,000 with a $165,000
deductible. Michael Dolby seconded. All in favor; motion passed.
5. Administrative Reports
Matt Hartleib provided an update on Open Enrollment.
6. Board Comments
None.
7. Adjournment
Michael Dolby made a motion to adjourn the at 2:26PM. Donna O'Conner seconded'
