Notice is hereby given of a regular meeting of the La Porte City Council to be held on February 23,
2026, at 6:00 p.m. in the City Hall Council Chamber, 604 West Fairmont Parkway, La Porte, Texas,
for the purpose of considering the following agenda items. All agenda items are subject to action.
1. Call to Order
The Mayor will determine that a quorum of Councilpersons is present and open the business
meeting.
2. Invocation and Pledges of Allegiance
INVOCATION - The invocation will be given by Pastor Joey Whitener, Lighthouse Baptist
Church.
PLEDGES - Will be led by Slade Stringer.

4. CiP¢en Comment
State law provides that members of the public may speak before the Council considers an
item of business. Complete a sign up sheet before speaking. (Generally limited to five
minutes per person; the time may be reduced if there is a high number of speakers or for
other considerations.) Members of the Council may ask questions or make statements of
fact in response to comments but are not obligated to respond and will not participate in
debate or take action during this portion of the agenda. Items may be requested for future
agendas in accordance with the adopted Rules of Procedure.
S. Consent Agenda
Approval of Consent Agenda items authorizes each to be implemented in accordance with

staff recommendations provided. An item may be removed from the Consent Agenda and
added to the Statutory Agenda for full discussion upon request by a member of the Council
present at this meeting.
5.a Approve the minutes of the regular City Council meeting held on February 9, 2026.

5.b Pipeline Permit
Approve a pipeline permit to Linde, Inc. to install approximately 6.91 miles of a 20-
inch hydrogen pipeline within the City of La Porte, Texas. [Ryan Hvitlok, Director of
Planning & Development]
5.c Brookglen Drainage Improvement Phase II - Professional Services Amendment
Authorize the City Manager to execute an amendment to the professional
engineering services contract between the City of La Porte, Texas, and Halff
Associates, Inc. for Brookglen Drainage Improvements Phase II project, in the
amount of $183,191.00. [Jameson Appel, Assistant Director of Public Works]
6. Public Hearings and Associated Ordinances
State law provides for public hearings on particular items, such as the annual City budget,
tax rate, and some land use decisions. Members of the public may speak when the presiding
officer calls for comments, without signing up in advance. (Generally limited to five minutes
per person; in accordance with state law, the time may be reduced if there is a high number
of speakers or for other considerations.)
Members of the Council may ask questions or make statements of fact in response to
comments but are not obligated to respond and will not participate in debate or take action
until the public hearing is closed and the item is placed before them for consideration.
6.a Ordinance 20265023 Future Land Use Plan (FLOP) Amendment #FLOP-2025-0015
The City Council will hold a public hearing to receive comments regarding a
recommendation by the Planning and Zoning Commission to adopt Ordinance 2026-
5023 for approval of Future Land Use Plan Amendment #FLUP-2025-0015, a request
submitted by the City of La Porte, Texas, applicant, for a city -initiated FLUP
Amendment from General Commercial to Low Density Residential for approximately
1.15 acres of land generally located on the east side of North 11 " Street between
North E Street to the north and West Madison Street to the south, La Porte, Harris
County, Texas; followed by discussion and possible action to approve or deny
Ordinance 2026-5023 for Future Land Use Plan Amendment #FLUP-2025-0015, for a
city -initiated FLUP Amendment from General Commercial to Low Density Residential
for approximately 1.15 acres of land generally located on the east side of North 11 "
Street between North E Street to the north, West Madison Street to the south, and
the alley between North 11" Street and the SH 146 Feeder Road on the east, La

6.b Ordinance 20265024 Zone Change NZC-2025-0015
The City Council will hold a public hearing to receive comments regarding a
recommendation by the Planning and Zoning Commission to adopt Ordinance 2026-
5024 for Zone Change #ZC-2025-0015, a request submitted by the City of La Porte,
Texas, applicant, for a city -initiated Zone Change from General Commercial (GC) to
Low Density Residential (R-1) for approximately 1.15 acres of land generally located ✓f

Madison Street to the south, La Porte, Harris County, Texas; followed by discussion
and possible action to approve or deny Ordinance 2026-5024 for Zone Change #ZC-
2025-0015, for a city -initiated Zone Change from General Commercial (GC) to Low

7. Statutory Agenda
Councilpersons will engage in debate in accordance with their adopted parliamentary
authority. Members of the public may be permitted to answer questions from the Council or
provide information if requested by the Council (either without objection or on a majority vote
in favor).
7.a Ordinance 2026-M6 - Street and Alley Closure (SAC) #ISAC-2025-0013
Presentation, discussion, and possible action to adopt Ordinance 2026-5026 for
approval of Street and Alley Closure #SAC-2025-0013 filed by Twilight Cemetery,
Inc. for the purpose of vacating, abandoning, and closing 1) an approximately 6,520
square foot portion of the developed 80-foot W. Adams Street right-of-way between
N. 13' Street to the west and N. 12" Street to the east, 2) an approximately 24,000
square foot portion of the undeveloped 60-foot N. 12th Street right-of-way between
W. Polk Street to the south and W. Adams Street to the north, and 3) an
approximately 6,400 square foot portion of an undeveloped 16-foot alleyway between
Lots 1-16 and 17-32, Block 685 of the Town of La Porte subdivision, La Porte, Harris
County, Texas, and authorizing the execution and delivery of a deed to the adjoining
landowner, subject to City Council's determination to require an appraisal reflecting
fair market value or to approve donation of the subject right-of-way in accordance

7.1b Noise Pollution Ordinance
Presentation, discussion, and possible action to provide administrative staff direction
on possible amendments to Chapter 34, Article III "Noise Pollution" of the City of La

7.c City Hail Update
Presentation, discussion, and possible action to give direction to administrative staff
regarding reinstatement of previously removed project items in connection with City

7.d Presentation, discussion, and possible action on the appointments of election judges
and alternate election judges for the May 2, 2026, City of La Porte, Texas, and La

7.e LPEF Golf Tournament Sponsorship Request
Presentation, discussion, and possible action to approve a request for City of La
Porte sponsorship of the La Porte Education Foundation in an amount not to exceed
$2,500.00, as the presenting sponsor for the 22" Annual Golf Tournament for Fiscal

7.f Shoreacres Update
Presentation, discussion, and possible action to provide administrative staff direction
on an assessment of the City of Shoreacres, Texas' financials, infrastructure, and
capital assets, and any Fiscal Year 2027 budget items in connection with a possible
consolidation of the City of La Porte, Texas, and the City of Shoreacres, Texas.

9. Items of Community Interest
Per Texas Gov't. Code Sec. 551.0415, the Council may receive from staff and/or may make
a report about items of community interest during a meeting without having given notice of
the subject of the report, if no action is taken and, except as provided by Section 551.04Z
possible action is not discussed regarding the information provided in the report. Hear
announcements concerning matters appearing on the agenda; items of community interest;
and/or inquiries of staff regarding specific factual information or existing policy from the
Mayor, Councilpersons, and City staff, for which no formal action will be discussed.

Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or
services are requested to contact the City Secretary's Office (281-470-5021), three working
days prior to the meeting for appropriate arrangements.
Pursuant to Texas Government Code Sec. 551.127, on a regular, non -emergency basis,
members may attend and participate in the meeting remotely by video conference. Should
that occur, a quorum of the members will be physically present at the location noted above
on this agenda.
